SFRVICC 8 F 6TAN ORRO MIN YTE RECORD A regular meeting of the City Council of the City o£ Elsinore was (held on the above date. The meeting was called to order at the hour of 7:30 P.M, with ~iacting Mayor T.J. Hudson in the chair. I Couneillnan: Wm. Morton, Fred Penrod, Thomas Yarborough and acting ~) ~~Mayor T.J. Hudson answer roll call, Mayor Tarpley abseht. l~ Thereupon the Clerk. read the minutes of the July 12th, 1948 meeting jand there being no errors or ommissions were approved as read, iii Thereupon the-Clerk read Ordinance No. 289 for its second and final reading, an ordinance amending Ordinance No. 236 rezoning Graham Ave. for restricted business as far west as Lihdsay Street. Whereupon it was moved by Councilman Yarborough second by Councilman Penrod that Ordinance No. 289 be passed and adopted as read and Clerk instructed to hav same published once in the Elsinore Leader Press, which motion was carried by the follo~ ing vote. Councilman Morton Yes ~~ ~~ _Penrod Yes Noes None " Yarborough Yes x Absent One Acting Mayor Hudson Yes Thereupon the Clerk read a letter from the State Controllers office regards to the annual Street Report to said office, this being something new in orts that had been passed by the State Legislature in the past year. The letter ing that the City Council appoint some Gity official to make said report. Thereupon the Clerk read Resolution No. 525 a Resolution designating City Clerk as the proper official to make out the annual Street Report to the Offie the State Controller. Whereupon it was moved by Councilman Morton second by Councilman that Resolution No. 525 be passed and adopted as read, which motion,. upon vote wa Thereupon the Clerk read Ordinance No. .290 an Ordinance creating a r Council in the City of Elsinore as authorized by Resolution No. 510 passed and on the 14th day of June 1948• Whereupon it was moved by Councilman Yarborough second by Councilman rod that Ordinance No. 290 be passed to its second reading, vlnich motion was carried the follawing vote. Councilman Morton Yes " " Penrod Yes Noes None " " Yarborough Yes Absent One Acting Mayor Hudson Yes Councilman Morton, Park Commissioner reported that the Park needed feet of garden hose so as to do more watering during the dry season.. Whereupon it was moved by Councilman Penrod second ba Councilman Hugh that the Park Commissioner be authorized to purchase fifty feet of garden which motion upon vote was carried. DAY OF July Z9 4g Thereupon the Clerk reported recorsnendations to the City Council from the Planning Commission as follows; Ammend traffic ordinance to make all alleys in business district one way alleys, travel to be north. Whereupon it was moved by Councilman Yarborough second by Councilman Morton that the police investigate one way alleys and. if they recommend same the Clerk draw up the proper amendment to present to the Qity Council for passage, which motion upon vote was carried. Recommended two parking spaces in front of Post Office for 15 minute parking 24 hours each day instead of onl~~ during the day time so as to give people a chance to park at night to pick up mail Whereupon it was moved by Councilman Yarborough second by Councilman Penrod that Police Dept. investigate and if Ordinance gives them the authority to change lsaid parking to do so, which motion upon vote was carried. ~' Recommended that the Planning Commission be allowed to inspect plans jand specifications for all buildings and alterations before permits were issued. Attor~ 'Gediman gives his version on the subject and after some discussion the following motion ~~was made. Whereupon it was moved by Councilman Yarborough second by Councilman Penrod that this matter be tabled until the next regular meeting giving all members of the Council time to look into the legal points on the question, which motion upon vote (was carried. ii Mr. Mc Kenzie principal o£ the Elsinore Union Grammar School asked the Council regarding the lowering o£ Lindsay Street in front o£ School Property, ex- plaining what the School was doing in their present building program. i Whereupon it was moved by Councilman Yarborough second by Councilman Penrod that this matter be referred back to the Planning Commission for investigation, (which motion upon vote was carried. Thereupon the Clerk read a report submitted by Engineer Francis Bulo Engineer in charge of proposed sewerage disposal plant improvements and other sewer improvement within the City, no action other than ordering same filed. I Thereupon the Clerk read the resignation of A,A, Colyar Building, _' !Plumbing and Electrical Inspector for the City o£ Elsinore, resignation effective July 31, 1948. I! ~rlhereupon it was moved by Councilman Yarborough second b;r Councilman (Morton that the resignation of Mr. A.A.
