The meeting was called to order at the hour of 730 P.M. with Mayor Tarpley in the chair. { Councilman:-John Allen, Leslie Merrifield, Fred Stokes, tiV, P, Smith 1 and Mayor Tarpley answer roll call. Thereupon the clerk read the minutes of the February 24th. meeting and there being no errors or ommissions were approved as read. Thereupon the clerk read resolution 444, a resolution authorizing the sale of City property to a Mr. Radovicich and authorizing the Mayor and City Clerk to sign resolution and deed. tiVhereupon it was moved by Councilman Allen, second by Councilman Stokes that resolution No. 444, be passed and adopted as read, which motion was carried by the following vote. Councilman Allen Yes " " Merrifield No Noes One Stokes Yes " " Smith Yes Absent None Mayor Tarpley Yes Thereupon the clerk read ordinance No. 271 for its first reading, an ordinance ammending ordinance 236 reinserting the word noise. V~ereupon it was moved by Councilman Stokes second by Councilman Smith that ordinance No. 271 be passed to its second reading, which motion was carried by the following vote. " " Merrifield Yes Noes None " " Stokes Yes " " Smith Yes Absent None Mayor Tarpley Yes Thereupon the clerk read resolution No. 445, a resolution urging the Legislature to inact a sales tax law for cities and counties with State collecting same and turning it back to the cities and counties. YJhereupon it was moved by Councilman Smith, second by Councilman Stokes that resolution No. 445 be passed and adopted as read and a copy mailed to Senator Dilworth and Assemblyman Boyd, which motion upon vote was carried. At this time Mayor Tarpley called the newly appointed members of the City Planning Commission together and after he had been sworn in as a member of said Planning Commission by the .clerk, he in turn swore in the other four members, whoTS term of office was decided by drawing as follows: J.A. Tarpley and H. M. Franlel one year term. Kenneth Suther- land and D. R. Crane two year term and Thomas Yarborough three year term. (- Thereupon the Clerk read resolution No. 446, a resolution appoint i. Karl Vleigand to the Police Department. Vdhereupon it was moved by Councilman Stokes, second by Councilman Allen, that resolution No. 4y.6 be passed and adopted as read, which ', motion upon vote was carried. Phereupon it was moved by Councilman Stokes, second by Councilman Smith, that the City Fire Dept. be granted a free permit to hold a public dance at the Elsinore Union High School on Saturday, March 15th. ~,,:_ ;; _ They to furnish there owr~ pnliceing, which motion upon vote was carried. _. Mr. Schollock, local barber at this time informed the Council that ', he thought the barber license fee was to high as other towns in River- side County were much lower. thereupon it was moved by Councilman Allen, second by Councilman Stokes, the license fee for barber-shops be reduced from X5.00 per quarter to 3.00 per quarter, which motion was carried by the following vote: Councilman Allen Yes " " Merrifield Yes Noes None " " Stokes Yes " " Smith Yes Absent None I~ayor Tarplep Yes ', Thereupon Councilman A11en reads letter Prom Department of P,blie Health, in regard to the condition of the Cities sewer disposal pant. :_ ;:. Vhereupon it was moved by Councilman Allen, second by Councilman Stokes that Mayor Tarpley be granted permission to have partions put in City Hall for a private office, which motion upon vote was carried. ', Thereupon the Police Commissioner, Councilman Smith read resignatioi of officer Seed, which was followed by an explanation by officer Seed and a general discussion by those present other than the Council. tiYhereupon it was moved by Councilman Stokes, secon by Councilman ', A11en that resolution No. 446, a resolution appointing Karl Weigand as a police officer be recinded and declared noil and void, which motion upon vote was carried by unanamious vote. Whereupon it was moved by Councilman Stokes, second by Councilman Smith that Clerk refuse to issue City License to those applying under section-15, Sub-section 5, Ordinance 267, which motion upon vote was carried. Whereupon it was moved by Councilman Smith, second by Councilman Stokes, that transiet photographers be only granted a City License at the rate of X8.00 per quarter, payable one year in advance, which motion was carried by the following vote. Whereupon it was moved by Councilman Merrifield, second by Council- man A11en, that the bills be allowed as audited by auditing committee and clerk instructed to issue warrents for same, which motion upon vote was carried. Whereupon it was moved by Councilman Plierrifield, second by Council- man Stokes, that the city license and water clerk report be accepted as read, vahich motion upon vote ovas carried. thereupon it was moved by Councilman Allen, second by Councilman Stokes, that meeting be adjourned to meet again on March 24th. 1947 at the regular time and place, which motion upon vote was carried.
