MEETIlYG HELD OlY THE 28th DRY OF July 19 47
A regular meeting of the City Council of the City of Elsinore
was held. on the above date. The meeting was called to-order at the
hour of x:30 P.M. vrith Counei]snan Allan acting i:iayor in ,the chair.,
Councilmen John Allen, Leslie plerrifield, tiJ. P. Smith and Fred
Stokes answered roll call. mayor J. A. Tarpley absent.
Thereupon the clerk read the minutes of the adjourned meeting of
July 21st which vaere approved as read.
Thereupon the clerk read ordinance No. 2g0, for its first reading,
an ordinance for the adoption of the 1947 edition of the elecgrical code
tiJhereupon it was moved by Councilman Smith, second by Councilman
Stokes that Ordinance IVo. 2ff0 be passed to its second reading, which
motion was carried by the following vote:

Thereupon the clerk read a letter from a :aTr. ~. Y~utchins asking
for a permit to operate boats for rent at the foot of Kellog Street.
Whereupon it was moved by Councilman Smith, second. by Councilman
Stokes, that the Clerk be instructed to write said i,7r. Hutchins and
ask him to appear before the Council and .explain just what he had in
mind, also said letter from him be ,tabled till next meeting, which
motion upon vote was carried.
Councilman Smith reports that the dog situation was getting bad
and that the Police Department would have to start pie king them up
and impounding. them, notice of v~hich would be published.
Councilman Stokes reports that it ~R~ould cost around }240.00
to fully repair the cUater Department Pickup Truck;. it was decided to
fix only the brakes and radiator at the present, Water Commissioner
Stokes to investigate the purchase of a used Pickup..
Thereupon it was moved by Councilman Allen, second by Councilman
Smith that fire commissioner ,Stokes be authorized to burn around the
City Dump, also some lots on I'~est Graham, and to get .the help of the
State rorestery, which motion upon vote was carried.
Thereupon Councilman Allen, feting I~,~ayor, reports that petitions
for the recall of Ivlayor J, ~, Ta~ple~t sera on the table and a eertifica
signed by the City Clerls that said petition ~~ad the required number of
names and the Council would have to call a special election.
vhereupon it was moved by Councilman werrifield, second by
Councilman Smith that September 5, 1q4~, be set as the date for said
Special Election, which motion upon vote was carried.

that precincts Numbers 1, 2 and 3, be coasoIidated into precinct ~ and that the
polls be open from ']: 00 o'clock A.P;. to 7:00 o'clock F.P;I,, T,vhich motion upon vote
was carried.
'thereupon it ;vas moved by Councilman Merrifield, second by Councilman Smith
that the members of the election board be paid ten dollars for said election and
ghat the following be appointed on said board:

Thereupon the clerk read Resolution No. I<.70 ~ resolution calling a Special
Municipal Nlection, "Shall James A. Tarpley be recalled from the office of Member
of the City Council, City of ~'lsinore"? "If the recall prevails, shall the:'City
Council fill the vacancy by appointment, or calling a Special election f. or that
purpose, also'setting tire, place of election, appointing election board and their
compensation"?
Whereupon it vaas moved by Councilmah Merrifield, second by CounciL~~an Stokes
that Resolution No. 470 be passed and adopted as read, v~nich motion was carried by
the"following vote:

?~Pnereupon it was moved by Councilman I:4errifield, second by Councilman Smitr~ that
tine clerk be authorized to purchase election supplies as needed for the special election
that is to be held on September 5, 19zr7, which motion upon vote was carried.
P;ir. Seleer being present was called on by Acting P~~Iayor Allen and he asked the
Council-to have.-some of their members attend a meeting at the Elsinore i.ilitary and DTaval
School on T~'riday,.August 1st. 'Phis meeting hauin,~ to do with the use of the waters of
Zake `slsinore.
'whereupon it vaas moved by Councilman i?errifield, second by Councilman Smith that
Deputy City Attorney Gediman"be nstructed to get in touch with Attorney Best and have him
present at this meeting at-the irli_litary and Tlaval School, also one of the Councilmen to
attend, vaizich motion upon vote was carried.
','Thereupon it was moved by Councilman Perrifield, second by Councilman tok"es, the bills
-be allowed as audited by the 1~uditing Committee and Clerk instructed to issue vaarrents for
saiae, ~,viiich motion upon vote yaws carried.
~Tdhereupon it vras moved by Councilman Stokes, second by Councilman Smith, that meeting
adjourn o ~reet again on August 11, 19.7, at the reeular time and place, vahic:n motion upon
