The meeting i°vas called to .order at the hour o3 7; 30 I'.~-?. with &ayor Tarpley ;in the chair. Counci]saen John t~llen, Leslie ?;?errifi eld, :!.. ~'. :;With, Fred Stokes and Ir;ayor Tarpley answered roll call. Thereupon the clerk read the minutes of. tiie ~iugust 11th meeting and there being no errors "or omissions ~taere appro"ved as read. Thereupon the clerk read a proposed ordinance prepared by Deputy attorney Csediman to stop soliciting ~t the Bus Depot of the Inland Stagz Co. P:mereupon it ~;as.:coved by Councilman. Terrifield, second by Councilman Sir_ith that the clerk send ~ copy of the above proposed ordinance to the agent:in charge of the Bus. Depot for his:.approval, -which motion upon vote was carried. Councilman T.'.errifizld, r..ember of ~~uditing Comriittee, reported that he had uet v;itn the'City Treasurer a^d President of local bank in regard to the recons~endation of the auditor and the matter was being taken care of. Councilman Smith, Police Commissioner, reports that l,.e t~~ould like to saal~e a change in the police depart~~ient, this r^atter postponed to a later time. Dr. T,filler, Deputy County ?3ealth Inspector, a.1so City Health dfficer, bein present, took the floor at ti:is time and explained to the Council the dog laws of tite State; telling the council evhat steps • they should tape as a public health measure in passing an ordinance to control rabbles, thus making it necessary that. all owners of dogs who-let them rust loose on the streets, have the dogs inocu aced` against rabies. IVhereupon it was moved by Councilman T.ierrifield, second by Councilman Stokes that Councilman S^rith be authorized to have the Police Depart?i=ent enforce the curfew ordinance; also to have the ~~ririr_g re,oared oh the klaxon horn so curfew could be sounded every night at 10:00 P.I+t•.., which motion upon vote eras carried. Thomas Yarbrozgh at this time again asked the Council regarding lots 18 and 20 iri block '79 for the clubhouse for the Elsinore Progressive League, stating a tvaentf-five fear lease ~.^.°ould be all right if" a clause could be added for a re.nevaal at the end of the tvaenty five years." Brovan, who vaould circ,.ilate said petitioh among; the owners of lake property in'the City, protesting against the actions of the ~~alce Elsinore'Developin~`Corporation, which motion upon vote eras carried. Irr. Keyes vas called on at this time and he spoke about the idea-of using dry ice to r=a>=e rain, thought the property ovrners of ^,lsinore Valley should t~=-e some action on this matter. No action on this.
