Thereupon G. R. Gough appeared before Council and 'orally
submitted to Council a detailed reporton the manner in v~hieh the local
observation post was functioning stating "that 2t~',hour'service was being
ma~.ntanSd and commended the citizens yvho were~volunteerng their"services
for- this irriportant"defense work; he also. submitted, ;fo~• Couneils;'consideration,
his recommendation for certain needed°impTOVements at-the local `post, which
Council agreed to investigate; and, assured,hllr. Gough that, early action would

Thereupon a communication from 1•`ss., Hughes, corresponding Secretary
of the'; Elsirgre, ;'doman's Club was; presented to' Council in which, copy of ..Resolution
adopted by the.lsnord ''14man's Club vJas submitted for ,Councils consideration,
being a Resol~ztiori protesting the application. of the Temescal "dater"Company
for permit to divert addition al 'water from the `San Jacinto river,'
-- thhereupon- it vaas duly--moved--and carried that said communication and
copy of Resolution be received and ordered placed on file.
Thereupon a communication from -Dr.--'rdar-r-en ~'ox, .county- Hea1•ty-
Officer was presented to Council in ~~.h ich he advised, the following communic-
' able diseases in Elsinore were reported for February, 19G-2. -

He also advised that a survey has been started by the Sanitation Division
to determine a definite program of activities to be carried on in the
future and that said proposed program will be brought to Councils attention
as soon as formulated.
?'thereupon it vras duly moved and carried that said communication be
received and filed.
Thereupon a communication from the Iaiassachusetts Bonding and Insurance
Company vacs presented to Council in which they requested that they be favored
with a letter or Resolution of Cocineil, releasing Southern California. Gas Company
from further obligation under Bond ~rC-161097 - 16179 as of Nov. 14:, 19,1, due to
vaithdrawal of old franchise and the reissue of a bond in another company.

Thereupon a communication from the Southern Calif ornia Gas
Company was presented to Council, with ,reference to.order-,issued by
the ?';ay Prodtizction "Board, which restricts deliveries of gas to non-
residential consumers for operation. of ;new gas equpment. ,

Thereupon the Clerk presented to Council notice received
from the State Board of Equalization that a hearing on petition for

City Attorney Eugene Best, vaith reference to the appliaction of
the Temescal ~°Tater Company and protest to said appliaction which he
prepared to be signed jointly by the City of`"Elsinore and the Elsinore
Valley Water Users Association, also form of Resolution to be passed
by the City Council so there may be no x~uestion about the authority.

before the Commission;
Upon Councils consideration of the prepared protest it was
agreed by Council that action on said protest be deferred to P:~onday
P:iarch 30th on which date a regular adjourned meeting be held and that
the City Attorney be requested to be present at said meeting to more
fully explain the conditions of said .protest.
Thereupon the chair reported to Council that the veterans of
Foreign c'Tars have presented to the City an American Flag to be used in

Councilman Ferret that the Flag presented to the, City by the Veterans
of. Foreign'r'lars be accepted, and, "that`` the" Clerk be' instructed to. forward

Thereupon it was reported 'to Council "that the'High'School
plan to hold a dance in the School Bldg and'Zlave requested that they be
granted,a free permit to hold said dance..

Thereupon the Clerk presented to Council a copy of letter addressed
to Col. I'l. A: P!IcCord, Clairman of the! County Defense"Couhcil from R. Roy Pliacy
in which he. tendered his-resignation as a member of the 'County<Defense `
Council, stating that he vacs not able to attend meetings"for"the reason'
that all of his time is taken up on his farm, not being able to get usual
