A reo tar meeting of the Elsinore City Council was held on the above date.
^1he meeting was called to order at the hour of 7:30 P.M, with ASayor Tarpley in the chaff
Councilman: T.J. Hudson, Fred Penrod, Thomas Yarborough and Niayor Tarpley

Thereupon the Clerk read the minutes of the September 13th meeting and there

Thereupon the Clerk read a letter from Mr. Earl Medlicott offering to sell
ty his property known as the Elsinore Air Port southeast of the City. There being

Thereupon the Clerk read a letter from the division of hlighways granting

Thereupon the Clerk read a letter from the Riverside Co. Health and Tubercul-
sis Assn asking for permission o£ the City Council to park their mobil. chest X-ray

Thereupon the Clerk read Resolution No. 534, a Resolution appointing Earl

Councilman Yarborough reported that a change was being made. in the Garbage

Thereupon the Cleric read Ordinance No. 294 for its fist reading, it being an

Thereupon the Clerk read Ordinance No. 295 an Ordinance amending parts of
ce No. 267 and 274, (Business License Ordinance) and explaining to the Council
for said changes. This subject brought up a number of remarks both by the

Mrs. ?iku.teside County Nurse was called on at this time, she in turn introduce
Nlrs. Ramsey of the Riverside County Health Department. Mrs. Ramsey then explained to
the Council and those present the operation of a Health center that they planned to
have in Elsinore. The County would pay all costs with the exception of the building
and utilities for same. She was asked questions which were answered to satisfaction to
all present.
Councilman Hudson then reports that he had investigation different buildings
in the City that could be rented fora Health center office. The one best suited at
the present being located on South Spring Street just South of the Shell service statio '
owned by Hugh bJalker and could be rented £or thirty dollars per month.

T~Thereupon it was moved by Councilman Penrod second by Councilman Yarborough
that the Clerk be authorized to enter into an agreement with Mr. 3dalker to rent said
building to be used as a health center office; which motion upon vote was carried.
Mrs. Elsie Nashida at this time asked the Council for the use of the G.P. Co
well that was under lease to the City. They were drilling a new well and would be out
o£ water for about two months while drillings they would furnish their own pump and
leave everything in good shape after they were done with it.
The Council informed her that they vrould give her an answer at a latter date
as the lease tiaould have to be checked first, but if the lease did permit such action
by the Council she was assured of the use of said well.
Mr. J. Tavis asked the Council to try and do something about the knats that
were very bad all over the valley. Stated that he thought it was caused from fish bein,
buried too shallow. The Council told him they knew of the condition and that the Clerk
had been instructed to call the County Health Department and see what could be done.
Suggestions were made as to spraying the lakeshore with a plane.
Whereupon it was moved by Councilman Penrod second by Councilman Yarborough

Thereupon the Clerk read the recommendations to the Council from the Planning
mission, being recommendations for the establishment of a grade on Lindsay Street an
adoption of afire zone Ordinance in accordance with the building code being used

Building Inspector John Di Giacomo reported on signs, sign Ordinance and
Ordinance No. 236 and suggested to the Council that some changes be made in both
ces as parts of said Ordinances were hard to °ollow and were out of date, with t

Whereupon it was moved by Councilman Penrod second by Councilman•Yarborough
