The meeting was called'to order at the hour `of '/:j0 P.M. with Mayor E, 'G Wickerd in the` Chair." Councilmen: F. H. Smith, `0.-B. Skeane, F. A. Roach, N Match and E. Cc Wickerd answered the roll call. Absent:' None. Minutes of the previous meeting held on Feb. 25th were then read by the Clerk and thers being no corrections or omissions were'. approved as rsad. Thereupon the Treasurer's monthly report was presented to Council and on motion duly made`and carried was acoepted and ordered plaeed,on filer` `, Whereupon the Clerk presented each member of the Council with a copy of his annua-k report setting forth'a detailed statement of the City!s financial transactions, covering the fiscal year ending`~an. 31st, 1935.`: "" Thereupon the Clerk preaettted to Council"a communi'catiori"from the`Gatze€t Bond Co, stating that they represent the owner of X10$7.29 Citq of Elsinore 1915'Aet Water'Bonda and'suggested tha£'the_funds now on hand be distributed ,to the owners of matured 'es well as uzimatured bonds on an 'equal'taeis and asked`to be advised ae to'Eouncils`decision in the matter. ` Whereupon it was duly moved and carried that said communication be received attd`placed on file. ' Thereupon the Cler& presented td Council a communication from"the National Automobile Club regarding the damage .claim of Spanlang va City of Elsinore, re- gneeting that-a'form to"be filled out for e'verified claim be `forwarded'to them. Whereupon it was moved bq Councilman Roach and seconded'bq Councilman Skeane that this matter be referred to the Gity Atty. for his attention, which. motion upon vote was-carried.'" `'' ' Thereupon Council 'took 'up for consideration the matter of providing a new sewer"pump far the City Sewer Pumping ,plant, the Clerk reading a set of,prepared specificatio"ne'£o cover the required installation. Whereupon it was moved bq Councilman Roach and seconded by Councilman ~:atieh that the°Clerk be instructed to-advertise for bids on a sewer `pump to conform. with the"approv'ed specifications, said bda'to'Dc opened at the next regular ` meeting of Co'uicil, whichYmotion upon 'vote' was unanimously carried. "' , " Thereupon the Chair presented to the Clerk for reading a copy of e,proposed agreement to tie made and entered into by and between the City"of Elsinore, and the `Temeacal`Water Ct4`, covering the proposed application for an S..E.R.A. project to be known as the removal of the Temescal Wa'ter'pipe line and the draining of said ditch. Funds required for all necessary labor to be .furnished, by S.E:.R,A. and the 'Temescal=;~4ater Co.'egreeng to furnish 'at its own expense all'`pipa, materials. and labor (exclusive of excavation and backfilling) and also all engineering services and supervision in connection with said work. 1Fhereuppn it'was moved by Councilman Roach and seconded by Councilman Skeane that the Chair; arrange 'with the"'City Atty. fora meeting with '$h"e City""Council for REGULAR N!EETING CF THE CITY COUNCIL March 11, 1935 <the purpose of di.acusaing and making a study of said proposed. agreement, which " motion upon vote was unanimously carried. Thereupott Geo. A. Dirr appeared before Council and reported that he is -the owner of ..f our houses in the City ..each being furnished water thrdugh a metered service and that the total consumption registered on the four meters... for several months past has been less. than 1000 Cu. Ft. or the minimum, yet that he is required to pay the minimum charge on each meter, while others omning Courts are served water through one meter for several houses and pay ;, but one minimum charge end therefore requeeted~that he be allowed to pay for water on the basis of the combined total consumption of .the four meters as one account. Upon CounGilq.eonaiderati.on of .the ma'~ter it was agreed„that it be laid.,; over for further consideration. Theraupon_Council took up for consideration the-matter of filing with the S.E.R„~:. a proposed tree trimming and surgery project. Whereupon it was moved by.Councilman Roach and seconded :by Councilman,,.,, Sheane thst the City Engineer be instructed to prepare the necessary;appli-. cation for an S:S:R.R: tree trimming and surgery project to cover the entire City, which motion.apon vote was carried. Theraupon`it was moved by.Councilman Roach and sacoaded:by Councilman ;> ,Skeane that the necessary Heaolution.for filing this. project be prepared and_ that the Mayor be authorized on behalf of the City to sign said Resolution ,; which. motion upon vote was unanimously carried. Thereupon it was moved by Councilman Smith and"seconded by Councilman-:., Mauch that M. Harmon 'yater Clerk be provided with a locker and necessary apace for his Water ledger. in the:City-safe, ~hieh motion upon vote was carried. The Chair ,then reported to Council that his attention has been called to ' 'the need of several chairs for-the convenience of patrons having to wait to pay -their water„bills. .,, ~JP~iereupon it was moved by Councilman Matich and seconded by Councilman :; Roach that M. Harmon, 'Aster Clerk, be authorized to purchase-three chairs for the Clerk's_o,ffice,, which,moti.on.,upon vote. was carried. Thereupon it was reported to Council that. H. Happe.refuses to pay hie,, ,, City License. _ _ - ` Whereupon it was moved by Councilmen Roach and seconded by Councilman Matich that the Clerk be instructed to prepare a statement covering Mr.,Sappe!s delinquent license bill and ,turn over o the'City Atty. for necessary action to collect same; which motion upon vote was carried, The Chair then reported to Council that the Clerk has purchased-and.pad, '.for four chairs. which are ,being :used in the City Ha1l.and suggested.that he_be reimbursed the X20.00 paid for same., ', ..` ' Whareupohit was duly moved and .carried that the.fopr,chairs furnished by the Clerk be paid for.
