A regular meeting of the City Council of the City of Elsinore was held on th above date. The meeting was called to order at the hour of 7:30 P.M. with Mayor Tarpley in the chair. Councilman: T.J Hudson, Fred Penrod, T.R. Yarborough and Mavor Tarpley answer roll call. Thereupon the Clerk read the minutes of the adjourned meeting held on the 18th day of October, 1948 and there being no,.'errors or omissions were approved as read Thereupon the Clerk read Ordinance No. 298 for its second reading, an Ordinance amending Ordinance No. 292, abolishing the limit on number licenses. Whereupon it was moved by Councilman Yarborough second by Councilman Penrod that Ordinance No. 298 be passed and adopted as read and clerk instructed to have same published once in the Elsinore Leader Press, which motion was carried by the following vote, Councilman Hudson Yes " " Penrod Yes Noes .None " Yarborough Yes Absent None Mayor Tarpley Yes Thereupon the clerk read a reco=mmendation from the Planning Commission that the Council grant the Post Office Dept, a permit to erect a sign in front of new Post Office. This to be a neon sign with[ workds POST OFFICE and an arrow. Whereupon it was moved by Councilman Penrod second by Councilman. Yarborough that the Council authorize the Building Inspector to issue a permit without charge to the Post Office Dept. for sign as requested, which motion was carried by the following vote. Councilman Hudson Yes " " Penrod Yes Noes None " " Yarborough Yea Absent None Mayor Tarpley Yes Thereupon the clerk read a recommendation from"the Plannirsg Commission that the City Street gutters be cleaned out with City Equipment before the winter rains set in. Whereupon it was moved by Councilman Hudson second by Counci]aan Penrod that Councilman Yarborough Street Commissioner make a survey of what streets needed cleanin, so as storm water would drain off, which motion upon vote was carried. Mr. Harmon reported that if the City Tractor was to be used it would need some repairs as it was in bad shape. Whereupon it was moved by Councilman Yarborough second by Councilman Hudson that the Maintenance Supt. be authorized to have the City Tractor repaired as needed, which motion upon vote wqs carried. Thereupon the Clerk read a Recommendation from the Planning Commission that the Council appoint the Mayor as a committee of one to personally contact Mr. Smith Supt. of the Santa Fe Railroad in regards to the paving over the tracts on Spring St. MINUTE RECORD OF REGULAR MEETING CITY COUNCIL CITY OF ELSINORE SHEET #2 MEETING HELD 077 THE 25th DAY OF October 1948. This being under the work of the Street Department, Mayor Tarpley appointed Councilman Yarborough Street Commissioner to contact Mr. Smith and find out just what was being done about said paving of spring Street over track rightaway. Whereupon it was moved by Councilman Hudson second by Councilman Penrod that an illuminated sign be placed at the end of Sulphur Street and Railroad Rightaway so as to keep cars from going over tracks by the street department, which motion upon vote was carried. .~._._ Thereupon the Clerk read a report from the Planning Commission stating that the Council was bypassing the recomendations of the Commission and not letting the Commission first consider matters that were Planning Commission duties. This being so especially to the sale of Park Property on West Graham Ave., which had been under a master plan by the Commission. __.._...u~.W ,,,n...~..,..~..,:.,.... The City Clerk at this time reported to the Council that as the Council did not appoint a successor to Wm. Roy Morton resigned, in the thirty days .allowed they would have to call a special election for the purpose of electing a Councilman. Whereupon it was moved by Councilman Yarborough second by Councilman Penrod that the Council set January 4th, 1949 as the date fora special election for the electing of a Councilman, which motion upon vote was carried. Whereupon it was moved by Councilman Yarborough .second by Councilman Hudson that two .polling places be designated for the Election, the City Hall and the Women's Club House, four members on each election board and the pay each the sum of ten dolla for their services, which motion wupon vote was carried. Thereupon the clerk read Resolution No. 544 a resolution setting the date f a special election, stating the persons to serve on the two election boards and their pay. Whereupon it was moved by Councilman Yarborough second by Councilman Hudson that Resolution No. 544 be passed and adopted as read,. which motion was carried by the following vote. Noes None " " Yarborough Yes Absent None Mayor Tarpley Yes :~Therenpon it was moved by Councilman Penrod second by Councilman Yarborough that the City Clerk be authorized to buy Election Supplies as needed for the Special Election, which motion upon vote was carried. Thereupon the Clerk read Ordinance No. 299 an Ordinance creating three .fire Zones within the City. This Ordinance having been read at the October 11th meeting and tabled for study by the Council. Whereupon it was moved by Councilman Yarborough second by Councilman Penrod that Ordinance No. 299 be passed to its second reading, which motion was carried by the following vote. Councilman Hudson Yes " " Penrod Yes Noes None " " Yarborough Yes Absent None rrr~rvTE AscoRD of REGULAR MEETING CITY COUNCIL: CITY OF ELSINORE SHEET #3 MEETr1YG HELD ON THE 25th DAY OF October 19 y.8 Thereupon Counci]man Yarborough reported that he had made a trip to Ios Angeles to investigate the Foundry that had asked for a location in Elsinore. He stated that from what he had found out he would recosvnend that the City sell them a location in Elsinore for said foundry. Whereupon it was moved by Councilman Yarborough second by Councilman Hudson that Mr. J.D. Conley of the General Foundry Co. be granted a six month option on City Property located on Minthorn Street just west of Riley Street and the Attorney author- ized to draw up the proper papers which motion was carried by the following vote. Councilman Hudson Yes " " Penrod Yes Noes None " " Yarborough Yes Absent None Mayor Tarpley Yes Mr. Harmon, Maintenance Supt. reported that they had found the street light wiring in bad condition on East Graham Ave. where .the Street was being widened. Suggesting that it be put in a conduit and not left bare as before. Whereupon it was moved by Councilman Yarborough second by Councilman Hudson that the Street Dept. be authorized to have new wiring put in also buy pipe for said wiring on East Graham where Street was being widened, which motion upon vote was carr Whereupon it was moved by Councilman Penrod second by Councilman Yarborough that Mr. Harmon Maintenance Supt. be granted a two week vacation and to take it when he could best leave without causing a hardship on the department, which motion upon vote was carried. Mr. Francis Bulot at this time was called on and he explained in detail what had been done up to this date on the proposed sewer disposal project. He having been contact with the State Department of Public Health and the surveys had all been O.K. by that Department as to the disposal plant. But it had been suggested that sewers would have to be installed in the near future in the City where there were no sewers at this time. He showing the Council maps of the proposed disposal plant. No action taken by the Council on this matter at this time. Whereupon it was moved by Councilman Hudson second by Coi~ncilaan Yarborough that the Police Dept. be authorized to buy flares as requested, which motion upon vote was carried. Thereupon it was moved by Councilman Penrod second by Councilman Yarborough that the bills be allowed as audited by the auditing committee and the Clerk instruct to issue warrents for same, which motion upon vote was carried. Whereupon it was moved by Councilman Yarborough second by Counci]man Hudson that the meeting adjourn to meet again on Monday November 8th, 1948 at the regular ti and place, which motion upon vote was carried. yor City C--
