'date. ;The:�meeting was called to order at the hour of 7:30 P. #,i.'with .iayor Vatich in the Chair. :Councilmen, C. k. .Lovejoy' Roy 'Macy, Henry Aerret, J. E 'Mills and N PLaich t.atnswered Absents None': - Minutes of the last regular meeting held on July 10th were then read by the Clerk, and there'beinginc 'corrections -or omissions were approved as read. Thereupon the corrected monthly reports of the Clerk and Treasurer were _. presentsd-to`Council which on motion duly made and carried were accepted as corrected and were :ordered placed on file. 1 - - Thereupori.:the Clerk read a- letter addressed to Mayor Matich from Mayor C. K. " Deweese of.Hanning,: advising the next meeting of. the Citrus Belt Division o "f the +League,o.f Calif':;'to beheld at- Banning on July '28th and ''requested'that the enclosed reservation card be returned promptly. Nhereupon ,it was agreed by Council that the Clerk"be tln6tructed to return,the card and make reservation for five from Elsinore. T her eupon:.,the Clerk presented to Council the annual report of County Auditor Ra : T, 'Hicks submittin r Y g an itemized: statement o, assessed valuation of the City of Elsinore forsahe year- '1939-1940 the -total of said valuation being 1',084.270, Whereupon it was. moved by Councilman Mills -'and seconded 'by Councilman me, cy that said report be received and placed on file, which motion upon vote was carried. Ther-eupon% the, annual franchise tax report of the Nevada-Calif. Electric Corp. was submitted to Council together with their Check in the amount of $146.94 to cover the amount of tax due. Whereupon it was moved by Councilman Mille and seconded by Couhcilman'Perret that said report be accepted and that the check be deposited to the credit of the general fund, which motion upon vote was carried. Thereupon the „Clerk reported to Council that W. W. -H.: Beach has delivered the insurance policy covering the W. T - Burgess'Garbage Truck and suggested its correct- ion to include the City of Elsinore as assured. Whereupon-it was agreed by Council that the policy be returned`with request that it,be,corrected'to include'the'Ciiy'as assured.” Thereupon the Clerk presented to Council a statement submitted by S. C. Ward together with checks in-the amount of 192.00 received by him from property ov:ners issued in favor of the;Gity of Elsinore, and contributed for the purchase of road oil to be used for the paving of the alley between Chestnut St, and'the City Hall, Whereupon it was moved by Councilman Lovejoy and seconded by Councilman Macy, that said, statement be received and checks aecepted"and` deposited to the credit of the Street Fund,�and''that the C1'erk be'- instructed to a- cknbwlPdge tha, receipt of same and express to, Mr Ward, Councils thanks and` appreciation for'h' splendid cooperation which mot oni upon -vote ivvas unanimousl''y'`ea.'rried. ' '" "` REGULAR MEETING OF THE CITY COUNCIL JULY 24th, 1939 Thereupon a communication from Dr. H. Baer, City Health Officer.was preeentedito Council in which he called to Councils attention that there are .a large number o -f,-- stray dogs' running about 'the City and becoming a Public nuisance -'and suggested "'that some- action be taken on the matter. Whereupon it was agreed;by Council that this matter be ",referredrto Roy Macy;°'Poljice Commissioner for his attention. Whereupon the:Clerk presented to Council a petition:signed.by 24:residents of Elsinore complaining that Mrs. Rose Bell at 312 FranklinSt..is harboringa- nuisance caused by her barking dogs and requested that the Police Dept. abate said nuisance. Whereupon it was agreed by Council that-,this matter,be also .`referred to -the Police Commissioner for his attention. Thereupon the Clerk presented,to Council communicatione received from the, =Lions Club, Chamber of Commerce, Business and Prof essional,WomenIs Club American'Legion Ladies Auxiliary to Post 1508, Veterans of Foreign Wars, Elsinore Womens Club and 0. P. Hornaday, all of,whom offered ,to.. Council, their support .and_endorsed.the?pr-o'.poiad projeot of improving the City.'s property near the;Lake by.tputting; n e: :regulation' =ball filed and recreational grounda; and urged that Council, make: -every effortcto'.carry' out' this splendid projects. Whereupon it vias.duly.moved,and carried that said communications.be received and filed. Thereupon Resolution fY 331 was introduced -and:read,being a.Resalutaon of the City Council approving Memorandum of Agreement,with the State_ Division,biiHighway's pro'- viding for the expenditure of. gasoline tax funds accruing,;for the . bienium - 1939 -41 for the repair and maintenance of State Highways in Elsinore and authorizing the Mayor and Clerk_ to execute same for an ,on. behalf of the City of Elsinore., Whereupon it vas moved by Councilman Mills and seconded by Councilman Macy that Resolution., ;#331 be. passed and adopted as read which, motion was: carried by :- the' Yollowing vote:,_ Ayes: Councilmen: Lovejoy, Macy, Perret, Mills and Matich. _Noes: None. Absent- :None. Thereupon Council took up for further consideration the bids received to furnish, deliver and spread 150. tons more or lsss of :SC- 2_Road Oil and.it` being:" "determined that the Regal pit Co. was, the lowest and- best,bldder., _ It was moved by_Councilman Mills and seconded by Councilman I14acy that the bid of the Regal Oil Co. to furnish, deliver, and,spread,as "cnlle.d;.for 150 tons- more°or" less of SC -2 Road Oil at 5.50 per ton, be' accepted -and that the Clerk-:be= instructed to' notify said Company that they have been awarded the contract, which motion eas carried by the following vote: Ryes: Gouncilmeri: Lovejoy, idacye Perret, Mills and Matich. Noes: None. Absent: None.
