A regular meeting of the Cite Council of the City of`Elsinore was held on tle ' above date. The meeting .,as called to order at the hour,of 7:30 P.M. with Mayor Matich' in2 the Chair. Councilmen: C. A. Lovejoy, Roy Macy, Henry Perret and N. I,`atich answer "ed the roll call. Absent: Councilman: J. E. Mills. Minutes ,of the; ,previous meetings held. on' Aug: 14th, lath,' and 21'st and' 24th were then read by the Clerk and there being no corrections or omissions were approved as read. Thereupon a communication from Cal P. Gaynor, a representative of the Works and progress Administration was presented to Council in whieh'he advised thatcher was not informed as to whether the Elsinore sewing unit is'to be suspended for a 30 -day period or closed indefinitely and suggested that contract be made with Herbert C. Legg, Administrator relative to the matter:' Councilman Perrot reported that he has written_to Mr. Legg for this infor motion.::: . Whereupon'it was moved 'by Councilman Lovejoy and 'seconded by Councilman Lacy that the Clerk be instructed to "give notice to the First Natl. Bank that the'ren tal of the sewing room be cancelled Sept. 1, 1939, which motion upon vote was carried. Thereupon the Clerk presented to Council a communication received from Jonah Jones Jr. in which he called to Councils attention the Temescal Water Co`s leaky water pipe line is a nuisance and suggested that some action be taken to abate said nuisance ;, _. whereupom,'it was :moved by Counoilm' Lovejoy and`s`deonded' by Councilman Macy that said letter be referred to the City Health Officer for his attention, which motion upon vote was carried. Thereupon a letter from Roscoe R. Hess addressed to 'Eugene Best 'City Atty. relative to the case of City of Lynwood VS Utility Companies visa presented to- Council- azid: -on;motion 7 made and carried was received and ordered placed on Thereupon the'Clerk presented` to Council copies of, 'letters written by City Atty. Eugene Best to Ii. k'. C. Ewtzel in reply to his inquiry regarding certain: representations made to:him concerning' memberships iri the Aloha Beach and Elsin- ore, Country :Club- and' to'the State Real' Estate- `Cormnissionsr, reporting `to him the representations being made and requesting that the matter be 'investigated and .if any misrepresentations are made that proper steps be made to stop them, Wher -eupon = lit wasImo -ved iby Councilman Perret and seconded by Councilman Lovejoy that said copies of letters be received and placed on file, which motion upon vote was carried. Thereupon a communication from Cope and Eglund was presented to Council to- gether with their enclosed check for $5.00 made payable'to tho`City of Elsinore which they advised is their donation to help pay for oil,to be_used for oiling,: - Riley S,t: <between "SumneeT & Pottery Sts. _ _ Whereupon it was moved by Councilman Macy and seconded by Councilman Perret REGULAR YMPTING OF THE CITY CCUNCIL OF ELSINCRE AUGUST 28, 1939 _. that said letter be received and filed and that the check for $5.00 be accepted and: <de - positad to the credit'of` the Sp, Street Fund which motion upon vote was =carried: Thereupon the Library Boards annual report, together with their proposed budget for the,year 1939-1y40 was presented, to Council.,, Whereupon it was moved by Councilman 'lacy and:•secouded by Councilman Perret .that the Library Boards report and proposed buget be received and ordered placed on file which motion upon vote was carried, Thereupon Resolution # 335 was introduced and read being a resolution fixing the tax levy for the fiscal year beginning, July lst 1939, and ending June: 30th, 1940: as follows: General Funr7 �n,r Whereupon it ,was moved by,Council,man Perret and :seconded.,by Councilman; Lovejoy that Resolution 335 be passed and�adopted`as, read, which motion:;vas,:carried by the follow ing vote: Ayes: Councilmen: Lovejoy, Macy, Perret and Matich. Noes: None. Absent: Councilman: Mills. Thereupon it was moved by Councilman Macy and seconded by Councilman Loveioy that the full and complete reading of Ordinance u 236 be waived and that it be presented on second reading .by reading,tha title only, which motion was carried, by ah,e,fo loFtiing vote: 'Ayes:' Councilmen: Lovejoy, Macy, Perret and Matich. Noes: None. Absent: Councilman: Mills. Thereupon Ordinance 236 �as, presented on second reading. being -an ordinance of:;:the 11 City of Elsinore creating and establishing and dividing said City into zones or districts within some, or all or none of which it shall be lawful, and within some all or none of which i,s shall be unlawful to: erect; construct, alteg or ma ntain; certain buildings or to carry on certain trades or callings and within which the height•,,and ;bulk of. .futur.a build ings shall.'be limited: and establishing and providing. building,lines; and area require meets for "yards;, courts ,and other openspaces, and other regulations. -for occupancy and-use Of property in "said, City. Thereupon Ordinance # 237 was presented to Council:on first, reading, being an _ Ordinance of the City of Elsinore amending Section l of Ordinance # 9 of the City of Elsinore. ._ MINUTE RECORD OF REGULAR MEETING -OF THE CITY COUNCIL MEETING HELD ON THE 28th DAY OF AUGUST - 5939 STANDARD FORM C34 PRINTED 1N D.S.A. Whereupon it was moved by Councilman Macy and seconded by Councilman Perrot that Ordinance #237 be passed to its second reading, which motion was carried by the following vote: Ayes: Councilmen: Lovejoy, Macy, Perret and Matich. Noes: None. Absent: Councilman: Mills. Thereupon the Clerk presented to Council an agreement of the City Council of Elsinore with the Board of Supervisors of the County of Riverside, providing for the purchase of certain property located in the City of Elsinore, under and pursuant to the provisions of Sec 3897 -D of the Political Code of the State of Calif. Whereupon Resolution #336 was introduced and read being a resolution of the City Council resolving that the Mayor and Clerk of the City of Elsinore be autho rized to enter into an agreement for and on behalf and in the name of the City Council of the City of Elsinore, with the Board of Supervisors of the County of Riverside, for the purchase of certain property located in the City of Elsinore, under and pursuant to the provisions of Sec 3697 -D of the political Code of Calif a copy of agreement being attached thereto. Whereupon it moved by Councilman Macy and seconded by Councilman Perrot that Resolution ;336 be passed and adopted as read, which motion was carried by the following vote: Ayes: Councilmen: Lovejoy, Macy, Perrot and Mills. Noes: None. Absent: Councilman: Mills. Thereupon Council took up for consideration the matter of the disputed License account of H. A. Townsend. Whereupon it was moved by Councilman Macy and seconded by Councilman Love- joy that the City License Clerk be authorized to balance the License account of H. A. Townsend to the lot of October 1939 by applying past credits claimed and current credits due to balance said account and that in the future the collection of current license due be enforced, which motion was carried by the following vote: Ayes: Councilmen: Lovejoy, Macy, Perrot and Matich, Noes: None. Absent: Councilman: Mills. Bills in the amount of $1,661.50 as audited by the auditing committee were then presented to Council and on motion duly made and on call vote carried were ordered paid and the Clerk was instructed to issue warrants in payment of same. Thereupon there being no further business to come before Council on motion duly made and carried, Council adjourned to meet in regular session on Monday Sept. 11th at the hour of 7:30 P.M. in the City Hall the usual meeting place.
