Thereupon the Clerk read the minutes of the <:u:_;ust 25th, 1947,
~~ meeting and there being no errors or omissions were approved as read.
it Thereupon the idayor appointed Councilmen :Alen and PJ~errifield
as judges and Councilman Stokes and Smith as clerks for the canvass
of the absentee ballots cast for the Special municipal election held

This being the time fixed by law for canvassing tiie returns of
'. the Special Election held on Friday the 5th, day of September 191~~ in
the City of Elsinore, the T:"ay or. appointed Councilman Allen and Merrifie
as tellers of the Council to officially canvass the returns of said
Special Tvunicipal Election.
The tellers of the Council then canvassed the returns of said
Special Municipal Election and submitted the following report relative
I thereto:
That the whole number of votes cast in said special P,~unicipal
:Election was Six I3undred TTinty Four-, that the Treasures,submitted to
:vote -, of voters of Cohsolidated Precinct "A"-comprising State and County
Precincts 1, 2 and 3 received by each measure as follows:

City.COUncil of the-City of Elsinore declaring the result of the
Special P,4unicipal Eleetoh held on rriday September 5, 19.7.

Thereupon Councilman Pierrifield, Park Commissioner read a lease
between the City of Elsinore and the Elsinore Progressive League for
City property lots 18 and 20 block ~9 Heald Iie-Subdivision of i3locks
51, 54 to ~6~ inclusive, lease being Por the term of twenty-five years
Nmereupon it was moved by Councilman:lvIerrifield, seconded by>
Councilman Stokes that the Council go on record as accepting the lease
between the City of Elsinore and the Elsinore Progressive League;"which
motion was carried by the following vote:

Thereupon-the Clerk read resolution D?o. 478, a resolution authorizing
the 1~?ayor and Clerk in behalf of the City to sign lease with the'~,lsinore
Progressive League.

Stokes`that'Resolutiob No. t~78 be passed and°adopted as read, wh-ich motion
was carried by the following votei

1Vir._.Yarbrough,being present told the Council that he would like the City
to furbish. water also to do some grading for -the'!3lsinore'Progressive League
as_the property was a. City park acid therefore' should' be taken care of vJith
amity Park funds.
Vthereupon it was moved by Councilman Men seconded by Councilman Smith
that Councilman It2errifield, Park Commissioner be instructed to have the 'utater
-Department make inrater'eonnections for said park, also`to get an estimate as
to the cost ofgrading and rest rooms and report bacl, at next meeting, which
motion upon vote was carried.
Mr. Miller, County and 0ity Health officer at this tme'took the floor
and read a proposed ordinance for the control of dogs vrithin the City limits
of Elsinore. This ordinance would make it unlawful to let dogs run loose
unless vaccinated', also all dogs in business district, beach and parks would
have to be on leash. Alsa'eaplained new lavas affecting cafes, etc.
Thereupon the oTerls read ordinance No. 2g1 for its second reading, it
being ah ordinance anending ordinance ll~, making it unlawful to fire a gun
of any kind within the City limits:

'Stokes that ordibance No. 281 be passed abfl adopted as read and clerk. have
same published once in the :alsibore Leader-Press,'rvhich motion was carried
by the following vote:

` Thereupon the Clerk read Resolution No. 479, a resolution
setting-the salary of tne`Building Inspector at 0100:.00 per month
- ~ ~~~effective September 1, 194'7.

(:of gasoline a month-and not to let it build 'up over forty gallons,,

III Thereupon the clerk read a letter from the Ambassador Hot
Springs Hotel, by 14iorris Lutin requesting a permit and license to
Iii operate a pool room at the hotel.
~~ shereupon it was moved by Councilman Stokes, seconded .by
I~ Councilman Allen that I~4r. Lutin of said hotel..be granted a permit to
open a pool room at said location, which motion vas carried by tine

~~ Thereupon Councilman P.Ilen read a letter from the P.-7anager of
~~ the Elsinore Inn located on TTOrth Tiellogg Street, complaining as to the
I condition of the City Dump and the approach to said dump. Mrs. Reeves
being present was told by Councilman Allen that this matter would be
~~' taken care of.
' br. Z°/illiams asks Council that more policing was needed in
the Business District and I1:ir. Hodgson asked that the street lights be
~I kept lighted, at present many were burned out.

Smith that the City Treaurer. and City Clerk.'s report be accepted as audited
by Auditing Committee and ordered filed; whch motion upon vote dvas carried.-
-Thereupon P°ayor Tarpley appointed Councilman Allen to pct in his stead
when he, the PJ?ayor, happened to be out of tovan.
