REGULAR P,~ETING CF THE CITY CCITNCIL April 22nd, 1935

A regular meeting of the City Council of the Gity of Elsinore was held on the
above date. The meeting was ca]aed to order at the-;hour of 7:30 RM. with-Mayor
N. Matich in the Chair.`
Councilmen: F. H. Smith, 0: B. Sheave, F. W. .Roach, J. E. Mills and N. Matich
answered the roll call, ,,

Minutes of the,.,previous meeting held on April 8th were then; read by~the clerk
and there being no .,F.orrectionator,omiasiona.-were approved as read., ,,
Thereupon it was moved by Councilman Mills and seconded by Councilman Roach
that the Chair appoint a committee .of four citizens to ;canvass the:,stravr:~vote
ballot on the, proposed Temescal pipe-line project,. which ,motion-upon, vote:wae
carried, - .

'Whereupon Resolution #289 was introduced and read beings resolution of the
City Council providing that an application be filed with the State Dept. of Public
Works, requesting that State Highway routes No. 77 and 78 lying within the corporate
limits of the City of Elsinore be improved the full width of said highways with
permanent pavement:
Whereupon it was moved by Councilman Mills and seconded by Councilman Roach
that Resolution #289 be passed and adopted, which motion was carried by the follow-
ing vote:
Ayes: Councilmen: Srpith, Skeane, Roseh, Mills and Matich.

Absent: None
Thereupon the Clerk presented to Council the annual Franchise Tax report of the
So. Calif Gas. Co. covering the.year ending Dec. 31, 1934 with enclosure of check
in the amount oY°318.02 tc cover the amount of tax due, ~:-
Whereupon it was moved by Councilman Skeane and seconded by Councilman Roach
that the report of the So. Calif. Gas Co. be received and placed on file and that
the check covering tax due be accepted and deposited to the. credit of the general
fund which motion upon vote wee carried.
Thereupon the Clerk presented to Council a communication from Geo. W, Crmsten
requesting that he be included in the proposed S. E. R. A. Sewer extension project
and stated that he would agree to pay for the sewer pipe required-to-connect-.his
property with the existing sewer on b4ain St.
SJhereupon it was agreed by Council that if the proposed project already applied.
for be approved that a supplemental application be filed to include Mr. Ormsten's
property in said work,
Thereupon the Clerk presented to Council a communication from Wm W. Evans
calling to Cbuneila attention that to date there has been paid out of the City
Treasury to City Engineer Crane the sum of $422.00 for supervision on the Temescal
Ditch project and suggested that in the interest of forced-economy it would seem
proper that either Mr, Crane handle this work for fifty cents per hour`or that
Council get some person .who is willing to do this work for said sum.

Thereupon Councilman Smith reported that the Temescal P{ater Co, have express-
(ed-%ther'desire-to"rent the Citp''s'puiap and motor for `pumping"out ths`water"in
their ditdh and asked that Council take action on the matter.

`Commissioner v~$h the understanding that the-Temescal Co. agree to eke care of
the electric power charge. ' ">
Thereupon the Chair reported that<he considers 'it advisable that he cancels
~ his own appointment as the Street Commissioner and at this time appointed
Councilman J. E. Mills to serve as Street Commissioner in hie stead::
Thereupon Mr. Atherton and Mr. Smith, Boy Scout leaders appeared before
Counei& and reported that plans were being made for the construction of a boy
scout building and that they were assured of`suffic' erit aid to succeasfully'-
carry"out their-proj'ect•providing that=they could secure a permanent'site-upon
which to erect said building and requested that Council consider granting them`
such a site in the City Park.
Upon Councils due consideration of the matter it was moved by Councilman
Smith and ae'conded by-Cou~icilman Roach that $he Boy ':Scout organization of L1'sinore
tie granted=a-Site -in the City''Park for'the erection of`'-a Boy'Scout Building the"
permanent site to be decided upon later and also that the present Band Stand'
be turned over to the Scout organization for their temporary ..use and that
eventua3~ly t=he band 'stand be ~ui~ned into a community'. kitchen,"which motion c~as
carried lxy the following voter'

The,Chair;then~apponted Councilmen Sheave and ffiRills to aerva.erith-himself
`on a Committee-to-investigate a permanent available site in the City Park 'for
the Beq Scout building.
~ ~ ~ Thereupon Councilman Roach called to Councils attention that the town was
badly"in need of a general cleanup and suggested that the week oP P.pril 2gth to
May 5th"be declared general cleanup week,
PVhereupon it was moved by Councilman Roach and seconded by Councilman Smith
that the Mayor issue a proclomation declaring Apr. 29th to Tray 5th general clean-
up week and also that the"Fire Dept. be instructed to take immediate action in
i giving notice to all lot owners to clean up all weeds and rubbish on their lots,
in compliance with the. provisions of the City Ordinance, which motion upon vote

was carried.
.Thereupon C..&. Lovejoy appeared before Council-and called to their attention
that the C. w. A. street improvement project on Heald Ave.. and other streets was'
not"completed and suggested that Council give this matter their attention and take
thernecessary action to complete,thie project if it is at-all;:,possible.and, further
stated that the property ;owners in the districthavs elgeady secured the-necesssry
crushed rock for the work and would agree to furnish one-half of the oil-required,
providing that S. ;!. R. A. labor and balance of material could be secured for the
completion of the ,project.,...:
The Chair appointed Councilmen tfills and Smith to make an investigation of
the project and then offered to accompany Mr. Lovejoy to see Mr. Dahl the S. E.
R. A, adrrmiistrator and ascertain from him if it is possible to secure .S. E. ,R. A.
labor end part of the material for the project.
Thereupon Councils attention yeas called to the exiatingvacancies on.,the City
Library Board. ,.

Neal F. Lansing and,Howard-Brock be appointed as;members of the City Librery,Board
to fill the existing vacancies which motion was carried ,by-the following-vote;, .

Thereupon the Committee appointed to;canvasa-,the Straw wote.-Ballot on the
Temescal Pipe-line. S. E. R. A. project reported that their canvass of said vote. _

that no further action on the application be taken, at this; time, which. mot ion ,upon
vote was carried.
.Bills as, audited by,th'e auditing .committee ware then presented to Council and
on motion duly made and on call vote carried were ordered :paid and-therclerk was;;;
instructed to issue warrants in payment of same.
Thereupon there being no further business to come before Council on motion
duly made and carried Council adjourned to meet in regular session on A,4onday;May
13th, at the hour of 7:30 P.M. in the City Hall the usual. meeting place.
