The meeting was called to order at the hour of x:30 P.M. with acting Mayor T.~. Hudson in the chair. Councilman: Idm. Morton, Fred Penrod, ^t. Yarborough and acting Mayor T.J. answer roll call, T4ayor J.A. Tarpley absent. Thereupon the clerk read the minutes of the Aub st 9th, 194$ meeting-and there being no errors or ommissions were approved as read. Thereupon the clerk read Ordinance No. 291 for its second reading, an ordinane setting the amount of money to be raised by taxation to carry on the various department of the Cit<, and to pay off;inbonded.debtitnes. t~lliereupon it was moved b~* Councilman Yarborough second by Councilman Morton that Ordinance No. 291 be passed and adopted as read and Clerk instructed to publish same once in the Elsinore Leader Press, vrhich motion was carried by the following vote. Councilman Morton Yes " " Penrod Yes Noes None " " Yarborough Yes Absent One Acting Mayor Hudson Councilman Yarborough, Street Commissioner reported that he had been given a fair price on grading north end of Spring Street as requested by Mr. Green of the Frey Ranch, this would include an oil top. Whereupon it was moved by Councilman Morton second b~T Councilman Penrod that Councilman Yarborough Street Commmissioner be authorized to have said pork done on North Spring Street, approximately 470 feet North of P4inthorn, which. motion upon vote was carried. Councilman Penrod, Water and Fire Corunissioner reported that March Field had some fire h;*drants for sale at about half of regular price, Mr. Harmon Maintenance Supt t~ras instructed to investigate and report back to council. ''"` I~ Thereupon the Clerk read a lease between the Temescal `4ater Co. and the Cit~> o ~I~'lsinore, leasing to the City their water well located in the San Jacinto river bed for ~a period of 15 ~~ears £or .?1.00 including an easement across their property for a pipe- line . __._- i ~I Thereupon the Clerk read Resolution No. 528, a Resolution authorizing the Acting Ma;,tor and Citp Clerk to sign said lease between Temescal ?dater Co. and City. Thereupon it was moved by Councilman Yarborough second by Councilman Penrod that Resolution No. 928 be passed and adopted as read, which motion was carried by the following vote. Ordinance for one way alley IIi1n Business district be adopted. iii, Whereupon it was moved by Councilman Penrod second by Councilman Yarbornugh th Clerk contact the Division of Highways for their permission to install said signs to paint cross walk, which motion upcin vote was carried. ?nhereupon it was moved by Councilman Yarborough second by Counci~an Morton a siren be purchased for the new Police car as requested by the Police Dept. which on upon vote was carried. ~~ ;-dhereupon it was moved bg Councilman Penrod second by Councilman Yarborough ,that the one caay alley question be tabled, which motion upon vote was carried. i Thereupon the Clerk read Resolution No. 529, a Resolution accepting an agree- ment with the Division of Highways for the expending of X2,200.00 of gasoline tax money for the maintenance of Major and secondary Streets within the City of lilsinore during the fiscal year l9l+g-k9• whereupoh it was moved by Councilman Penrod second by Councilman Yarborough (that Resolution Rro. 5z9 be passed. and adopted as read, which motion upon vote was (carried. ~ Thereupon the Clerk read Resolution No. 530, a Resolution transfering_383.00 from the General Fund to the Park Fund, this amount rightfully belonging in the Park Fund. 6hereupon it was moved by Councilman Penrod second by Councilman Morton that Resolution No. 530 be passed and ~.dopted as read, which motion upon vote was carried. ~~ Thereupon the Clerk read a claim of Sophie Venerick stating she wanted to be ireimbursed for Doctor bills caused from a fall on sidewalk in Front of Irwin Apts. Main eland Franklin Streets. This claim ordered turned over to Insurance Co. I` III ?thereupon it was moved by Councilman Penrod second by CounGS;lman Morton that ;Councilman Yarborough Street Commissioner be authorized to have the Maintenance Dept. remove the two trees from in front of the offices of the Leader Press and Justice Court; (which motion was carried by the following vote. Acting Mayor T.J. Hudson asked at this time for remarks from those present on is Ordinance, (Council Chamber was packed to capasity) representatives of the Ministe ion of the City were present and protested very much against-this Ordinance legalizin, idgo stating that it would have a tendancy to bring in undesirable people, was econo- cally unsound, morally unsound and that they would do everything in their power to ep it £rom becoming a law. Mr. Coffman, Mr. Hunt of the Chamber of Commerce, Mr. Conklin and others spoke Yavor of said Ordinance, stating that it would make a plade of entertainment which not available now and would in no way bring in undesirable people as this game was played in many cities in the State and in the East.
