A regular'meeting'of the City Council of'the City of Elsinore was held`on the
above date. 'The meeting arras called to order at the hour of /':30 P.P'."with Phayor
N I~Iatich in the Chair: - '
Councilmen: F. H. Smith, 0. B. Skeane, F. A. Roach, S. li. PEills and Pr.
RFatich answered the roll call.
Absent: Plone:
~Bihutes of°the previous meeting held on Aug.-.12th were then read by the Clerk
and 'there being'no corrections or omssiona iaere approved as read.
- Thereupon the Clerk presented to Council"a report sub^~it't@d by James H. Ruitchell
$pecial'Counael 1915'Improvement Bond Act Committee';':;advising that`sinoe his
last report concerning the 1915`Improvement Bond Act litigation, decision's have
been rendered'v7hch give every assurance that-the courts wi1T'give ovary proper
.protection to the taxpayer as against the claims of bondholders, and further set
`forth in detail a statement of"'the developments which'"Have occurred in the cases in
which he`has been associated." '
whereupon it was moved by Councilman Skeane and seconded by Ceuncilman'Smith
that said report be received and placed on file and that the Clerk bs instructed
to acknowledge receipt'cf same,'whieh motion upon vote was carried.
Thereupon the Clerk presented to Council a communication from the State
Compensation Ins. Fund, advising that the claim for injury, by Dorian Coogan as a
volunteer firemah, has been rejected.
''Whereupon it was agreed by Council that the matter be referred to `the Fire and
Police Commissioner for investigation,
Thereupon a communication from the State Dept. of Public Health was .presented
to Councilmen which they called attention to the annual meeting of health officers
to be held in'San Francisco, Sept: 23 to 26 and urged the attendance of the lb cal
health officer.
~hereupon'it was duly moved and carried that said"eommunication be received
and-placed on file.
Chief of Police Barber then reported to Coundil that satisfactory progress
has been made regarding arrangements for the Labor day street dance and requested
that he be granted the use of the City tryck-which v,as needed-for setting up the
equipment to be used forloud-speaker and music
whereupon it was-moved by Councilman Roach and seconded by Councilman Skeane
that the City Truck be 'made available to the Police ~: Fire Dept's for use at the
~ street dance and that they be authorized to rope"off Pdain St. 'frorxi Sulphur St. to
Beald Ave. for the occasion, which motion upon vote was carried.
Councilman Smith then reported to Ccuncil that he has had many .requests that
Council aixthorze tifat 1i. Graham Ave. from R4ain 5t. to the alley be restricted to
twenty minute parking and asked that Council 'take action on the matter.
Upon Councils consideration of the matter., it was moved. by Councilman °;iills and
seconded by Councilman Smith that the'Po`lice" Dept. be directed to 'paint 'the curbs
and place necessary signs on same, restricting E. Graham Ave. from ERain St. to the

Thereupon Dr. S. J. Brimhall, City Health Officer appeared before Council - -
and called their attention to certain existing conditions, especially
suggesting the cleanup, of lots or_ south side of 17est Pack-St, draining and clean-
up of Temescal ditch cnd the elic;ination of the out-door toilet on the property.

Whereupon it was duly ,novel and carried that the Poilce Dept. ce instructed
to take necessary action to have the lots on i'!. Peck St. Cleaned up.
"hereupon it was suggested by the Chair. that the Council as a whale inspect
the condition of the Temescal ditch,, estimate .the cost of cleaning up„and ask
the Temescal Th'ater Co. for aid also request,.. that they repair leaky pipeline.
Thereupon.. it was, moved by Councilman td9ills and_seeonded.by Councilman Smith
that„the Clerk b® instructed to write to the owner of_.the property.ocoupied by I
E. ~. Carter and give hira notic® that .it has been ordEred that he dispose of_
the„outdoor toilet on his property, which motion upon vote was carried.
` Whereupon Resolution No. .290 was introduced and read being a Resolution of
City Council Mixing the tax levy for the fiscal year beginning July 1st, 1935_:
and ending June 30th, 1936, upon all the taxable property in the City of Elsinore
..California. _
'~Jhereupon it was moved by.Gouncilman Mills and seconded by Councilman
Roach that Ile solution No. 290 be passed and adopted as read, which motion was
carried by the following vote:.
Ayes: Councilmen: Smith, Sheane, Roach „Mills and idatich.
_ Noes: None.. -.
Absent: None.
Thereupon 'it was reported to Council that the flagpole at the corner of
Pain and Graham Ave. was in a dangerous condition and,upon Councils due
consideratioh of the matter;
It was moved by Councilman Roach .and seconded by Councilman Smith that the
'Street Commissioner be instructed to investigate the condition of said flagpole
and be authorized to take such action as he deemed necessary for safety, vthich
motion upon yote.was carried..
Thereupon Council took up ,for further consideration vrhat action is to be _.
taken of the Ordinance which provides for mil'_c inspection and after a_further
discussion on said matter, it was duly moved and carried that the Clerk be
instructed to,ascertain from the City Atty., if ,it .is advisable to repeal-said
Ordinance in ease that enforcement of. its provisions vfere not desired, tivhich--
motion-:upon vote was carried.
Thereupon 'it was moved by Councilman ;.'.ills and seconded by Councilran
Roach that the Gity Atty. be instructed. to prepare an Ordinance amending
Ordinance 161 to provide that the License foe for Gen'1 Contractors and all,,.
"`building;tradesmen be fixed at ~6.00,per year ,payable annually and subject to
the fixed 30f discount ;-which motion was carried by the following vote:
Ayes: Councilmsnc Smith.,.Sheane,. Roach ,,.Is3ills and Matich.
' Noes: None. Absent: None.
Thereupon it was agreed by Council that 'the Cliair and'Councilman Smith serve
on a committee to make an investigation of the Health Dept.
Bills as audited by the auditing committee ware then presented to Council
j and on motion duly made and on call vote carried were ordered paid and the Clerk
was instructed to issue warrants in payment of same.
`Thereupon ;there being"no further business°to come before-Council-o$ motion
duly made-and carried Council adjourned to meet in regular session on L~onday,
Sept. 9th at the hour of 7:3C P.M. in the City Hall the usual meeting place.
