MEETIhiG HELD OH THE 27th DAY OF December S9 48
A regular meeting of the City Council of the City of Elsinore was held on the
ve date. The meeting was called to order at the hour of 7:30 P.M, with t?ayor Tarple;
the chair.
Councilman: T.J. Hudson, 1fred Penrod, T.R. Yarborough and Mayor Tarpley
roll call.
Thereupon the Clerk read the minutes o£ the regular meeting held on December
194£3 and the minutes of the spe,Eial meeting held December 15, 1945 and there being
errors or onmmissions were approved as read.
Thereupon the Clerk read a letter from the Elsinore Valley Chamber of Commerc
hanking the City Council for their co-operation in the Park Election held December 14,
945. Letter ordered-filed.
hfaintenance Supt. i`ielvin Harmon at this time reported that the bridge on
aney Street was in bad shape and needed repairing. That many water lines needed re-
acing and suggested that all water services be put on one system useing the high
servoir instead of the aul system as at present. That the Street Dept. was in need
an air compresser and jack hammer and a used one could be bought for j2, 050.00 on
rental base at a very low monthl,~,r cost.

t the City= Clerk write Supervisor Jones and invite him to attend a Council meeting
which time the Chaney Street Bridge would be discussed, which motion upon vote was.,.

!', tentative report of the Planning Commission recommending the rezoning of
Ats 7,8,9,10 and 11 of Block E Jones Addition and Lots 29,25,27,26 and 25 Block F
Iones Addition, (East Graham Ave.) City of Elsinore, by removing the same £rom Zone
'R3!' and ulacin; same in Zone °B1" together with a request faith an order fixing the
rime and place for a public hearing before the Planning Commission and specifying the
iotice to be ~i.ven thereof tras received.

8:00 P.PI, and that notice of said hearing be given by posting the same in the front

A tentative report of the Planning Commission recommending the rezoning of the
following described property, conunencing on Spring Street 165 feet north of the north-
west corner of the intersection of Spring Street and Graham Ave. Westerly on a line
parallel ,~rith the northerly line o_` Graham Ave. to a point 150 feet west of the westerl
line of 1~ile„* Street ; thence northerl~~ along a line ;parallel with the westerly line of
Riley Street through °locks 23 and 50 to Sumner Street; thence Easterly along the cente

i~Thereupon it vra moved by Councilman Yarborough second by Councilman Penrod
that the time £or hearing said matter be set for Thursday Januar~r 6th, 191x9 at the hou:
of 8:00 o'clock P.M. and that notice of said hearing be given by posting the same in
the front vrindovr of the City Hall in the City of Elsinore at least 10 days before the
date o£ said hearing, which motion was carried by the following vote.

Councilman Yarborough Street Commissioner reports that the newly purchased
Plotor Grader was being cleaned painted and a dozer blade was being mounted on the front
v;~hich would take about tiro and one half days welding. Some street work that was wanted
done bar residents would be taken care of in the very near future. He also reported tha
scarafier teeth would have to be purchased for said motor ,grader as none came with it.
?^Ihereupon it was moved by Councilman Hudson second by Councilman Penrod that
Councilman Yarborough Street Commissioner be authorized to purchase scarafier teeth £or
the P~Iotor Grader at an approx. cost of "125.00, which motion upon vote was carried.
Mr. I4osko, a resident on Highway 395 in the northerly part o£ the City ~slcs
again to have caater piped to his property, was told that the cost would be very high
and it was a possibility that a Freeway would go through that part of the City, it wou
not be practical to have water lines laid.
Thereupon it was moved by Councilman Penrod second by Councilman Hudson that
the matter of pipeing water to Mr. Mosko's property be tabled, which motion upon vote
was carried.
Thereupon the Cleric read Ordinance No. 302 for its first reading, it being
an Ordinance regulating the installing of all signs within the City.
4direreupon it was moved by Councilman Yarborough second by Councilman Penrod
that Ordinance No. 302 be passed to its second reading, which motion was carried by the
following vote.

Whereupon it was moved by Councilman Yarborough second by Councilman Penrod
that Maintenance Shpt. Melvin Harmon be authorized to build an incinerator in back of
City Hall with brick purchased for that purpose, which motion upon vote was carried.
?~Ihereupon it was moved by Mayor Tarplezr second by Councilman Yarborough that
the old incinerator be given to the Cit~r Clerk without cost, which motion upon vote was
carried.
Councilman Iiudson Police Commissioner reported that he had been asked rega
ing City Employee's residing outside of the City and still remaining in the employ of
the City.

that all emplo~ree's of the City must live inside the City limits except in emergency
cases, tivhich motion was carried by the following vote.

irdhereupon it was moved by Councilman Penrod second by Councilman Yarborough
that the bills be allowed as audited by the auditing committee and clerk instructed to
issue warrents for same, which motion upon vote was carried.

that the meeting adjourn to meet again on January 10, 1949 at the regular time and
place, which motion upon vote was carried.
