DIiYOF iVTovember rs46 A regular meeting of the City ;Council of the City of Elsinore was held on the above date: The meeting was called to order at the hour of 7:30 otclock P.II, with It7ayor J.A. Tarpley in .the chair. Councilman:=Leslie Merrifield, John Allen, Robert Goodvrin and T~layor J.A. Tarpley answered roil call. Thereupon the clerk read the minutes of the November 12th. meeting and .there being no errors or corrections were approved as read. PJhereupon it was moved by Councilman Merrifield, second by Council- man Goodwin that 14:ike Parrissi be appointed on the Council to fill the unexspr.ed term of Councilman Matich resigned which motion lost by the following vote. Councilman Merrifield Yes " " Allen No Noes Two " " Goodwin Ye"s Mayor Tarpley No abseht None. Thereupon Councilman Goodwin read ordinance No. 267 for its second reading, an ordinance setting the rates for business licenses. A motion to adopt this ordinance was withdrawn after a general discussion for some changes in subsection 7 of section 15. Thereupon the Clerk introduced Resolution 439, a resolution chang- ing the name of the local agency of resolution 422, asking State aid for survey and blue prints for a new City Storage water tank. thereupon it was moved by Gouneilman i~,~Ierrifield , second by Council- man Allen that resolution No. 439 by adopted, vahich motion vras carried by the following cote. Councilman Pv?errifield Yes Allen Yes Noes None " Goodwin Yes Mayor Tarpley Yes Absent None. whereupon it w moved by Councilman Allen, second by Councilman Goodwin that t~Ni1 Smith be appointed as Councilman to fill the unexspired term of Councilman T1. P~2atich resigned, which motion was carried b~, the follcwing vote. Councilman Merrifield Yes " " A11en Yes Noes None Goodwin Yes Ifayor Tarpley Yes Absent None Councilman Allen reports that he was looking for a new location for the City Dump and would have a more definite report at a later date., Also reports that a survey had been made with the Auto Club as to traffic signs some ten to twelve`~new signs were recomended and would be placad as soons as material was available. P~Iayor Tarpley at this time gives the Oath of Office to the newly appointed Councilman Smith who is welcomed by the members of the Council, ~~. 4 Mayor Tarpley states that he had been-asked about locating and living in a trailer in back of Morton block, North Main .Street. Whereupon it was moved by Councilman Goodwin second by Council- man Smith that the above question being taken care of in ordinance No. 236 the Council be ruled by said ordinance, which motion upon vote was carried. ~~rhereupon it was moved by Councilman P~4errif'ield, second by Councilman Goodwin that the bills be allowed as audited by the auditing committee and the clerk be in5'tructed to issue warrents for the same, which motion upon vote vras carried..
