A regular meeting of the City Council of the City of Elsinore
was held on the above .date. The meeting was called to order at the
hour of 7:30 P.M. with T,4ayor Tarpley in the Chair.
Councilmen John Allen, Leslie NTerrif field, :"7. P. Smith, Fred Stokes
:and iviayor Tarpley answered roll call.
Thereupon the'clerk`read the minutes of`the adjourned meeting of
August 18th which were approved.. as corrected. Correction. being that
N1r, Harmon. check gas,, tank each-day instead of each week. ':.
Thereupon the clerk read a letter from."the Elsinore Valley .
Protective`Associatoii asking that the City Council have one of,the
members present at a meeting on Tuesday, August 26th at the City Council
Chamber-s. -
ti°IIiereiipon it was moved by Councilman Perrifield, seconded_by
Councilinan'Smith that Councilman'Stokes be appointed t6 attend said
meeting, which motion upon vote-was carried.
;, Thereupon the..-Clerk read Ordinance No. ,2,81, an, ordinance amending.
Orindahce PTo. 117, making it unlawful to fire's"gun of any kind within..
the City Limits.
Whereupon it was--moved by,Couneilman Stokes, seconded by Council-
man Allen that Ordinance No. 281 be passed to:..ts second reading,;: which
motion upon vote was carried by the following.. vote:

^ihereupon the Clerk read resolution No. 473, a resolution setting-
the tax. rate-per ~,'100.06_assessed value. `, ;
'thereupon it was moved by Councilman Merrifield, seconded by
Councilman, Allen that-Resolution ATo. 4.73 be passed and adopted as read
and clerk mail a copy to County Auditor Ray, Hicks bg registered mail,
which motion was carried by the following vote: "

Thereupon the clerk read an agreement and resolution No. 4'J5,`authorizing the
Mayor and Clerk to sign,for the expenditure of monies for the black topping of three
major streets, within the: ,city with the ,i, Cent'Gasolne Tax money. Councilman Allen,
Street Commissioner explaining what was being done.'

Mr. Harmon have a lock put on the gasoline'-pump, and no one was to have a key except
the Folice Department and Pt".r. I3armon, other employees who used City gas to get same
through iRr. 'Harmoh, which` motioxi' upon vote was carried.
?+Thereupon it was moved by Oouncilman Allen, second by Councilman Smith that the
Lake Nlsinore'Transt Bus`Co. be..given thirty five"feet loading. 'zone on each side of
Graham Ave., [vest of Plain Street;"`which motion was carried by the following vote:

'~Uhereupon it was moved by Councilman Smith, seconded by Councilman Stokes that as
the pound roaster had to do some work at night he be given a key to the City yard, which
motion upon vote was carried. '"
Thereupon the Pdayor called on Police Cfficer:Coggins,v~ o wished to speaY> to the Council.
He asked why, he had been asked. to resign by the Police Commissioner, also making other remarks.
Was told that his resignation was requested for the good oP the department. Thereupon
Mr. Goggins verbally asked that the Council accept his resignation effective at this time
and cite.
Mr. tVilliams of the ;~lsinore Hardware tivas called on and he told the Council that he
thought the police should patrol the business section on Poot more than they did at present.
phis turned over to Police Commissioner by the Mayor, for his action.
Gthereupon it was moved by Councilman Perrifield, seconded by
Councilman Smith, that the verbal resignation of Officer Cog gins be
accepted as stated, which motion upon vote was carried.
Thereupon the clerk read resolution No. 47b, a resolution employin
Laverne Heersema as a regular police officer, effective September 1,194'7
and wetting his salary.

GVhereupon it was moved by Councilman Smith, seconded by Councilman
Stokes that the meeting adjourn to meet again on Sept. 8, 1947, at the
regular time and place, ~n~nich motion upon vote was carried.

Stokes that the bills be allowed as audited by the Auditing Committee,
and clerk instructed to issue warrents for same, which motion upon vote
was carried.
~,~hereupon it was moved by Councilman Merrifield, seconded by
Councilman Allen that the Council recess for a short period, time
9:00 P.M. sharp, which motion upon vote was .carried.
Council meeting reconvened at 9:35 with all members of Council
present.
