The meeting was nailed to order at the hour of ~:j0 P.M. with Mayor E. C. Wickerd in the Chair.,, Councilmen: F. H. Smith, 0, B, Sheane, F. ,A. Roach,-N. Match and E, C, •., Wickerd answered .the roll call. >~ Absent: None. ~ ~ Minutes of the previous meeting kteld on Jan. 28th were then read by the Clerk and .there being no-corrections or omissions were;.approv"ed-es .read,., .; Thereupon the Treasurer's monthly report was presented to Council and on motion duly made .and carried .was„accepted:"and ordered .;placed on,-file. ;; w Whereupon-the Clerk reported„to Council that.he.was:.requested by A,"D Earl former,grabage collector to,eall Councils attention-that since his contract has been -terminated, the bond which he posted,for: faithful performance, hould now be released and requested Council to take action on the, matter. Whereupon it was moved by Councilman-Roach and seconded by-Councilman Shsaxie that it ba authorized to release the faithful,performanes bond posted-by,A ,D, {-, Earl and that the Clerk be instructed to deliver said bond to-him, which motion " upon vote„was unanimously carried,.. ,. ;- " Thereupon tha;Clerk,presented to Council a~communication from Jack ,Green . resident agent fcr the Firemans Fund Ins. Co. stating ,that•th@-Ins. Policy on , the City Fire Engine Expired on Feb. 6th and that he hea taken the liberty to renew same,: with. s reduction in ..rate from.$1.Os to 29¢.per hundred, effected by,removal.of fire:;engine,to its new quarter-a and requested a confirmation"of,.., this renewal. ` -,- Whereupon it wee moved by Councilman Roach ;and seconded by_Councilman Matich that the Insurance on the City Fire Engine to awarded to Mr. Green, which motion upon vote was carried. • Thereupon the Clerk presented to Council a bulletin, issued,-by Earl::; Lee Kelly, Director of the State Dept. of Public Works, setting forth an explanation o.f ,proposed legislation far State „eontrol,.of County, High:vays. Whereupon it was duly moved and carred.that said bulletin be received and. ordered placed on file. Thereupon the. Clerk presented to Council a communication from the heague of Calif. Nunicipalitiea.directing Councils attention ,to Governor Merrams proposal of eliminating personal property taxes on motor vehicles and levying fees in lieu thereof and stating that the Executive Committee of the League ie unanimous in opposing any such action on the part of the state government and requested if Council approve of the position taken by the League, to please so advise them promptly by resolution. Whereupon it was moved by'"Councilman Roach and seconded by Councilman Sheane that the Clerk be instructed to forward a letter to the League of Calif. Municipalities, expressing Councils opposition to the proposal eliminating personal property taxes on motor vehicles, which motion upon vote wee unanimously carried. `Bhereupon the Clerk presented to Council a communication from A. Whereupon it was moved by 'Councilman Smith and seconded by Councilman Roach that said communication be received and placed on file and that .the proposed gayment`of'grant'by cancellaton`of bond be approved`~hich moton'upon'vote'was carried. . ,, .. , `~ _: __- .-- _ , Th'sreupon the Clerk reported to Council that he received=a°check for $14.25 from the'State Compensation Ina: Fund"dr"awn in favor"'of M: Harmon and``the City of Elsinore and asked what disposition°the Co'uncl'wi®hed`t'o'make'of the 'matter, and thereupon presented to Council a communication from the State Comp. Ins. Fund acknow]:edging receipt of'a'srippl'emented'"report-'"regarding=the injury of`M. Harmon, indicati3g that _thia~iz~iiged has `lost" no 'tim'e"'from worky='but rise been doing"lighter work and 'there'fore requested:that they'be advised 'es to what' Vslue 'Council`placed ' upon his services per month, so that they maq properly adjust his compensation. Whereupon it was moved bq Councilman Smith and seconded by Councilman Matieh that it be authorized to turn. the $14.25 Camgenaation check to Mr. Harmon with the understanding that if anp,refund is demanded by the Insurance_Co. that Mr. Harmon be required.to take care;.of;same, which motion upon vote was carried.-: Thereupon the Clerk presented to Council a petition from the Tax Payers League of Elsinore, signed by a large number of citizens and taxpayers expressing their endorsement and commending the Citq Council for the economy program which they have adopted. Whereupon it was duly moved and carried that said petition be received and ordered placed on file. Thereupon Joe L. Walker electrical Contractor, appeared before Council and reported that the automatic control switch and one pump at the City Sewer Plant were giving a great deal of trouble and suggested to Council that the matter be investi- gated and some action be taken. Whereupon it wsa moved by Councilman Aoach and seconded by Councilman 6Tatich that the Chair appoint a Committee to investigate conditions at the City Sewer Plant and to report to Council at-the next regular meeting, which motion upon vote was ., carried. The Chair appointOd Councilmen Smith and Roach to serve on this committee. Thereupon Councils attention was called to the matter of enforcing the Citq dog license ordinance, it being reported andaeveral persons complained that a large number of stray and unlicensed dogs were running at large and are a public nuisance. Whereupon it was moved by Councilman Roach and seconded by Councilman Matich that the Chief of Police be instructed to have a notice published that all. dogs not licensed by March 1st and allowed to run at large, will be disposed of as pn~+vided by law, which motion upon vote was carried. Thereupon the Clerk reported to Council that as per instructions he has made a demand upon Tom Boyle former Fire Chief to turn over all books and records and render an accounting of all money received and disbursed and cash on hand, but that REGULAR ATEETING OF THE CITY COUNCIL gebruary 11th, 1435 the demand has not.been complied with. 7lhereupon it aes agreed bp. Thereupon Councilman $heane reported to Council that apparently no one was taking care of the hallway and rest rooms in the City Hall building and saksd if any provision has been madeyfor takittg care of :.this work.; , ; Whereupon Councilman btatich stated that he would see Adr.
