Councilman John Allen,, Leslie N4errifield, Fred Stokes,
W.P.Smith and P,~ayor Tarpley".answered roll call.
....Thereupon the clerk `read the minutes of the April 1G~th meeting
and the minutes 'of the adjourned meeting held on April 21st and there
being no errors or ommissions were approved as read.
Thereupon the clerk read the final report of the Planning
Commission recommending to tiie Gity,C;ouncil that the rezoning of '
':Nest Graham Ave. from A'R1 to BI zone,.„North 14.ain Street from a'R3
`to a Bl zone and blocks `6 and"j from a`b to a RL`zone be granted
and ordinance No. 236 be amended.

Councilman Smith that the rezoning recommendation of the Planning
Commission for 4'3est Graham Avenue be discarded and no further action
taken. thereon, which motion failed to carry by_the follotiving vote:

Whereupon it was moved by Councilman Ialerrifield second by

Thereupon the clerk read a letter from A+ir. Howard Habinitch regarding the
condition of the Street at the corner of Kellog and Heald.. This matter turned
~ over to Street Commissioner John Allen..-Clerk then read a request of Robert F.
~ Boiee that he be granted the'"permission to pay quarterly a license for a skating
rink at the .Laundry Building.
`thereupon it was moved by Councilman Allen second by Councilman Stokes
that the request of Mr. Boice be granted, which motion was carried by the
Polloy~aing .vote:.

Thereupon the Clerk informed the Council that this being the time for the
opening of bids for'laying certain pipelines in the City of ,Elsinore as ad-
vertised, only one bid had been received as follows:
Install, Approx. 1500 lin. ft. 6" transite pipe. 1.251875.00

including all labor 'in connection with trenching, laying and backfilling, but
not including repaving. This bid being from the Pipeline Construction Co. of
1 Riverside.
Y'dhereupon it was moved by Councilman Merrifield second by Councilman
Smith that. the bid of the Pipeline Construction Co. be accepted by the City
Council of the City of Elsinore for tY_.e laying of said pipe .and the clerk be
instructed to notify said Company of trie Council's action, which motion was
carried by the following vote:

..Thereupon the clerk read Ordinance No. 273 an>_ Ordinance to -
amend :Ordinance No.-.236 placing ;lot 13.block 14 into a "C" zone for
its second reading.
~Nhereupon it was moved by Councilman Merrifield second by
Councilman Stokes that Ordinance No.,273 be passed and adopted acid
that said ordinance be published one time in the Elsinore Leader
Press, which ,motion was .carried by the following vote:

Thereupon the clerk read ordinance No ., 274, an ordinance to
amend ordinance No. 267, (Business License (3rd.) for i;ts first reading.
Thereupon it was moved by Councilman Allen second_by Councilman
Stokes that ;ordinance No. 274 be passed to its second reading, which
motion was carried by the following ;vote:

Mr. Selcer being present was called on by the N?ayor and he ex-
plained to the;OOuneil what, he would do iP granted a long,, me lease
or franchise on the Poot of Spring Street for a boat landing, stating
:,that he would: probably invest around x:10,000.00 dollars. 't1as, told .that
the City Attorney was drawing up the papers ;and no furtheraction could
be taken at this time.
Councilman Allen Street Commissioner at this time introduced ,a
Mr. Beeting, salesman for street ,grading equipment. r,1r. Keeting ea-
plained their one man operated Trojan Street Grader, stating the cost
to be around,~4300.00 dollars and::could expect delivery, in about
ninety days..,
Councilman Smith Folice Commissioner stated that the police
car would have to be overhauled as it was in bad condition at a cost
of ,90.00 dollars or more. Councilman Smith having .contacted the
different car agencies in Elsinore had had an offer of a new 1947
V-eight Ford Sedan for the present,City Police,car_and,~100.00 which
would be. cheaper for the City than to have an overhaul.
jhereupon it was moved by Councilman Rerrifield second by
Councilman Stokes that as the Police Car being in such a shape as
unfit to use and the offer of the'Ford Agency a saving of money..
to the Citp, that the Police Commissioner be authorized to accept the offer
of Ford Agency and purchase the new ford`ear, which motion upon vote was
carried.

Merrifield that resolution No. 444 (sale of City property on Uaest Graham
Avenue}, be recinded and"declared void, which motion'was carried }iy the
following vote:

Thereupon'Councilman Stokes read resolution No. 454, a resolution
granting to r;r. Radoicich more footage than in resulution No. 444, an
additional seventy-five feet'to the rear."
Uiliereupon it eras moved by Councilman Stokes second by Councilman
Allen that resolution°No.~<454 be-passed and adopted 'as-read, which motion
was carried by the follotivng vote: •'

whereupon it was moved by Councilman Allen second by Councilman
Stokes that the"bills be allowed as audifed-by the auditing Committee and
Clerk authorized to issue warrents for"the=same, which motion upon vote
was carried.
;'lhereupori it wwas moved" by Councilman Arlen second by 'Councilman
Stokes that Mayor Tarpley'be'authorized' o have the California Electric
-Power Co.-replace all 40 watt'street lghts'with`-100 watt lights,-which
motion upon vote 'was carried.`
Mayor Tarpley stated that he had gotten an approximate price of
X4695.55 to have ~taine'Street widened Prom Peck 'Street to Prospect Street,
City to-move public utilities. No'action on this matter.
Phereupon it was moved by Councilman Allen second by'Counclman
Stokes that the meeting be adjourned to meet again on May •12th, 1947, at the
regular time and place, which motion upon vote was carried.
