MEETING HELD ON THE 11th DAY OF October Is 4g
A regular meeting of the City Council of the City of Elsinore was held on the
above date. The meeting vaas called to order at the hour of 7:30 P.A4. -with Nlayor J.A.
Tarplev in the chair.
Councilman: T.J. P.udson, Fred Penrod, Thomas .Yarborough and iiayor J.A. 'Parpley
answer roll call
Thereupon the Glerk read the minutes of the September 27th meeting and the
minutes of the adjourned meeting of October 4th and were approved as corrected.
Thereupon the Clerk read a letter from Sgt. Barber asking for his annual vacation
to start on October 1$th for two weeks.
;Thereupon it was moved by Councilman Hudson second by Councilman Yenord that the
request of Sgt. Farber be grznted, vr~ich motion upon vote was carried.
Alhereupon it was moved bar Councilman Hudson second by Councilman Penrod that no
one be hired to act as desk Sgt. while SgY,. Barber is on vaction, which motion upon
vote was carried.
Thereupon the Clerk read a letter from I~ir. L.S. Burnham asking permission to remo e
four trees from in front of his property, he to replace said trees within the year.
rllrereupdn it was moved by Councilman Penrod second by Councilman Hudson that the
request of I~ir. L.E. Burnham be granted, which motion upon vote was carried.
Thereupon the Clerk read a letter from A4r. Piscitello asking that he be made a
special police officer for 12-20 canteen dances. Hr. Bauer former special officer for
said dances having resigned.
Thereupon it was moved by Councilman Hudson second by Councilman Yarborough that
A4r. Piscitello he made a special officer, which motion upon vote was carried.
Thereupon the Clerk read the resignation of Air. Frank Thomson as City C,arbage
Collector as of October lst, 194$.
6~Ihereupon it was moved by Councilman Yarborough second by Councilman Penrod that
the resignation of P1r. Thomson be accepted, which motion upbh vote was carried.
hir. Frank Lucking was called on at this time and again explained to the Council
the change over of the power transformers and some charge in rates, they to make the
change of transformers and pay the City ;156.00 £or the City owned equipment.
l^Thereupon it was moved by Councilman Hudson second by Councilman Yarborough that
the City accept the offer of the Power Co. to make the changes and pay the City X156.

Whereupon it was moved bz= Councilman Penrod second by Councilman Hudson that the
Power Co. be authorized to service the ornamental street lights at a cost to City of
fifteen cents per light each month, City to furnish light bulbs, which motion upon
vote was carried.
Thereupon the Clerk read Resolution PIo. 537, a Resolution authorizing the Power
to install two street lights, one at Lookout and Flint and one in front of Church at
30$ h. Kellogg St.

Resolution Pdo. 537 be passed and adopted as read, which motion. upon vote was carried.

Ms. Samuel Farber be appointed to.:fill the vacancy on the City Council, caused by
resignation of ',aNn. Roy Morton, which motion fai.led.to carry by the following vote.

Claxton be appointed to fill the vacancy on the City Council, caused by resignation
of idm. Roy Morton, which motion failed to carry by the following vote,

^lhereupon the Clerk read applications for license for Bridgo in accordance with
Ordinance No. 292 from the following, Koffman and Leven of Los Angeles, Morris Lutin
of the Ambassador Hotel, Elsinore, Brock & Brovm of Elsinore and PIr. Bortee of the
Gdreden hotel, Elsinore.

Koffman and Leven be granted a Bridgo License, which motion was carried by the £o
vote.

Morris Lutin of the Ambassador Hotel be granted a Bridgo License, which motion was

what action had been taken on Ordinance No. 295 be declared null aril void, this
Ordinance having had its first reading to change some of the rates on business licens
vrhich motion was carried by the following vote.

Thereupon the Clerk read Resolution No. 538 a resolution employing ~'dilliam Brown
as Garbage Collector and setting garbage collection fee at "300.00 per month.

Resolution No. 535 be passed and adopted as read, which motion was carried by the
following vote.

^l hereupon the Cleric read Ordinance No. 294 for its second reading, it beina_, an
Ordinance adopting 1945 edition of the Uniform Plumbing Code.
I,tihereupon it was moved by Councilman Penrod second by Councilman Hudson that
Ordinance No. 294 be passed and adopted as read and Clerk instructed to have same
published once in the Elsinore Leader Press, which motion was carried by the foil
vote.

Thereupon the Clerk read Ordinance No. 296 for its first reading, it being an
Ordinance to make soliciting at the bus depot and three hundred feet therefrom a mis-
demeanor.

Ordinance No. 296 be passed to its second reading, which motion was carried by the

Thereupon the Clerk read Ordinance No. 7_97 for its first reading it being an
Ordinance to establish three fire zones in the City of Elsinore and setting the
bounderies of said zones.
;~Itrereupon it was moved by Councilman Yarborough second by Councilman Penrod that
any action on Ordinance P1o. 297 be tabled till next regular rneeting for more study as
to bounderies by the Council, which motion upon vote was carried.
Thereupon the Cleric read Resolution No. S39 a Resolution transferring X600.00 fr
the water fund to the Yark Fund.
thereupon it was rnoved by Councilrian Yarborough second by Councilman Hudson that
Resolution P7o. 539 be passed and adopted as read, which motion was carried by the
following vote.

P-ir. Geo. Heckman at this time asked the Council regarding the Police llept. takin
in and putting out each day the traffic sallies at the Crammer School, he stating tha
he understood this was to be done but hadn~t been done.
Whereupon it was rrioved by Councilman Yarborough second by Councilman Penrod that
the Police Dept. be instructed to take said sallies and place them in the proper plac
each morning and take off each evening, which motion upon vote was carried.
ldhereunon it was moved by Councilman Yarborough second by Councilman Penrod that
the alleys between Prospect and Peck Street east of P4ain Street and between Sulpher
and Peck Streets west of P4ain Street be declared ore wa;r Alleys vrith traffic North
bound and Attorney instructed to draw up an amendment to present traffic ordinance to
take care of same, which motion upon vote was carried.
whereupon it was moved by Councilman Hud^,on second by Councilman Penrod Ghat the
request of 1~Sr. E,D, Patterson be granted for a six month option on City property fron
ing on Graham Ave., said property being 300 feet frontage ahd 150 deep between Riley
and Langstaff Streets. A deposit of 4$500.00 to be paid, also all said property to
be built on, which motion upon vote was carried.
Whereupon it was moved by Councilman Yarborough second by Councilman Hudson that
the report of the City Plater and License Clerk be accepted as read and ordered filed,
which motion upon vote was carried. ,
^dereupon it was moved by Councilman Yarborough second by Councilman Penrod that
the report of the Cit,- Treasurer and City Clerk be accepted as audited by Committee
and ordered filed, which motion upon vote was carried.
itrereupon it eras -coved by Councilman Penrod second by Councilman Yarborough that
the bills be allowed as audited by auditing Comruittee and Clerk instructed to issue
warrents for same, which motion upon vote was ce?rried.

meeting adjourn till I^ionda;~ October 18th to meet as an adjourned meeting at the regal
time and place, which motion upon vote was carried.
