Was,,held on the above date., The meeting was called to order at the
3iour of 7c30 with n~Iapor Tarpley in the chair.

Thereupon-the Clerk made ;a tentative report of the Planning
Commission of. the dty of: Elsinore recommending the rezoning of lots
7, 9 and 11 in block 14 of the Town of Elsinore, by removing the same
from "R1'~ zone and placing same in ~B3+t zone, together with a request
for,.an order-fixing the time and place>for public hearing before the
Planning Commission and specifying the notice to be given thereof.
Whereupon it was moved by Councilman ?~~errifield, second by
Councilman Smith that the tentative report of the Planning Commission
be. accepted and Thursday June.-19th at 7:30 P.M. be set as the time
-for a„.publio hearing before the Planning.-Commission and a notice
thereof be posted in the -front wndoya of the City. Hall of; the City of
Elsinore, which motion was carried by the following vote:

Thereupon the clerk read the following recommendations of ;the
Planning Commission. That Council consult vaith City Engineer as-to the
advisability of cutting down and widening the east side of Main Street
and-submit plans to Planning Commission. ghat the Council have a'neon
sign showing Police Department and Sheriff Substation placed in,Pront
of City Hall ~3roviding Riverside Co. Board of Supervisors vaould place
in their budget a:modest rent for the. space the substation uses. That
the Council..contact the Division ;of Forestry in regards to_beautfying
their grounds leased Prom the City., .
Whereupon it was moved by Councilman P.4errifield second by
Councilman Stokes;thatr the, Stree Commissioner Allen-and;N;ayor Tarpley
be authorized to contact .City Engineer D. R.-.crane regarding the
,widening of the East. side- of Main ,Street and submit 'plans, to the
"Planning Commission, which motion upon vote was carried.
Councilman John Allen reports_n at this time.
.:Whereupon it was moved by,COUneilman b4errifeld second by
Councilman Smith that the matter of placing neon sign in front of
City Hall be tabled for further consideration as to prices etc., rr~nich
motion upon vote was carried.
Whereupon it was moved by Councilmah Allen second by Councilman
Smith that Clerk write to Division of Forestry in regards to their
improving their buildings-.and beautifying the grounds under lease from
the City, vahich motion upon votewas carried.
Thereupon the Clerk read the amendments to a lease to Doyne and Tviarian Stokes
and resolution No. 460 granting to Doyne'and Marian Stokes an amended lease granting
them one more lot than former lease"and permission to blacktop front-of said lot.

resolution No: 460`be passed and adopted as read,'whieh motion'`upon vote was carried.

.that the Clerk be instructed to advertize for bids Por the"furnshing and installing
oP approximately 2100 feet of six ine~ water pipe_Pollowing State Highway 395 from
Mt.Vyew and Library to Country`Club''Blvd. 'Bids to be opened at 7:30 P.M. T:7onday,
June 23rd; which motion was carried by the following vote:

Councilman `Allen,•Street Commissioner, at t3~is'time explained to'the Council
what should be-done to the city streets and that Dean Fletcher would do the work at
X9.00 per 'h our'- equipment and operator. -
tiYhereupon it was moved by Councilman P~?errifield second by Councilman Smith
that councilman Allen, Street Commissioner", be °authorized to"have streets that are
included in the agreement with Division of Highways, repaired as needed and pay for
same from 1/4 cent spacial gas tax fund, also to blacktop a 12 foot edge on Poe St.
and pay same from Special Street Fund. GUhich motion was carried by following vote:

Whereupon~'it was moved by Councilman Stokes second''by Councilman Allen
that Councilman Smith, Police Commissioner, be authorized to 'have seat covers put
on new police ear. Also to have installed'a i,eese Nevil Rectifier to keep battery
built up, which motion upon vote was carried.
Thereupon the Clerk read Resolution No. 461, a resolution'gra"ntng to
C. E. Selcer-and Harvey`Seleer• a lease and franchise for 15 years on `certain
property at foot-of Spring Street and Lake provi'ding"said parties. get``a franchise
to operate boats from the-'Railroad Commission.' -
Whereupon it was moved by Councilman-Stokes second by Councilman Smith
that Resolution No. 461 be passed to its second reading, providing said resolution
got the ,approval oP City 'Attorney ~e,~t. Which motion was carried by the following
vote:

Z~nereupon it was moved by Councilman Stokes second by Councilman
I Smith that mayor: Tarpley be giveh permission to leave: the State on
vacation during July and August, which motion upon vote was carried.
whereupon it was moved by Councilman Allen second by Councilman
Stokes that Councilman Merrifield:be given permission to leave the
State on vacation: the:. last week.-in June and first week in July,
which motion upon-vote was carried:.
Thereupon Building Inspector wm. Myers suggested to the Council
:that Uniform Building & Electrical-Code shouldbe-adopted by the
City without delay, if possible by Emergency Ordinance.
whereupon it was moved by Counci:~.man--Smith second by Councilman
Stokes. tHat clerk have City Attorney,~i~~w.;up~'sa~d,,Ordinance, adopting
Uniform'Building Code, which motori~,up~nwote was carried.
'thereupon it was moved by Councilman Smith second by Councilman
Allen that Council adopt Uniform electrical Code as soon as Code Books
were on hand. which .motion upon vote was carried.
NIr. Breskin being present was called on and he asked Council
that something be done in regards to condition of City'sewers.
whereupon it was moved by Councilman Allen second by Councilman
Stokes that clerk write to pest control company and find out about
.fumigation sewer system,whieh motion upon vote was carried.
whereupon it was. moved by Councilman Allen second by Councilman
Stokes that all City officials and employees must use City Purchase
Orders signed by Department Heads and no bill allowed without said
order, notice of said action to be published in local paper. which
motion was carried by following vote:

~711hereupon it was moved by Councilman Stokes second by Councilman
Allen that Councilman Smith, Police Commissioner, be instructed to
locate missing siren and red light that was city property, which motion
upon vote was carried.
P,thereupon it was moved by Councilman Allen second by Councilman
Stokes that the City Council invite the League of California Cities
Citrus Belt Div. to hold their September meeting at Elsinore and
Mayor Tarpley to make arrangement for dinner meeting preferably at the
Spa Country Club. ~Nhich motion upon vote was carried.
'+Jhereupon it was moved by Councilman ~-ierrifield, second by
Councilman Smith, that the report of the City Treasurer and City
Clerk for May be accepted and filed, which motion upon vote was carried.
Thereupon it was moved by Councilman Allen second by Councilman Stokes that the
water and: license clerks report be accepted as read and filed, which motion upon vote
was carried.
l~Thereupon it was moved by Councilman Allen, second by Councilman Stokes, that
the bills be allowed as audited by. auditing committee and clerk instructed to issue
warrents for same, which motion upon vote was carried. -
Whereupon it-was moved. by Councilman-Stokes-second by Councilman A11en that
the meeting adjourn to 'meet. again as'an adjourned meeting on Monday, dune 16, 1947,
at the regular time.and place, which-motion-.upon vote was carried...
