SUBJECT: ANNUAL REORGANIZATION OF THE CITY COUNCIL TO SELECT THE
MAYOR AND MAYOR PRO TEM
It is recommended that the City Council yield the chair to the City Clerk to open the
nomination process for the office of Mayor, receive nominations, close the nominations and
conduct a roll call vote; then the newly selected Mayor will assume the chair and open the
nomination process for the office of Mayor Pro Tem, receive nominations, close the
nominations and conduct a roll call vote.
BACKGROUND
City Council Policy No. 200 -4 provides direction regarding the selection of the Mayor and
Mayor Pro Tem for the City Council. The Mayor and Mayor Pro Tem are selected annually by
the City Council to serve a one -year term. The selection of the Mayor and Mayor Pro Tem is
to occur during the first regular City Council meeting in December each year. The Mayor also
serves as Chair of the Successor Agency of the Redevelopment Agency of the City of Lake
Elsinore and Chair of the Lake Elsinore Recreation Authority.
DISCUSSION
The procedural format for the selection of the Mayor and Mayor Pro Tem is for the current
Mayor to yield the chair to the City Clerk who will open the floor to nominations. Upon closing
the nominations and taking a roll call vote, the City Clerk will declare the Council Member
selected to serve as Mayor by majority vote. The newly selected Mayor will assume the chair
and will preside over the selection of a Mayor Pro Tem.
FISCAL IMPACT
There is no fiscal impact to the City.
