The meeting-was called to order at the hour of 7:30 P.hS. with R4ayor Afatich in

then read by `the Clerk'and'there being no corrections or omissions were approved as
read.
Thereupon the-Treaeurer'a.monthly report was prosented to 6ouucil grid on mo-
tion,duly made and oarried was-accepted and ordered placed on fills.
thereupon the 'Clerk presented to Council a communisation from C.A.Lovejoy
iricloeng~therewith Fire Policy on the ::City Hall in th®`amount of $~5C0.00 and sub-
witting'bill for'premiumr"on^eaid Policy-'in ;„he;eum of :$91.50 which was approasd by
Council and ordered paid.
Thereupon the 'Clerk presented for the Adayor's signature,copies of letters
relative-to VP.R..A:Project No.7530-"Planting of flowers:-and-small shrubs at Public
'BUildngs,Flsinore"yin-which it-.ia agreed that. the City will se's to it.ahat complete
copies of.a11...8afety Regulations.affecting this Project will 'be furnished to `the pro-
per parsons and .that. they will require compliance with .them in all-respects.

that the Mayor be directed to sign said letters and that they•be forwarded to `the w.P.
Office,which motion upon vote was carried.

Accountanta,relative to`an audit of the ''City Records was presented tc Council ,which
upon motion duly made,anil`ca'rried was receivedand-ordered filed.
~4hereupon the Clerk presented to Council a communication frcm the Bgron-
Jackson Ce.relative to the question charge of $15.D5,which item they explained-should
have. been-for machine work-arid material rather than labor.

Wharaupon.,at was moved by Councilman P,Slla and-ss¢onded by Councilman Perrot that, ,
it be authorized to draw a demand-for payment of the-$15.0§ item still due the, Byron-
Jackson Co.,which motion upon vote-was carried.
Thereupon a communication-from Mrs.E.H.McCoy was presented to Council-submitting
a copy,of Resolution presented and passed at a meeting of,•soMe fifty people interested
in a proposed garden and beautification organitiation for City and Communityreaolving
that this group of .citizens deems it desirable that the Gity havo a planning commission
and. requesting that the Gity Council appoint such a commission,hovrever,it was farther
suggested that the naming. of this commission be-.postponed until after the permanent
committee has .o.rganized a-t,-a meeting to,. be, held. on Frday;September;];~th,and that they
,be consulted and as$ed.for racommenndations-.as~to per-sonelle of commission. .

sideration.
Thereupon the Clerk presented to Council a communication Yrom H.C:ScottSecretary
of ,the, United States Constitution Seaquisaatenial Committee-requesting-Council to.suthorize
the Bdayor to issue a pro;clamaton.desgnating-Friday;September-lath a,:holiday;in the City
of Elsinore for;the purpose of,celabrating the>.150th•Anniversary of ,the United States. Con-
stitution.
:Whereupon it,was.movedby Councilman-P,erret and.seeonded by Counclman.,Smith that
the Mayor be authorized to ~.asue.a proclamation declar-ing FridaytSeptember 17th a holiday
to celabratek the 150th.:Annivar.sary-of-.the United Stages Constitution;which motion-upon
vote woe,unanimously carried. ,
Thereupon itLwas moved by Councilman Smith and seconded by Councilman Macy that

Thereupon the ,Clerk presented>to Council memorandum of -Agreement-submitted'by the
State Division of Highways covering-the-proposed expenditure ,of 4 cent-Gee Tax Fund. for
State Highways,which-will accrue to the City during .the bi-ennium period ending Jung:-30th,
1939.
Whereupon it was agreed by Council that said. memorandum of .agreement be laid over
for further-conaideration.at the xiext meeting of Council. ,

Thereupon Councilman Perret and Coucilman PAeay,appointed to audit the'''re-
cords-of the Water-Clock Roach,reported-to Council that they have checked his records
andcfind-that tomake•a detailed and accurate'audit of these books and record s, it would
be-necessary to secure-the-asaisatance of an accountant.
Upon Council's-further consideration of the matter,it was agreed by Council
to-iallow the bondpoated by Pbr. Roach to stand until the regular audit of the City's
Books and records is made. -
Thereupon Council took up for further considerationythe•request of the High
School Board,that they be granted a monthly flat rate for water service at the High

Upon Gouncil'a:due consideration of the matter,it was moved by Councilman
Perret and seconded by Councilman-Maef that the request of the High School Board for a
Speciel.Water Ratetie denied,which-motion-upon Dote was unanimously carried..
Thereupon-Water-Gommisaoner Smith reported to Council that it'is advisable
to use flarse instead of •red lanterns and`suggestsd that 'the Vdater Deptrbe`authorzed
to purchase.one.,dozen glares-instead-of lanterna,at this time.
9hereupon it was -moved by Councilman Perret and?aeconded by Councilman Mills
sFaat the Water Eommssioner-be authorized-to purchase one dozen flares for the Water
Oegt„which motion upon -vote was.==carried,
