A regular meeting of the City Council of the City of Elsinore was held on the above date, The meeting was called to order at the hour of 7:30 P.M, with Mayor Tarpley in the chair. Councilman: T.J. Hudson, Fred Penrod, T.R. Yarborough and Mayor Tarpley answer roll call. Thereupon the Clerk read the minutes of the October 25th, 1948 meeting and ther being no errors or ommissions were approved as read. Thereupon the Clerk read a petition which had been signed by at least 240 names for the City Council to adopt an Ordinance prohibiting all games of chance etc. and repeal Ordinance No. 292 or call an election on the matter. Thereupon the Clerk read Resolution No. 545 a Resolution Consolidating the Election for vote on petition on ordinance prohibiting certain games with the special election called for by Resolution No. 544 being the calling of a special election for a Councilman to fill the vacant seat left by the resignation of Wm. R. Morton. trlhereupon it was moved by Councilman Hudson second by Counci]man Yarborough Resolution No. 545 be passed and adopted as read, which moti:,n was carried by the following vote. Councilman Hudson Yes " " Penrod Yes Noes None " " Yarborough Yes Absent None Mayor - Tarpley Thereupon the Clerk read Ordinance No. 299 for its second reading, an Ordinance establishing fire zones one, two and three in the City of Elsinore and describing the bounderies of said zones, also showing a map which shows the official bounderies of said zones, said map being a part of Ordinance No. 299. ?Thereupon it was moved by Councilman Yarborough second by Councilman Penrod tha Ordinance No. 299 be passed and adopted as read and the Clerk instructed to have same published once in the Elsinore Leader Press, which motion was carried by the following vote, Councilman Hudson Yes " Penrod Yes Noes None " - Yarborough Yes Absent None Ma$~or" Tarpley Yes Thereupon the Clerk read Ordinance No. 300 for its first reading an Ordinance amending Ordinance No. 21, causing the change in the width of East Graham Ave. and sidealks on said East Graham Ave., for a distance of 250 feet Easterly from the East line of Main Street. Whereupon it was moved by Councilman Yarborough second by Councilman Penrod that Ordinance No. 300 be passed to its second reading, which motion arras carried by the following vote. Thereupon the Clerk read the Following report from the Planning Commission; We the Members of the Elsinore Planning Commission hereby tender our resignations as members of the Elsinore Planning Commission, said resignation to take effect at the pleasure of the City Council. Passed by unanimous vote of the Planning Commission. whereupon it was moved by Councilman Yarborough second by Councilman Hudson that the resignation of the members of the Planning Commission as a whole be accepted by the City Council, which motion was carried by the following vote. Councilman Hudson Yes " " Penrod Yes Noes None " Yarborough Yes Abserit None Mayor Tarpley Yes Thereupon the Mayor Appointed the following named men to replace the resigned members of the Planning Commission. R. Claxton, Jack Coxon, Samuel Farber, Neal Lansing and D.R. Crane. Whereupon it was moved by Councilman Hudson second by Councilman Yarborough the men appointed by Mayor Tarpley to the Planning Conaaission be accepted by the Council, which motion was carried by the following vote. Councilman Hudson Yes " " Penrod Yes Noes None " " Yarborough Yes Absent None Mayor Tarpley Yes Thereupon Mayor Tarpley gave the oath of office to R. Claxton, Jack Coxon, and D.R. Crane, the other twg members being absnet to be given the oath at their first meeting on the 18th of November. Morris Lutin owner of the Ambassador Hotel, at this time asked the City Council that he would like to transfer his Bridgo and Card License to Mr. Phillip Kiralla and Lewis A. Simon, they to pay the regular license fee, and he to Forfeit what he had paid. Thereupon the Clerk read the application of Kiralla and Simon for a Bridgo Li and referance from different Venice firms. whereupon it was moved by Councilman Hudson second by Councilman Yarborough t the request of Kiralla and Simon for a Bridgo and Card License at 160-164 South Main Street, Ambassador Hotel be granted, which motion was carried by the following vote. Tarpley Yes whereupon it was moved by Councilman Hudson. second by Councilman Yarborough the Bridgo and card licence granted to Morris Lutin at Ambassador Hotel be canceled as he requested, which motion upon vote was carried. [nhereupon it was moved by Councilman Yarborough second by Councilman Penrod tha the curbs at the following locations be painted as follows, Dr. Ryden, White, Dr. Baer White, Mortuary, Green, Elsinore Theatre, Green. Paint a green space in front of Elsinore Furniture store and