at the hour of 7:30 P.Nt, with ldiayor :Tarpley in the chair.
Councilman: John A11en, Leslie Merrifield, Fred Stoke',,
W. P. Smith and Mayor Tarpley answered roll call.
Thereupon the Clerk read the minutes of the March"~L4ti1
meeting and there-being no errors or'ommissons.were approved as
read.`

Whereupon it was moved by Councilman A11en; seeo~d.b3r
Councilman Stokes, that the City Council have meters, put in the
ordinance drawn up to chat effect, Which motion. was carried-by

Whereupon it was moved by Councilman Allen, second by:
Councilman Stokes that the City buy the Park-0-It2eter automatic

Thereupon the>Clerk read ,a final reportron the petition
for the rezoning of Lot 13 in Block 14 of .-the 'rown:of Elsinore is: ;.
hereby made to the City Council of the City of Elsinore by the
Planning Commission thereof, ,recommending that the pet'tion:be
granted"and that 'said property be. removed from Zone R1 and
placed in Zone C.
Whereupon it was moved by Councilman Smith, second by
Councilman Allen, that a public hearing thereon be set for Mon-
day April 21st, 1947 at 7:30 o'clock before the City Counoil
of the City of Elsinore at the Council Chamber. in the City Ball
of the Citp of Elsinore, and that a notice thereof be published
once in the Elsinore Leader Press, a weekly newspaper published
in the City of Elsinore, Thursday, April 17, 1947.

Thereupon the Clerk read a'tentatve report of`tYie Planning

Thereupon the Clerk read the following recommendations of the
Planning Commission, recommended to `the Council, that the trees
on Main,Street;,;.between Graham Auenue-and xrospect-Street .and those:
on East, ..Graham-between Main and the Alley be removed, That Parking,
Meters be installed and that the revenue derived from said meters'
be set aside for the purchase of parking lots. Also-that a space
be made availably for free parking for out of State cars.
Whereupon it was moved by Councilman Merrifield, second by
Councilman Smith, that the City Clerk notify the owners of propertg
where the trees were .recommended, to be removed. That. said, owners
could get permission: to removed said trees froru the Council, if they
cared to hays them removed,,,which moton,upon,vote was carried. ,
Mr, Black, President of the Elsinore Community Atheletic
Club, took the floor at this. time, and asked the Council for help
on there.:: pr oposed:recreation program. Mainly as to public liability
insurance and the fenceing of he ball park... The Council informed
his that;,.f,or the City to do;this it would have to be a City controlled
project. Mr. Black stated that he would;take this up at .their meet-
ing and report back.
Whereupon it was moved by Councilman Allen, second by "
Councilman Merrifield-that a resolution ,be drawn up to take care of
the Athelet4c-,Club if;they;agreed to take up the Council's-sug- ,.,
gestions, uYhich motion was carried by the following vote:

Whereupon it was moved by Councilman Smith, second by
Councilman Stokes, that Section 15, sub-Section 47, pedlar of food
"stuffs"be changed to'read ~15.00'per quarter where the applicant
carries another license with the City dealing in 'the same line
of merchandise, which motion upon vote'was carried. j,{
Whereupon it was moved by Councilman Allen, second by /
Councilman Stokes that a resolution be.drawn up by the City J
Attorney for the sale of Lot 12, block 6, Country Club Height
Unit No. 2 to Jaek and Bonita Swain for 'the sum of $295.00 net
to the pity, which motion upon. vote was carried.
Councilman Allen reports to the Council that the Owners of
the Hot'Sprngs Hotel acid Owners'of Asaooiated Oil'Co. wishedper-
mission to lower the grade 'of ;?rospect'.$treet back X115 feet` start'-'
ing at Main St, They to 'pay all costs except for'lowering'utility
lines. Hot Springs Hotel owner was present but other party was `
not, so granting of said permission was tabled till next meeting
when both parties could be `present.
Puhareupon it'vuas moved by Couneilman Stokes, second by
Councilman Allen, that the City Building `Inspector be supplied
with five. gallons of gasoline. from the City pump for use of
official business; which motion upon vote was carried.
Whereupon it was moved by .Councilman Stokes, second by
Councilman A11en, that°the-City advertze for bids for the laying
of 1500 feet of 6" Transite `='ipe and 1500 feet of 4" Transite
Pipe within the City, and'Clerk instructed to have: 'same piib-
lished in April 17, 1947 issue of'Elsinore Le~der'Presa.' Date of
opening of bids set at 8d00`o~clock, April 28, 1947, which motion
upon vote was carried. °
Thereupon the Clerk read the March report of the Water and
License Clerk.
Whereupon it was moved by Councilman Ivierrifield, second by
Councilman A'71en, that the report of water and license Clerk be
acc~ptd and filed, which motion upon vote was carried.
~~~°~~~Whereupon it was moved by Councilman Stokes, second by
Councilman Allen, that Mayor larpley be instructed to inform Mr.
Gough at the First idational Bank of Elsinore, to notify Mr.
Radoicich that if he did not make a deposit on City property he
planned to purchase within ten days, the offer would be with-
drawn, which motion upon vote was carried.
Thereupon the Clerk read Ordiaance No. 272, for its second
readingt an ordiance adopting the Uniform Plumbing Coda, (1946
edition/ and repealing all other ordiance in conflict therewith,

Y!thereupon_it was moved by Qouncilman Smith, second by`Council-
man Stokes, that ordiance`No, 272 be"passed and adopted as read and
the Clerk have same. published ones in the Elsinore:Leader Press,
which motion was 'carried by the following voter

hereupon it :was moved by Qouncilman ivierrifield, second by
Counci,lrrian Allen, that the bills be allowed as audited by:audit-
ing Committee and Clerk instructed to issue :warrents for same, ,
which motion. upon vote was carried. '
Whereupon if was moved by Councilman Merrifield, second by
Councilman Stokes, that the report of the City Treasurer and City
Clerk be accepted as audited by Committee and .ordered filed, which
motion .upon vote "was :carried.
Whereupon it was moved by Councilman Stokes, second by Counil-
man Smith, that the Glerk be instructed to write a letter to the
Railroad Commission recommending the franchise for a bus_line around
the Lake, which moton,upon.,vote was carried.
Whereupon it was moved by Councilman Smith, second by Council-
man Stokes, that-the meeting adjourn to Pulonday`night April 21st,
1947, to meet.as an adjourned meeting at the regular time and place,'
which motion upon vote was carried.
