The meeting-was called to order at the hour bf ~i30 P.hJ[, with Rgayor N. R-~atich in the Chair. Councilmen: F. H. Smith,., 0. B..Sheane, F. A. Roach, J. E. Rtill sand ~,r: Riatcfi answered the roll call. Absent• None. Minutes of the.,previous meeting held on July 22nd were then,read;.by the Clerk and there being, no corrections or omissions vfere approved as read. Thereupoh the Treasurers montl}ly report was presented to Council and on motion duly made and carried-was accepted and ordered placed on file. whe~eupori a report from the Police, De pt.,mas presented to Council and on "motion duly made and carried was accepted and ordered placed_on file.- The Clerk a hen presented ,to Council a communication from J. J. Madigan, . `Executive Officer, for the Adiainistrator of the Federal Emegerncy Adminiatra-; tion of Public, Norks, received in reply to inquiry with reference to .the pay- went of the balance of grant due on the City Hall project, Docket No. 226q_ through the cancellation of bonds, and advising that in this connection a ruling is being sought to determine whether interest on bonds to be cancelled will be charged to date of cancellation or whether interest collected en these bonds may be refunded, and further advising that immediately after .the receipt of this decision, the cancellation of these bonds may be proceeded with. 59hereupon`it was"duly-moved and carried-that 'said communication be received and ordered placed on file. .Thereupon the Clerk presented to Council a communication from w. A. Jonas, Gounty Health Officer, advising that if the County Health: Department is to con- tinue to carry out the provisions of the City Ordinance proviaing for the control of grading of the City milk supply, that it will be necessary for the city to undertake the collection of the fees provided for by said ordinance and in lieu of amount collected that the City will be required to make specific payment to the County in the amount of 35.00 per each quarter: whereupon it vies moved by Councilman bSills and seconded by Councilman Smith that action on this matter be postponed to the next regular meeting of Council, which motion upon vote was unanimously carried. Thereupon the Clerk presented to Council communications from several of the Civic organizations of the City requ8sting Council to authorize and provide for the erection of a bulletin board to be placed in the parkway near the Fost Office. Upon Councils due consideration of the matter it was moved by Gouncilman Smith and seconded by Councilman Sheane that the Street Commissioner be authorized to have a bulletin board constructed and placed in the parkway near the Post- Office, which motion upon vote was carried. Thereupon the Clerk presented to Council a communication from R. L. PdcKenzie Superintendent County Road Dept. tailing attention to an unpaid bill submitted for Labor and use of equipment on the Aeald Ave. C.r.A. project. /:_ /. 'Ahereupon it was agreed by Council that the matter be referred to the Chair for investigation. Thereupon-the Clerk presented to Council a communication from J. :F. Sears,` State Director For the 'National`Emergeney Council"for `Cal if. requesting that a report be forwarded to his office covering. an analysis of the fiscal status and the labor situation `of 'the city. j ; - ~Whereupon't was aoved'by'Councilinan Roach and seconded by Councilman Sheane that the Clerk be instructed to prepare the requested report and forward it to the office of J. F. Sears, State Director, which motion upon vote was carried. Thereupon it was moved by Councilman Mills and seconded by Councilman Roach that a'sampie of Lake S"Dater be submitted to the Babcock Labratory at Riverside for analysis and recommendation for remedy, if "any; of its condition, which motion upon'.vote':was c'arried.. -- _ .:~_:; _. :.. Thereupon Council took up for consideration the matter of holding a street dance on Labor day-and upon due consideration of said matter, It was moved by Councilman Roach and seconded by Councilman Smith that the City Council sponsor a street dance to be held on Saturday Aug. 31st and that the Police and Fire Depts. be directed to make all necessary arrangements for the event, which motion upon vote was aaanimously carried. Thereupon Ordinance X226 was presented to Council on second reading, being an Ordinance amending License Ordinance #161. s"4hereupon it was moved by Councilman Roach and seconded by Councilman Smith that Ordinance 226 be passed as read which motion was carried by the following vote: Ayes: Councilmen: Smith, Sheane, Roach, Mills and P,?atich. Noes: None. Absent: None, Whereupon it was moved by Councilman dills and secended by Councilman Sheane that it be authorized to transfer from the Water Fund, X15.00 to the 189'] Water Bond Fund and X145.00 to the 1930 Sewer Bond Fund, which motion was carried by the following vote: Ayes: Councilmen: Smith, Sheaney Roach, Nills and Matich. Noes: None. ~~~ Absent: None. Thereupon C. A. Lovejoy appeared before Council and personally presented a communication to Council, calling attention to the incor.~pleted G.W.A. Heald Ave. project and advising that by the passage of Senate Bill X561 an additional cent Gas Tax money will be available for expenditure on major streets other that State Highways and therefore urged that the Council give consideration to the completion at earliest date possible of the Heald Ave. and other streets project.
