The meetiag was called to order at the 2iour of"x:30 P.M: vrith Mayor E. C, Wickerd in the Chair. ~; ~ -- ~ Councilmen: F. H."Smith, 'C. B. Sheane, F. A. Roach, N. Matich,and E. C. Ari'ckerd answered` the roll calla Absent: None. Minutes of the previous meetings held on Jan. 14th and 21st were then read by the Clerk and. there being no corrections or omissions were approved as read. Thersupon'e`communioation from A."Y.'Loyd, Secretary Tax Payers League was presented to Council expr'essing'on behalf of 'the League their thanks and appreciation to Council for their economy"program. Whereupon it was duly moved and carried that said communication be received. and placed on file. Thereupon a'telegram was presented to Council, received by the Mayor from Hollis R.` Thurston, Chairman of Gas Tax Committee advising that legislative bill is being introduced', providing'-for 'one-half cexit gas tax to cities and that attitude of administration and'legiehtora is encouraging. Moved and carried that said telegram be received and _filed. Whereupon`the Clerk presented to Council a"communication from Faulkner, Oakes., and Faulkner, certified public accountants, stating that they would appreciate the courtesy of Councils consideration in connection with the, 1934-35 City audit. Whereupon i$ was'duly moved. and carried that.said`.`communicetion be received and placed on Pile for future consideration: Thereupon the Clerk presented to Council a postcard notice from the State Compensation Ins. Fund advising that they have mailed to M. $armon a check°in the amount of $14.25 representing compensation for one week„from Jan. 18th to Jan. 24th inclusine`as first payment for-lost time arising out of:an injury sustained on Jan: lOtti while n''the City's"employ. ' Whereupon it was duly moved end carried that said notice be received and placed. _., _ on fil's. " ., _ Thereupon the Bldg. Supt's"report was presented to`Council covering the .period ~ from Jaa`c lot to Jan.'=21st. ` ~ Whe~oupon it was duly moved and carried that said report be accepted and ordered placed on file. '" Thereupon the written resignation of Geo. C. Keck as member of the City_,; Library Board was 'presented to Council. Whereupon it was moved by Councilman Matich end seconded by Councilman .Smith" that the res-ignatinn of Geo. 0. `Keck as member of the City Library Board be :accepted with regrets, which motion upon bote'waa carried. ;-.. Thereupon the Clerk presented to Council a communication from the Elsinore woman's Club respectfully recommending for Councils consideration ' - the appointment of a wcman as.a member of the Library. Board to fill. he existing vacancy. whereupon it was suggested-by the~Chair and agreed to by Council that the Chair appoint a committee to contact the-three remaining members of 'the Libraxp Board, also the f~oman's Club `regarding the appointment of Library . _ _, Board members to fill existing vacancies. The Chair appointed Councilmen Aiatich and Smith to serve of said Com- mittee. '' 'Thereupon the Clerk presented to Council a communication from the Gatzert Bond Co. addressed., to Mr ., L. B, Taylor offering.for,sale~.three-, `''Elsinore 1926'water Inp. Bonds` at 45¢,,on the dollar.:. 't'hereupon it was dulp moved and carried`that said letter be turned over to the City, Atty. for hie files....;.. Thereupon the Clerk presented to Council a letter from City Atty. Beat in response to Councils request for an opinion on the_Claim of Caroline, ,Spanlang on account of damages to her automobile caused by driving over a ``defective meter box in"front of Graham.'s Garage and;_in which he stated,t$at.:- if the City had notice or knowledge of the condition„ the City would be held. liable for the payment of this Claim.- whereupoh'it was moved`by Councilman Roach and seconded by Councilman _Matich that the matter. be laid. over ta,thc next meeting of _Council...which motion upon vote was`gar"tied. :: ' Thereupon it was-moved by Councilman Roach and seconded by Councilman Pdatich that D..R. Crane and the St...Gommiseioner be_instructed to.,prepare ''an app3ication for filing with the S°E.P..A. for a projec£.to be known as. the Lindsay;. Kellogg and Lowell Sts: S.E.R.A. Sewer project, which motion upon vote was carried. Whereupon'it ~4as moved by Councilman Hoach`and seconded~by.Councilman - ~tdatich that it'be suthorizad'that the'necesaery material required to,furnishs 'the $&.P.,A. Headquarters in the City Hall building be furnished by the City,, which motion upon vote was carried. ' "" S4hereupon'it wee'moved by Councilman Roach and seconded by Councilman ,,;,, Smith that the regular 30~ discount be allowed on all delinquent water and License bills for 60„days from date and at the expiration of said 60 .days '`that the Ordinance be strictly`enforced, which motion~upon.vote was carried= Thereupon ,it was moved by Councilman Roach and seconded by Councilman ~ 'tdatich that the City Clerk be"instructed to make a demand upon forme; Fire Chief Boyle to render an accounting of all funds received and disbursed and. ' .that he surrender all books, records and badges to the City .C1erk.beEore the next meeting of Council, xhidh motion upon vote was serried. S: p. ~ - _. _.i `I ; ~ ," - _ -~ __ i Whereupon the Clerk called to Councils attention that hp'was'in possession" of all the keys to the Clerks office and stated that itt his official capacity he was•the legal !custodian of arid•responable'for all,of?the•City's'recorda and therefore requested Council to make other arrangements to provide the"Vdater and" License Clerks with other suitable office rooms and suggested that if the Council is not agreeable to the request made that they re&er the matter'`to the'City Atty. for hie opinion. Whereupon it was`riiaped by Councilman Sheave that the matter be referred to the City Atty. for his opinion. Thereupon Resolution #28y was introduced and read being a Resolution of 'the City Council authorizing Mayor E. C. A'ickerd to sign and file on behalf of the City of Elsinore, an''appliaetion to the State Emergency Relief Administration for a project''to be•known ae°S.E.R.A.'Sewer Project." -- Whereupon it was moved by Councilman Roach' end seconded by Councilman Sheave that Resolution ~,28Q be passed and adopted which motion was carriedby the following vote: "' Ayes: Councilmen:'' Smith,'`Sheana, Roach,'Matich ahd Wickerd.
