A regular meeting of the City Council of the, 'City of Elsinore Was held
on the above date. The meeting was called to order at the hour of
layor Matich in the chair. 7:30 P.M. with
Councilmen: C. A. Lovejoy,
_Roy Macy, Henry Perret, J. E., Mills, and
Matich answered the roll calla 'Absent: None.
Minutes of I the last , regular meeting held on October. 23rd were then read
by t'he Clerk' and there bring no corrections or omissions were approved as read:;
Thereupon. the Water and License ClArk',s monthly report wa,;:preaented
to Council submitting a 'statement "of collections for the month of October as follows:
Water Collections '01273.11
License Collections 380.98
Total Collections Deposited 0 1654.09
Whereupon it was duly moved and carried that the report of he Water
ni Licens'e Clerk'be accepted and ordered placed,pn file.
Thereupon th'e Annual' report'of the'City 'ludge and Building Inspector
;as presanted to Council which covered the period, from October 31, 1938, to October
1939 showing collections as follows:'
Building Permit Fees
Police Court, Fines 4.65.
Total Collections X590.00
Whereupon it was duly moved and carried that said report be accepted
nd ordered placed on file.

a Thereupon the Clerk presented to Council a comnunica.tion from Clarence

' for grading and excavating the Municipal Base.Ball Park provided that.60 day
rlould be allowed for the completion of the work'and that contract subritted to him
for execution provided thirty,days for completion and.was.there;fore being ,returned

ith request that 'same, b'e corrected to 60, days ,for completion lima.
Whereupon it was moved by Councilman Lovejoy and seconded by Councilman
mills that it be authorized to correct the contract to provide sixty days for com-
pletion instead of thirty days which motion upon vote was unanimously carried.
Thereupon a communication from the State Division of Highways was pre-
sented to Council in which they called attention to the Civil Engineer's Oct which
requires that plans, specifications and estimates for street improvement rich are
submitted by a City to the Department for approval be signed by a registered civil
engineer or stamped with his seal.
1anlereupon it was duly moved and carried that said communication be rec-
eived and ordered placed on file.
REGULAR •;MEETING OF 0 TY;COUNCIL NOVEMBER 13, 1939
Thereupon the Clerk presented to Council a report received from. the „Temeseal water
Company submitting an itemized statement accounting for the water .diverted,_into, and with-
drawals'from ^their Railroad Canyon Reservoir for the period October 1, 1938 to. October 1, 1939•
whereupon it was duly moved and carried that the report of:the, Temescal water Company
be 'received and ordered placed' on' file. `
Thereupon G. R. Gough reported to Council that the 'Fire Insurance Policies which he has
placed covering the City water and Sewer plants will expire sometime in December, and requested
that he be a.dvieed relative to the 'renewal o"f same:
whereupon it was moved by Councilman Mills and seconded_by Councilman Perret that the
matter of Fire Insurance on Water and Sewer Plants'be referred to, Councilman Macy, Water Commissioner; with "authority to act, which motion was carried by the following vote:
Ayes: Councilmen: Lovejoy Macy;, Perret;'Mills and'Matich.

Absent: None
Thereupon G. R. Gough' -and Earl Johns a�:peared before Council as a Committee from the
Elsinore Chamber of Commer'ee and reported that the Cha+nber` desires to carry out more extensive
decoration of the Annual Xmas Tree and add overhanging ornamental lights from the four corners
at the intersection' of Plain Street and Graham Ave. during this years holiday seascn and requested
that Council assist them in this project by agreeing to furnish the electric current for lighting
and donate t25 to help pay for the, purchase of added lighting equipment.
1111whereupon it was' moved bg Councilman Mills and seconded by' - Councilman Perret that the re-
quest of the Chamber of Commerce be granted and'that it be authorized to furnish the 'lights and
donate t25 for the purchase of added lighting equipment which motion was carried by the following votes:
Ayes: Councilmen: Lovejoy;,- Macy; Perret; Mills and btatich.
Noes: None
Absent; None
Thereupon it was moved by Councilman Mills and seconded by Councilman Lovejoy that the
Clerk be directed to make application to the State Division of Highways -for encroachment permits
to :place Xmas` Ties `and install overhanging °lights 'at the'iritersecton -of, 144 and Graham and to 11
install sewer! connection line across Statd'Highway` between Piohr and Davis,Streets on. Graham Avenue
which motion upon vote was carried.
Bill §'in 'the amount'of1500;K1 as audited 'by ;the Auditing Corvaitt.ee were then :;resented to
Council and on motion duly made and ''on, call vote carried viere ordered paid.;,and the 1; was instructed
to issue warrants in payment of same.
Thereupon there being no further 'business to come before Council on motion duly made and carried
Council adjourned to 'meet' in regular session on Monday November 27th at the hour of 7: 30 PM, in the
City Hall the usual meeting plane.
