A - regular - meeting of >the,Citv:Council : of the City of Elsinore
Ill was held on the above date. The meeting was called to order at
the hour of 7;30 P.Y. with blavor blatich, in the Chair.

Cou.neilmen. C. A. tope ;Joy, Leslie P.Zerrifield, Henry Perret
J.E. Lulls and N. P,iatich answered the roll call.
Absent:- None
T;?inutes of the last regular meeting.of Council held on July 26th
were then read by the Clerk and there being no corrections or om-
issions were.approved,as read,
Thereupon Mrs.,A.J. Sterling appeased before Council and reportbd
that she was h.avin trouble with her cess -pool and requested of
Council that,if it be possible then -give consideration to'the in-
stlllat on of a sewer line,on Kellogg Street between Summer and
Pottery streets, which would serve her.propertvl
Upon Councils eonsideration:;of the.mattex.:it was agreed that''.
upon investigation, it be found that it is feasible to install the
1 proposed line and the property owners do agree to provide requested,
r,
funds to Dmrehase the pibe the Citv would install the line.
Thereupon a communication from W.W.H. Beach was - presented to
(Council in i ich he advised that the Fire Insurance Policy covering
the Citv Hall Building and.+the Non- ownefshiD Auto policy would
[expire on September lst and September 12th and solicited a renewal
ii of these Policir,s:
q ereupon it was moved by.Councilman Loveioy and seconded by
Councilman dills that it be authorired:.to renew said policies, and
that,Ernest Johnson, -Fire Chief, be named in the Non- oWnershiD Auto
'Policy as the Class No, I employee, which motion upon vote was
carried.
Thereupon; letter: from Q.K, Deweese, RRavor of Banning was pre-
sented to Council, advising that the next meeting, of the Citrus
Belts Division of the League of California Cities, will be held
in Redlands on Friday August ,27th 1943, in the'La Posada Hotel
and - requested , that reserve,tion card'be returned, promptly.
whereupon it was agreed that 3 councilmen will attedd said
meeting and it was ordered that reservation Bard be mailed as
requested.
Thereupon a copy of letter of recommendation issued by the -
favor on behalf of A.G. Barber, former police of the Citv was
presented to Council for.tneir,approval
';'.mereupon it was moved by Councilman Loveoy and seconded by
Counciltisn Ferret that said letter of recommendation on behalf of
A.G. Barber be approved b7 Council, which :motion upon vote'was
carried.

Citv of Elsinore to be $242.91.

Thereupon Resolution adopted by the Count z pro-
viding for the sale of certain ta.- del :iguent -`lands was presented to Council
for acceptance.
b'JhereuDon it was moved bv Councilman Hills and seconded by "Councilman
Merrifield that said Resolution be received and ordered placed on file,
which motion upon votO was carried.
Thereupon the Clerk reported t6 Council the receipt from the County'
Auditor of ChecyL in the amount of 421.82nto cover collection of ussecured
personal property taxes by County;Asses:or for 1943- 44�tax year,``
.Thereupon it was moved-by Councilman Perret and seconded by Councilaan
Lovejoy that said -cheek be,.accepted and deposited to the credit of proper
funds which r".ction Lipon vote was carried.
Thereupon report from the Temesc�l.aNater Co. was presented to Council
covering a statement of their water withdrawals during the mo.nth.`oI JT'Ip
1943, form_ their Rail -road Canvon.;Reservoi-r. -

and ordered place, on file. :.
Thereupon the annual, report of the- : -Citzr Library Board was presented'to
Council_- submitti � their financial statement covering the ;year of 1942 -43
and nres&nti_ng their poposed budget for the year 1943- 44..cs
Nhereupon -it was moved by Councilman Mils and seconded by Councilman
14Ierrifi.eld. that the report and rproposed : budget of the City Li.brary Board.
be received- and ordered placed oni'ile which motion upon vote was'I car ried.
Thereupon it vras moved by Councilman Lovejoy and seconded by C6unei'l.man
Mills that the City Library rent be reduced fro `?20.CO� per month to,$7A.00 h
per month effective ^ September; lst„ 1943 which motion upon
carried. vote was unanimously

Thereupon .ordinance J #254 was presentee, to C "punch on first reading bring an
ordinance of the City of 1131sinore.fixing the amount of money necessary to be
raised by taxation upon the taxably property of the Citv of Elsinore for the
fisc,l ye4r :. 1943 -44 _
Whereupon it was moved by Councilman Mills and seconded by Councilman
Perret that ordinance „=254 be passed to its second reading; which motion
1vas carried by the following vote.
Ayes: Conniclmen: Lovejoy, Ylerrifield, Perret, ,Vfil, 'end Ilatich.
Thereupon Resolution # 392 was introduced and read bri.n a Resohutio .
of the City Council fixing the Tax Levv for the Fiscal. vear, beginning
Jultr 1st, 1943 and ending; June 30th, 1944, upon all the taxable pronerty
writhin -the .Gitzr of .Elsinore.as follows:

Total Tax levy uno.n every

Whereupon it was :coved by Councilman Mills and seconded by Council-m,
Perret that Resolution #392 be passed and adopted as read which motion
was carried by the following vote:
Ayes: Councilmena Lovejoy, Mills, Merrifield, Perret and 14atieh
Noes: None
Absent: NPne
Thereupon it was moved by Council-man Mills and seconded b<< Council -
ma.n Lovejoy that it be authorized to transfer the sum of $2107 ,86ofrom
the lffpter Fund to the 1938 Imp. Bond Fund which motion upon vote was
unanimously carried.
Thereupon Resilution x393 was introduced and read brine a. resoluti
of the City Council of the City of Elsinore approving memorandum of
k1ereement for the accumulation of cent gas tax for 1944 allocated for
streets of Mavor Importance and authorizing the Mavor and City Clerk
to execute said Agreement for and on behalf of the City of Elsinore.
