` A regular meeting of the City Council of the City of Elsinore was
held on the above date. The meeting was called to order at the hour of
730 P.M. with Mayor Matich in the chair. ,_", "
Councilmen: C, A. Lovejoy, Roy Macy, Henry Perret,,;J. E. P.'ills

then read by the clerk and there, being no corrections or omissions were
approved as read.
Thereupon'a"communication addressed do TdIayor Matich from °Nm.:B;
Early, ?President of Southern Jal;fornia Horticultural Iristtute'vaas presented
to Council, "in whicH he advised `that it'is,planned'to hold a Lawn and .Garden
Beautification Campaign, starting September`29th"arid suggested"that t?~e
Mayor lend his good offices towards making this campaign„a success.by`ssizng
a Proclamation for-October to be the month to`start amore beautiful South-
ern California by planting flcwers; trees and'~shrub's and home owners re=
juvenating their lsvms."

Thereupon a communication from Geo. P. 4Jeldon, Mayor. of Ontario,
was presented' to Council i~n whicYi~~he advised =thaC; at the 'July ~ueeting of
the Citrus"Belt Division of"the L'ea"gue of California" Cities,'Chairman
Deweese appointed a: "Committee to~`consid'er a" possible' cYtange" ip` the meeting
night, as many members feel "that"Friday night 'is the'worst''night'for eon
flicts,= and fiirther~advised that the committee vrould" greatly" appreciate'
being informed"if a change'in the- meeting night would be 'agreeable t"o
Council, as the Committee"wish"to`make a report on the matter at the next
';mee'ting', to" be held n~ Chino" on Friday September" 2~th.

,Elsinore prefer the meetings continue to be held on`Friday,.nights`.
Thereupon a communication from E,, H, Spoor, Chairman, League Street
and Highway Cbmmittee,"which was addressed to Tr4ayor'Matich; was presented
to Councils advising tY:at on V7ednesday September 2"5th"at~'10:00 O''clock A;M.
the California Street and-Highwgy Survey Committee=`wil'l hold a`public hear-
ing on street and highway mattes in the auditorium of°the`California State
'Building in Los Angeles, and urged that notice of said meeting,, be given to
people in our eouuaunty"wYio'might 6e interested, with a'view to having them
attend this 'hearing - ,

Thereupon a communication from A. C, Taft, Chief, Bureau of Fish
..Conservation, was presented to Council advising that the permit applied for
b,~j ~art-on and Armstrong to take fish from Lake Elsinore for purposes of

-, ^-..~ Thereupon the Clerk reported to Council""that up6n checking' -
the City Grdinance relative to Boulevard Stops it was ascertained 'that'=-
said Grdinance now provides for a boulevard stop at the point where
~. >Lake Shore Drve•jons?vrithNest Graham Avenue and"therePOre'the
°adoption of':air.amending~Ordinance is not necessary.
Thereupon it was moved by Councilman Mills and seconded by
?.Councilman. Lovejoyshat-the Cl`er_k-be .:d-irected=to notify-the Automobile
. Club to install a Boulev&rd`Stop=sigh at^Lake-"=Shore`Drive'-'and VJ.`Grahain
Auenue; which:moton upon vote was carried.• _~ ~.~'
Thereupon the Clerk reported to Council that Mrs. E. J. Goodme
has requested that Council give consideration to the improvement of
_ _;Auenue.,-6 in.ahe Pepper Grove Tract by grading said__street_and_aaso to.__..
widerirthe railroad crossing leading into said street.
Upon Councils consideration of said request it was agreed
that said matter be taken under advisement.
Thereupon Resolution X349 was intiorduced and read being a
Resolution of the City Council providing that the. salaries of the Chief
of Police and Assistant Chief oP Police now fixed at ~95•GO each, be
paid from funds as follows: 50°fo from the In Lieu Tax Fund, 30f
from the Liquor Control Fund and 20o Prom the General Fund, also
providing that the salary of the Garbage Collector be fixed at '~115.OC
per month effective as of October lst, 1940.
Thereupon it was moved by Councilman P;Tills and seconded by
Councilman Macy that Resolution #349 be passed and adopted as read,
which motion was carried by the following vote:
Ayes: Councilmen:-- Lovejoy, Niacy, Perret, Mills and ri4atich.
Tdoes: None
Absent: T7one
Thereupon Council took up for further consideration the matter
of adopting and passing an Ordinance providing for the regulation of
motor driven boats on Lake Elsinore.
Thereupon it vras moved by Councilman T~Iills and seconded by
Councilman Tv,acy that the matter relative to the adoption of an Grdinance
regulating the operation of motor driven boats on Lake Elsinore, be
tabled, which motion wa"s carried by the following vote:
Ayes: Councilmen:-- Lovejoy, TJ;acy, Perret, Mills and T~atich.
Noes: None
Absent: Tdone

Thereupon a communication from City Attorney Best was nresentedl''to Counc~ll.,
.relative to the necessary proceedings to be taken in order to annex to the City a
certain-.territory ad~oinng the;.C;t~.on+the-Southwest and advised:that.,ahere are three
acts under which proceed~.ngs might, be taken; ,which v~rere aet out in his `communica.tion
and proceedings to be taken under each act, being outlined in detail.
~~/hereupon it was agreed by Council that the, matter be~3s~id;ov:er for further
consideration and that the Clerk be instructed to confer with the City Attorney,
relative to. n-ecessary~proc;eedngs to be-;taken 3.n order to annex the City Sewer farm
to~,the G;itY ,:;:. ~ _ . ,
Thereupon;fiills in the amount .of '14:52':96 as audited bythe auditing committee
'were presented to Council-;:and pn-motion duly-:made and.earred were ordered paid and
he Clerk was instructed to issue. warrants in payment of same.
