The meeting was called to order at:the_ ~ hour of 7:30 P.Ivi. Faith Ivlayor Tarpley in the chair. Councilman John Allen,.. Leslie ~;ierrifield, ;d..P.-Smith, Fred.. Stokes and Twayor Tarpley answered roll call. Thereupon the clerk read the minutes of the adjourned meeting of PcSay lath which were not.. approved as Councilman P~errifield called to the members of the Council's attention that there tivas an error on the Numbers of Resolutions Nos. 4.56-4.57-45$• 'Thereupon it was moved by Councilman Stokes second by Councilman Allen that an adjourned meeting be held i~4onday June 2nd at the regular time and place to decide regarding Resolutions. Stokes Yes Absent-None T;'?ayor Tarpley Yes Thereupon the clerk reported that this was the time a.nd place for a public hearing on the.. proposed rezoning of L'Jest Graham Avenue from a Rl zone to a Bl zone and notice thereof had been published in the ylsinora Leader Press, also reported that petitions .against said rezoning were in great number more than those in favor of rezoning. ?J~hereupen it was moved by Iiiayor Tarpley second by Councilman 5tekes that as it seems to the best .interest of all concerned that ` the said requeat for rezoniri~ t"jest Graham Avenue be denied. :^Jhieh motion. was carried by the..following.vote: Councilman ~~llen No " N?errifield _, Yes Noes One:,,< t~.; Smith Yes Stokes Yes Absent None Mayor. Breskin asking to purchase City property located at Graham and Langstaff Stree£'with ~1~5.OO.down payment enclosed. ~NheTeupon it was moved by Councilman Merrifield second by Couneiln:an Smith that the request of R"S. Breskin be rejected which motion was carried by the following vote: Councilman tt „ Mayor A11en No P;ierrifield-' Yes Smith Yes Stokes Yes Tarpley Yes` Noes ' One Absent None Thereupon the clerk read a letter from'California Zeague of Cities, urging Councilmen and others interest to--write Assemblymen to support Bills 1351 and 1353. Whereupon it eras moved by'Councilman Stokes second by Councilman Merrifield that clerk be instructed to write said letter, which motion upon vote was carried. There being a good many peopYa present the hayor called on them to speak. P+Srs. Carpenter spoke regarding City Beach and Fark. Also Mr. Black asked for financial help at'the Ball`Park. These matters referred to Councilman P.nerrifield for investigation. P.4rs. Leece spoke on' the matter of spot zoning of Blk 1L~ for PITS. Seigel. This matter to be presented to the .Planning Commission. Nir. Stokes informed the city council that he would'like'to lease one more lot on the West of his present lease. TrVhere'upon it ~+ras moved by Councilman Smith second by Councilman Allen that existing lease be cancelled between the City of k"lsinore and Boyne and Marian Stokes, which motion upon vote was carried. '~~hereupon it was moved by Councilman Smith second by Councilman A11en that the city clerk be instructed to have a resolution and lease for 15 years at w75.00 per year between the City of Blsinore and Doyne and I~arian'Stokes. Also install larger generator. and battery, in new p"oliee car, "7hich motion upon vote was carried. ii(hereupon it ~1as moved by 2:-,ayor Tarpley second by Councilman Smith that as the city was in the need of a dog pound that the-Mayor be authorized to get specifications on building dog pounds and report back at the next meeting. TiYhich motion upon vote was carried. Idr. Ernest Johnson, Maintenance Supt. inforrried the Council that the present water line from high resivoir to the Country Club Heights District was in bad condition and r_+ight break at any time, causing damage to property ovaners in that district. Suggests a neva line be laid from lt'tountain View and Library Street following State Highway to Country Club Blvd. The cost of this would be approximately X4200.00. Y~iYhereupon it was moved by Councilman Smith second by Councilman Stokes that City Clerk be authorized to have a resolution drawn up by the City Attorney for said vaster line, as an emergency measure.
