STA NCARU NINUTE RECORD' A regular meeting of the City Council of the City of Elsinore .,.was held on-the„above date.... The mee ng vvas called ,to order at the hour of 7:30 P,N,, with P~iayor Natick in the chair. Councilmen:-- .C. A. Lovejoy, Roy Macy., Henry Perret, J, E,. P,Rills and N, Niatich answered the roll call. Absent:-- None. Minutes of the last regular meeting held on March 25th were.. then read by the Clerk and there being no corrections or omissions were approved as read. Thereupon the rJater and License Clerks monthly report for - the month of niarch_was presented. to Counci,l,aubmitting a statement of _, collections during said month as follows: j.,.,: Z"Dater Collections• g']2.,/~g.. Thereupon the Treasurer's and City Clerk's monthly reports.... were presented to Council and on .motion duly made and carried were accepted, subject to the correction of transfored charges in the 'JVater ...:and ,.General ..Funds.. A communioation_frorr..Alice Pii, Scott. was then presented .to Council in which .she advised that she_has.been_appointed census enumerator for this district and,therefore-will be unable to-serve on the P,iunicipal Election Board, April 9th. ` I~Vhereupon it was agreed by Council that ahis matter .be referr ed to the Inspector of the Election Board, so that he may arrange to fill the existing vacancy. _ Thereupon a communication from Edward E. Blake vdas presented to Council in vahieh he reported that P,~r. Ed Keifer, ~Nho represents the N.Y.A, in this distri.et, has offered him the position of Supervisor of -a proposed project at the::new:i3aseball Park vahch would employ ten boys during the entire summer,.taking care of said grounds, at no cost to the gity and further advisedthat if Council think favorably of thi ..proposed project, that T~"r. I,ei,fer will-be ,.glad to come-before Council and give them any further information which they.mag desire. Keifer attend the next regular meeting of the Council and submit the details of their proposed project, vrhich motion upon vote vras,unanimou~ly carried.- Thereupon the Clerk reported to',Council. that the'Elsinore Baseball Association have submitted their check in the amount of X63.19 drawri':i favor of the Cit,T of %lsinore, which was the balance in the fund received from con- trbutions'from citizens for the Elsinore Plunicipal'Baseball Park project. 'thereupon it .vas moved by Councilman Perret ai!d seconded by Council- man Lovejoy that said, check be'accepted and deposited to the .credit of 'tTe general fund which motion upon vote was carried. p tax report of the Calif. Water and Thereu on the annual franchise 'Telephone Co.'was submitted to Council"together vaith their`checkin the amount 'of $143.79 covering franchise tax for, the year 19.39, based on 20 of the gross receipts for the year 1939 which amounted`'to`~7,189.45'• Whereupon it was. moved by Councilman Mills 'and seconded by Council- man Lovejoy that said report be received and filed and check accepted and deposited to the credit of: the general fund, ~^rhich motion upon vote was carried. `. Thereupon Councilman Lovejoy reported to''Council that he has received 'from the S.i~.A. the required proceedings,.submitted.'for Councils execution which provide for the necessary authorization°to Winter into an agreement yaith the S.R.A. for assignment of relief vaorkers for the, proposed sewer project. The Clerk then presented said proceedings to Council for their con- sideration. Vhereupon it was' moved by Councilman ILRills and seconded by Council- man Perret that said proceedings'be referred,to the City l';ttorrey for his legal approval, which motion upon vote ovas carried: Thereupon :Wilbur Behrend a representative from the Elsinore'Chamber of Commerce appeared before Council and on behalf_~f the Chamber requested that Council 'take necessary action to `authorizer that the 'P."unicipal Lakeshore Beach be cleaned up and"pizt'in shape so that 'it ~^rll attract visitors to our >:. . co?nmunit;r this 'siunmer. ?P~ereupon it was moved by Councilman Lacy and seconded by Councilman Perret that `Councilman Lovejoy be'authorized to have the'-City Beach ,cleaned up and put in good condition, which motion upon vote was unanimously carried. Thereupon Councilman Perret reported to Council that the City Park Department is badly in-need oY a new lawn mower and requested that it be author- ized that a new lawn mower be .purchased. Whereupon it was agreed by'Couneil'that Councilman Perret be authorized to purcha§e a. new-Fawn mo~rter for'-the City Park Department. Council then took up ',f or consideration the matter of mproving the Pnznicipal Baseball Park by soviing lawn grass on the infield and `provid`ing necessary sprinT~ler.s to taY.e care of sa,ms. Bills in the amount of X342.37 as audited b~j the auditing committee eaere then presented to Council and on motion duly made and on call vote carried were ordered paid and the Clerk was instructed to issue warrants in payment of same. Thereupon there bring no further business to come before Council on motion duly made and carried Council adjourned to meet in regular adjourned session on Monday April 15th at the hour of 7:30 P.P,~T. in the City Hall the usual meeting place MAYOR
