HomeMy WebLinkAbout11-22-1948 City Council MinutesM7IYUTE RECORD OF REGULAR MEETING CITY COUNCIL MEET7IYG HELD OH THE 22nd DAY OF November Is 48 A regular meeting of the City Council of the City of Elsinore was held on the ve date, The meeting was called to order at the hour of 7:30 P.ii, with Mayor Tarple the chair. Councilman: T.J. Hudson, Fred Penrod, T. R. Yarborough and Mayor Tarpley roll call. Thereupon the Clerk read the minutes of the Regular Meeting of November, 8th 1945 and the special meeting of November 15th, 1948 and there being no errors ox omrais ions were approved as read. Mr. Harmon, Pdaintenance Superintendent reported to the Council that the Peerless Welding and Machine Shop o£ Corona would buy back the pump and motor that they sold the City and installed on the well leased by the City from the General Petroleum Corp. at ten percent less than the City had paid. Mr Harmon stating that the motor and pump was of no use to the City as the well it had been bought for had been abanded, and that he recommended the sale of said pump and motor. t~Thereupon it was moved by Councillman Penrod second by Councilman Yarborough that the Council sell the pump and motor to the Peerless Welding and Rlachine Co: of Corona as recommended by Mr. Harmon, which motion was carried by the following vote. Tarpley Yes Councilman Yarborough Street Commissioner reports~on the stripby Masonie Hall that had been under consideration for a parking lot, stating that it could only be had for a year at a time, after some discussion the matter was dropped as not practicable, Thereupon the Clerk read the claim of Sophie Vengarick for damages caused b~~ her falling on the sidewalk in front of Irvin Court owned by Cresswell Bath House. Whereupon it was moved by Councilman Yarborough second by Councilman Hudson that the claim o£ Sophie Vengarick be rejected by the Council, wtLich motion was carried by the following .vote. Tarpley Yes Thereupon the Clerk read a letter from the Chamber of Commerce they sugges 1 to the Cotmcil that all monies derived from the sale of City Property be put in a special fund for the use of improveing the Civic center only. This letter ordered f by Mayor Tarpley orith the consent of the Council. Thereupon the Clerk read a letter from Herb Seal asking for the use of City Property to hold Evangelistic Meeting during 'i'ebruary and March 1949. Clerk instructed to write said party and find out more details on request such as exact date & etc. Thereupon the Clerk read Ordinance No. 300 for its second reading, an Ordin- ance changing the width of East Graham Ave. £or a distance of 250 feet northerly from Main Street. Yarborough Yes Absent None Mayor Tarpley Thereupon the Clerk read Ordinance No. 301 £or its farst reading, an Ordin- ance establishing 15 minute zones on East Graham both sides for a distance o£ 250 feet northerly from Main Street, and two 15 minute zones on Main Street in front of Theater and Elsinore Furniture Store, also making alley one way only between Graham and Peck S hereupon it was moved by Councilman Penrod second by Councilman Yarborough that Ordinance No. 301 be passed to its second reading, which motion was carried by the following vote. Tarpley Yes Thereupon the Clerk read Resolution No. 5k7, a Resolution requesting the County Clerk for 8 copies of the indexes for the January 4, 1949, City Election. whereupon it was moved by Councilman Hudson, second by Councilman Yarborough that Resolution No. 5k7 be passed and adopted as read, which motion was carried by the following vote. Tarpley Yes Thereupon the Clerk read a letter from City Attorney Best in regards to the proposed Calling o£ an Election for Bonds for a Secaer Disposal Plant, stating that the cost for drawing up of said papers would be approximately X450.00 also stating that maintenance expense could not be included. Whereupon it was moved by Councilman Penrod second by Councilman Yarborough that Attorney Best be contacted again for more information on the subject before the Council took any action, which motion was carried by the following vote. Tarpley Yes At this time Mayor Tarpley called the newly appointed members of the Board of Examiners and Appeal, Jack Coxon, Z^1.GJ.H. Deach, Marshall Moore, John Wattson and Robert Claxton to the Floor, he then gave them the oath of their office. Mr. Trueitt at this time informed the Council that the City dump needed push- ing back with a dozer, this bringing up a general discussion on the City Dump. Fencing of the present dump to keep burning papers from blowing into residential distri and causing a fire hazzard. No action by the Council except that the matter of a new - location for-the City dump be referred-to the-Planning-Commission for recommendation as to best plan. Mayor Tarpley reported that the gas heater in police office had burnt out and that he had a small electric heater in their office for a trv out. Whereupon it was moved by Councilman Hudson second by Councilman Penrod that 1~Iayor be authorized to get aheater for Police Office, one satisfactory to the Poli ,, which motion upon vote was carried. Chas. Conklin reported to the Council that the flag pole on Hampton Hill was bad shape and could fall down an hurt any one that happened to be there at time of lline. Mrs. Karas made a complaint to the Council that she had been forced to move a from parkway br the Building Inspector and others still had signs in parkways, was med that they eaere all being removed as fast as they could be notified. ?hereupon it was moved by Councilman Penrod second by Councilman Yarborough the report o£ the City water and license Clerk be accepted as read on Nov. 8th, 1 ng and ordered filed, which motion upon vote was carried. Whereupon it was moved by Councilman Yarborough second by Councilman Penrod that the report of the City Treasurer and City Clerk be accepted as audited on Nov. 8, 1948 and ordered filed, which motion upon vote was carried. Whereupon it was moved by Councilman Yarborough second by Councilman Penrod the City Clerk order signs as needed for the 15 minute parking zones, which motion vote was carried. Whereupon it was moved by Councilman Penrod second by Councilman Yarborough the bills be allowed as audited by auditing committee and Clerk instructed to is nts for same, which motion upon vote was carried. Whereupon it was moved by Councilman Yarborough second by Councilman Penrod a City Iamit sign be put up near the bridge at the Easterly City Limits, sign to ed in City Limits and not on State Highway Property, which motion upon vote was Mrs. Kewish of the Wreden Hotel at thS.s time requested of the Council that tY. name of Borter be removed ffirom the Bridgo License issued to Kewish &Borter as she was uying out Borter's interest. Whereupon it was moved by Councilman Hudson second by Councilman Yarborough that the request of Mrs. Kewish be granted and that duplicate license be issued to Mrs. Kewish, which motion was carried by the following vote.
