"Pdinutes of the: previous meeting held on'Sept: 10th were then read by the
`Clerk and there being no correctiohs or omiesions were approved as read:
Thereupon the Clerk presented to Council a communication fro*n E. C. Collatz
proposing as a W.P.A.Project the construction of a'dyke at'the lo~~er end of the
" Lake, connecting the'City with Grand Ave.,'thereby restricting the Lake to a more
desirable area and reclaiming a large tract of land for agricultural purposes.
He further reported that he v: as informed by f,".P.A. officials that the City of
Elsinore was entitled to a credit of several Thousand dollars in connection with
P.Q.A. City Hall proj®ct and that said credit"could be applied on this project.
Whereupon it was moved by the Chair and seconded by Coizncilr,~ah };=ills that
the matter be referred to a co:nrnittee for checking rith Supervisor Stanfield and
W.P.A. officials and report on same to Council at the next 'regular meeting
which motion upon vote was carried.
The Chair appointed himself and Councilman Smith to serve on said committee.
Thereupon the C1erk`presented'to Council a communication from T•drs. Perraelia
Reed calling to Councils attention that th8 drain provided to carry off flood
vaaters at the corner df E11is and Sumner Sts: becomes clogged and is not of,
sufficient size to'carry the'watsr and as a result her property becomes damaged
by flood and requested that Council take necessary action to correct this
condition.
rT9hereupon'the Chair referred said matter to~Councilmen P%ills and Roach
' for investigation ahd requested that they report on the matter to Council at
_ their`n.ext meetingC
Thereupon Dr. S. J. Brimhall, health officer reported to Council that no
action has.-been tr. ken to clean up the"lots oh the" south side of L4!: Peck-St. and
requested further action be taken on the matter.

'` that`the Police Dept."be-again instructed to'loog"after the 'cleaning up of the
lots on iy. Peck St., which motion upon vote is~as carried:
Thereupdn'Councilman Roach called to'^vouncils attention that the"puncture
vine condition over the City was becoming serious and suggested, that action be
taken on the matter.
~4hereupon it was moved by Councilman bltills and sacondec by Ccuhciiman Roac'r:
,that it be authorized to purchase three-,3,ga1. oil sprays to be used fer spray-
" ing puhcturP'vines, which motion upon vote uvas carried.
Thereupon Dr. Brimhall Health `officer brought up for Councils further
consideration the matter relative to the collection of the fees for the inspection

of milk as provided for by City Ordinance and stated that'-the County Health,'
Dept. would continue to make the inspections providing $ha.t Council-would
undertake to make collection of the fees and turn over the"amount collected - -
to the County..
3€'hereupori it was agreed by Council to undertake the collection of the
fees, providing that Dr. Brimhall ascertain from Dr. w. ~. Jones, County Health
officer that the actual amount collected will. be acceptable instead of the ~`
fixed sum"of X35:00 per quarter which has been demanded. ~
Thereupon Ray L. Fulwiler appeared before Council and reported on, the
recent organization of the Lake Elsinore Valley Improvement Association,
organized for he purpose of investigating: and consid@ring,the feasibility of
securing water from the IGetropolitan water District for the Lake and surrounding
country and requested that Council gc on record, endorsing said movement,
'whereupon it was moved bq Councilman Roach and seconded. by Councilman
Sheane that the Council. go on record as endorsing the r~overrient to secizrs water
for the Lake and surrounding Country which motion sues carried by the folloi?~ing

Noes: tdone.
Absent: None.
Thereupon :r. Alva Smith, a blind resident of tYie City, appeared before
.Council, and reported that. due to his handicap of blindness and serious-illness
' the past fe~a years he has be eh placed in destitute circumstances and has not
been able to pay for his water bills,.. becoming delinquent in the amqunt of
x,46.00 for which he executed a note to the 0ity but that he rues not able to
psy the current bills and that his 4vater service.has been cut off and he appealed
to the"Council that because of his destitute circumstances he be granted the
'free.use of water.
whereupon it was moved by Councilman F.?ills and seconded by C^uncilmah
Roach that the note for X46.00 given the City_by F.~r. Alva Smith fo.r delinquent
water bilTs;be accepted"and that his water service be turned on free-for six
months or until-such time he is able to pay for same, which motion upon vote v.as
carried.
Thereupon Grdinance ,,227 was presented to Council on second reading being
do Ordinance amending Ord. ,161 of the Gity,Of Elsinore.

hat Ordinance 227 be passed, and adopted as read which motion u~as.carried
