"SERVICE"1yiE FORM 972 RTRNCpRC MINYT6 RECD RC A reo tar meeting of the Elsinore City Council was held on the above date. ^1he meeting was called to order at the hour of 7:30 P.M, with ASayor Tarpley in the chaff Councilman: T.J. Hudson, Fred Penrod, Thomas Yarborough and Niayor Tarpley roll call. ;Tm. Morton, resigned position vacant. Thereupon the Clerk read the minutes of the September 13th meeting and there rro errors or omissions were approved as read. Thereupon the Clerk read a letter from Mr. Earl Medlicott offering to sell ty his property known as the Elsinore Air Port southeast of the City. There being ter wells on said propert~T one of which would produce fifty inches or more, also ildinps that could be used for maintenance shops. His price to the City being £?35 thd~kght that the wells alone would be worth that to the City. Thereupon the Clerk read a letter from the division of hlighways granting thority for the City to establish`-a taxi cab stand at Northwest corner of S•~ain and aham Aves. Also read Ordinance IQo. 293 £or its second reading, an Ordinance creating Taxi cab stand at above rnerrtioned corner. l=thereupon it eras moved by Councilman Yarborough second by Councilman Hudson at Ordinance PIo. 293 be passed and adopted as read and Clerk instructed to have same blished once in the Elsinore Leader Press, which motion was carried by the follomdng te. Health and Tubercul- sis Assn asking for permission o£ the City Council to park their mobil. chest X-ray nit on PJlain Street near Graham Ave. on October 5th between the hour of ~~00 and 5:00 P ?Thereupon it eras moved by Councilman Hudson second by Councilman Penrod that request of the County Health and Tuberculosis Assn be granted, which motion upon was carried. Thereupon the Clerk read Resolution No. 532, a Resolution declar;5ng the posi Police 0£ficer No. 3 (Irving Abets) vacant. ?^Thereupon it was moved by Councilman Hudson second by Councilman Penrod that 1`Io. 5~~e passed and adopted as read, which motion upon vote was carried. Thereupon the Cleric read Ordinance No. 294 for its fist reading, it being an rdinance adopting the 1948 edition of the ~destern Plumbing Officials Plumbing Code and epealinn all. other Ordinances in conflict thereof. This subject brought up a number of remarks both by the and the Genergl Public present as to suggested changes and the license rate £ee 'Thereupon it was moved by Councilman Hudson, second by Councilman Yarbcrough that Ordinance No. 295 be passed to its second reading as changed, changes having been read to the satisfaction of the Council, which motion was carried by the following vote Councilman Hudson Yes ~~ ~~ Penrod Yes Absent None ~~ ~~ Yarborough Yes Noes None Mayor Tarpley Yes Mrs. ?iku.teside County Nurse was called on at this time, she in turn introduce Nlrs. Ramsey of the Riverside County Health Department. Mrs. Ramsey then explained to the Council and those present the operation of a Health center that they planned to have in Elsinore. The County would pay all costs with the exception of the building and utilities for same. She was asked questions which were answered to satisfaction to all present. Councilman Hudson then reports that he had investigation different buildings in the City that could be rented fora Health center office. The one best suited at the present being located on South Spring Street just South of the Shell service statio ' owned by Hugh bJalker and could be rented £or thirty dollars per month. r MINUTE RECORD OF REGULAR MEETING ELSIP~dORE CITY COUNCIL SHEET #3 MEETING HELD Oh[ THE 27th DAY OF September rs 48 T~Thereupon it was moved by Councilman Penrod second by Councilman Yarborough that the Clerk be authorized to enter into an agreement with Mr. 3dalker to rent said building to be used as a health center office; which motion upon vote was carried. Mrs. Elsie Nashida at this time asked the Council for the use of the G.P. Co well that was under lease to the City. They were drilling a new well and would be out o£ water for about two months while drillings they would furnish their own pump and leave everything in good shape after they were done with it. The Council informed her that they vrould give her an answer at a latter date as the lease tiaould have to be checked first, but if the lease did permit such action by the Council she was assured of the use of said well. Mr. J. Tavis asked the Council to try and do something about the knats that were very bad all over the valley. Stated that he thought it was caused from fish bein, buried too shallow. The Council told him they knew of the condition and that the Clerk had been instructed to call the County Health Department and see what could be done. Suggestions were made as to spraying the lakeshore with a plane. Whereupon it was moved by Councilman Penrod second by Councilman Yarborough t the Street Department be authorized to make repairs at the 6+1est end o£ Pottery St. needed. This Street having been lowered and left the curb and walk, upoin the air, ch motion upon vote was carried. Whereupon it was moved by Councilman Yarborough second by Councilman Hudson t Cit7 Engineer Crane be authorized to establish a grade and draw a prolile for dsay Street between Heald Ave. and Sumner Street so as the Street could be lowered requested the Grammar School, which motion upon vote was carried. Thereupon the Clerk read the recommendations to the Council from the Planning mission, being recommendations for the establishment of a grade on Lindsay Street an adoption of afire zone Ordinance in accordance with the building code being used the City. ?Jhereupon it was moved by Councilman Yarborough second by Councilman Penrod the Clerk be instructed to have the City Attorney draw up an Ordinance establish e fire zones within the City usin,^, the boundaries as suggested by the Planning fission, which motion upon vote was carried. \ Building Inspector John Di Giacomo reported on signs, sign Ordinance and Ordinance No. 236 and suggested to the Council that some changes be made in both ces as parts of said Ordinances were hard to °ollow and were out of date, with t types of improvements. Whereupon it was moved by Councilman Penrod second by Councilman•Yarborough t the bills be allowed as audited by the auditing committee and Clerk instructed to ue warrents for same, which motion upon vote was carried. ~dhereupon it was moved by Councilman Penrod second by Councilman Yarborough the meeting ~.djourn to meet again on Tuesday September the 28th at the regular t. place as an adjourned meeting, which motion upon vote was carried.
