Councilmen:- F.H.Smith,:A.'S.Burnharl,Henry Perre~,J ?y.iiiils and N.Pv'atich an- swered the-roll call, .lbsent:- None. P.4inutes of the last meeting h;-;ld on Peb.8th Mere -then read 'oy the C:~erk and there being no corrections or omissidns,~~rere approved as rer-.;d. 14hereupon,the Clerk presented to Council ci communication from ^Iayor Johnson of San Berna'rdino,extending to Council an invitation to attend the regular meeting of the Citrus Belt Branch of the League of California T,".unigipalities to be held in San Bernardino on ?'eb.26th and requesting that enclosed card be returned giving number of reservations from Elsinore, h;hereupon it i~ias agreed by council-that Clerk be directed to -return. the card and request six reservations fir Elsinore. ' Thereupon a co~mnunicaton from ?:Irs. 'v`ary Du Bois 'xas presented to ^ouncil in which she called zttention to the bad condition of South Loerell Street and reeuested that action be taken to order that same 'be repaired, ~_ '."Jhereupcn it eras agreed by Council that the matte r. be referred to the Street Depaxtrnent for immediate attention. The Clerk then presented to Souncil a communication frorn'S'.C.Eversole ac- knowledging receipt of letter vaitrr offer from City f,ouncil of ~`,60D.OO in-full settle- ment of delinquent Street Bonds,numbered ~7 and 98 and in reply advised that his orig- inal offer to'accept X732.5"0 for the surrender of 'said Bonds was the best that he could make,and requested:that he be informed as to Council's decision in the matter. ?"hereupon it ~xias moved by Councilman Burnhari and seconded by Councilman Pei ret that•'said letter be referred to the City Attorney with request that lie advise Counc: as to the legallity of their fixing a tax levy sufficient to provide for a refund of the amount if advanced at this tune from another fund,whicki motion upon vote eras carried, Thereupon the Clerk read a letter received from Ralph B.Smi+,h ,District Director of !'.'.P,A. replying to Council's request that the :iiy be relieved of paying the rental of :.-the buiading housing the-local seising project and advising that he is sorry to inform Souncl that it is impossible at this tune to assume the rental of said building,because of the limited i'unds for•oth~r than labor:: l"Thereupon it Lvas duly moved and carried that said communication be re- ceived and filed. Thereupon the Clerk presented to council s communication from Q.N,Purcel~ State Hightr~ay Engineer;advising tne~tthe state is conc:ucting a state-e:~ide high~~stay plan- ning survey in conjunction with tkie U.S;Bureau bf Public Roads and that they are in need of t~=ro copies of our City map and requesting that same be for~tJarded to them as soon as possible. ';;'hereupon it eras moved by !`ouncilmat Smith and seconded by ^ourioilman ?`'ills that the City :'ngineer be instructed to furnish the maps as ;requested,,~yhich motion ' upon =rote i=ras carried. Thereupon communications from the ""aterworks Supply Company and U.S.Pipe and Foundry Company crere presented to Council,same being relati~>e to the City's return . to them of dne t:'elting Pot and Furns.ce ~rahich they claim eras sold to the City and not loaned as claimed and therefore request v!as made for payment `of bill submitted and instructions requesting a re-shipment of said eouipment to the City. Upon Council's due consideration of the rnatter,it vies moved ~by ~ouncilrgan i:4ills :nd seconded by Councilman Srnith that the Clerk be directed to notify the ~r'Juterrvorks Supply 'Company to -return the p?ol'ting Pot end Furnace to the City and that upon receipt of same,a checi: in pa}nnent will be forwarci~~d to thern,~,,hich mo- tion uaon vote was carri~:d, Thereupon t}re C'_er'.c presented to Coucil a. communication from the. Board of Trustees of the ~Tsinore' Union High School district iri rn~hich they requested that .the City Council authori?e that -the High School be furnished crater in such quanti- ties es they may desire at a flat rate of ;10.00 per calendar .month. Unon Council's discussioh ahd consideration of the rnaittc;r,it 1=ras moved ,by Ccuhcilman :;ills and seconded by Councilman Perrot that -the matt~;r be referred to the Ordinance Committee with instructions that they confer ~.rith the City rlttornc;y and ascertain the position that Council c^iill ba placsd in if the request be granted., ~d'_+rich motion upon vote ,v°ras cdrried. Thereupon .the chair reported to Council .that the City Hs;alth Officer has called tc his attention that. the ty Ordinance providing that all dogs in the Citj be licansed,i~ not being enforced ahd that he suggested that .Council order that said Ordinance be enforced so that all stray and unlicensed dogs will be taken csr•s of. , ti_non Council's discussion and consid;rationof the m?tter,it vans agreed that. the manor be laid over so that the existing ordinances riay be studied and if found necessary that an amending Ordinance be proposed for. passage so-,that the situation .may be properly. cared :for.. Thereupon Mr. Kennedy,a resi:9ent of Poi~iona,appeared before ~^ouncil and informed ^ouncil that he is in the business of collecting dog licenses and disposing of stray and uh-licensed does rand. th~.t he is fully equipped to do this v!ork and is at present under contract veith a number of the neiozboring cities doing this ~:rork for them on a. percent- €ige basis,vahich is proving very satisfactory a.rd that he would be glad to enter into a contract wib'r.
