Lovejoy ` Minutes of the `last regular meeting'. held on. lV,ay:13th were then ` -read by the.Clerk and there being no corrections or omissions were approved as read. Thereupon; the Clerk presented to Council. the report of the ' Temescal 1"rater Company, submitting their accounting for the water divert 'ed into`and withdravtals from Railroad Canyon Reservoir for the period from October 1, 1939"to ~°~as~ 1st, 1940. Thereunon a comtnuhication from City Attornev'T~est vas dresent- ' ed to Council in w_rich he advised that a complaint has been filed by 'the Southern.ialifornia Telephone`Company against the City of.3lsinore , for the recovery of'gertan taxes based on the claim that the Board of Equalization made an'arbitrarzT assessment of telephone property.` A ' similar actioa was filed last ;dear, which is sti1L pending and tYie Attornej advised that he obtained a stipulation from the Telephone Co. extendin the time to answer ,until g ten days after.Nrritten"notification : . - by them: ,. , 48hereunon it vzas duly moved and carried that said communicatio ' be received and Filed.. Thereupon the Clerk presented.to Council the annul Franchise Tax report of ',the ISevada-California Electric Corporation submitting a statement covering the amount of franchise Tax due the City for .the year ended December 31, 1939 and enc7_osed their check in the amount of X135.40 to cover the amount doe..,,, '`Thereupon it was -moved by Councilman.P~'ills'and seconded `by ~ Couhcilrnan P~acj that the Franchise 'Pax report of the`Ne~ada-California Electric Corporation"received and check`'accepted'and ordered `deposited' to the credit of the ,.General Fund vrhich motion upon vote was carried. Taylor,and_Chester Fuller as Trustees for "The;Asse~~blPj.of God"..requesting that Lots l and 2"of Block "A".of Jones Addition to Elsinore be re-zoned from zone R-3 to that of zone "C"-and also`the petition"of the Elsinore-Townsend Fall " Association:si~ned b~rIVTary A.. " ?^Thereupon it was moved by Councilman Perret"and seconded b5=.Councilman N_ills that it be ordered that the City Council sitting as the City Planning Commission hold a meeting ,on June•17th, 1940..at the hour_of 7:30 P.h". for the purpoSe.of ccnsidering the applications to"ariend tkie zoning,Ordnance..and that it be further ordered that a notice•of said.meetin~ be published, ivhah Motion upon vote was carded.- ~: - Thereupon a representative of"the Elsinore Yotirig I,:ens Business Assn appeared before Council:and"requested-that_they= be;~rantedpermission to hang a banner across ~,;.Graham,l~venue.at Thin Street, to advertise :a dance to be held by their organization on Saturday June 1st,. 1940 at the Palomar Hotel. 'thereupon it r^aas moved by Councilman P.~ills and seconded by Councilman Dl~acy Ghat the Young-l?TensL Business Association be granted. permission to hang the banner as requested, providing that it be properly-.and securely hung,and that it be removed `without delay as soon as it has served its .purpose,_whieh motion upon vote was carried. Thereupon R. E.