remove the red from in front of Elsinore Plumbing Shop Y `III a MINUTE RECORD OF REGULAR P~ETIPdG CITY COUNCIL CITY OF ELSINORE SHEET #3 MEETING HELD ON THE 8th DAY OF November 1~,8 which motion upon vote was carried. Inspector Di Giacomo reported to the Council that Mr. Sapin owner of the Plaza block was planning on building at that location and would put in a new sidewalk if the City would establish a grade between Healdaand Peck Streets on Main Street and the Cit pay for putting in the curb. No action on this by Council until he was ready to start improvements. Whereupon it was moved by Councilman Yarborough second by Councilman Penrod th; the Clerk write Mr. Sapin and inform him that the Council would establish a grade and pay for curb for said property at the time a building permit was issued for the im- provements planned, which motion was carried by the Following vote, Councilman Hudson Yes " " Penrod Yes Noes None n n Yarborough Yes. Absent None Mayor Tarpley Yes Thereupon the Clerk read Resolution No. 546, a resolution selling to Mr. J.D. Conley lots 21,22, and 23 in B1QCk 86 for the building o£ a foundry for the sum of $300.00 and authorizing the Mayor and City Clerk to execute a deed and deliver sane to said J.D. Conley, Whereupon it was moved by Councilman Yarborough second by Councilman Hudson t Resolution No. 546 be passed and adopted as read, which motion upon vote was carried by the following vote. Councilman Hudson Yes " " Penrod Yes Noes None Yarborough Yes Absent None Mayor Tarpley yes Mrs. Saplin then took the floor and made a complaint to the Council that she had gotten a building permit from former inspector Meyer and when the present inspector made a inspection had made her pay an additional fee of $30.00 which she did not think was fair. hir. Parks of the Elsinore Photo Shop reported to the Council that the law was not being inforced when it came to transiet photographers coming in and taking pic- tures without a City License. Thereupon the Clerk read Ordinance No. 301 an Ordinance amending and adding to Ordinance No. 268, making the alley between East Graham Ave, and East Peck Street a one way Alley north bound only and fifteen minute parking zone on the South side of East Graham Ave, for 150 feet easterly from Main Street. Whereupon it was moved by Councilman Yarborough second by Councilman Penrod that Ordihance No. 301 be passed to its second reading, which motion upon vote was carried by the following vote, Councilman Hudson Yes Penrod Yes Noes None " " Yarborough Yes Absent None Mayor Tarpley Yes MrHUTE RECORD OF REGULAR MEETING CITY COUNCIL CITY OF ELSINORE SHEET #4 MEETZIYG HELD OH THE ${,h DRY OF November Is 48 Mayor Tarpley reported that members of the Council had met with representatives of the Santa Fe Railroad that they would pave 9 1~2 feet of the right away on Spring Street if the City would estaj~lish the grade-and put in two feet pavement and a red curb on the east side. More on this project when the men here that day reported to their company and got their report. Building Inspector recommended to the City Council that a Board of Examiners and appeal be appointed as outlined in section 204 of the Building Code adopted by the City. Whereupon it was moved by Councilman Yarborough second by Councilman Hudson tha a board of examiners and appeal be appointed which motion upon vote was carried. Thereupon Mayer Tarpley appointed the following men as members of said Board of Examiners and appeal W.?~T.H. Beach, hYr. Watson of Howards Electrical Shop, Jack Coxon, R. Claxton, and Marshall Moore, These members to serve at the pleasure of the Mayor. Tnrnereupon it was moved by Councilman Hudson second by Councilman Yarborough bha' the appointments of the board of examiners and appeal as appointed by Mayor Tarpley be accepted by the Council, Which motion upon vote was carried. Whereupon it was moved by Councilman Penrod sec and by Councilman Hudson that the sum of X15.00 be refunded to Mrs. Ida Saplin on overpayment for bu~.lding permit, which motion upon vote was carried. Whereupon it was moved by Councilman Penrod second by Councilman Hudson that t Clerk be instructed to write all persons doing public accounting and bookkeeping that they came under the City Business License Ordinance and would have to pay a City License, w}iich-motion upon vote was carried. Whereupon it was moved by Councilman Penrod second by Councilman Yarborough that the bills be allowed as audited by the auditing committee and clerk instructed to issue warrants for same, which motion upon vote was carried. Whereupon it was moved by Councilman Hudson second bFr Councilman Yarborough that the meeting adjourn to meet again at the regular time and place on November 22, 1948, which motion upon vote was carried. ~ ice. /~__'!9/
