A regular meeting of the City Council of the City of Elsinore was held on
the above date. The meeting was called to order at the hour. of 7:30 P.DS, with Mayor
Tarpley in the chair.
Councilman: T.J. Hudson,. Wm. R. Morton, Fred Penrod, Thomas Yarborough and
Mayor Tarpley answer roll call. -
Thereupon the clerk read the minutes of the adjourned meeting of June 21st
and there being no ommissions or errors were approved as read.
Thereupon the clerk read a letter from the Fire Department regarding taking
the resuscitatitor out of the city limits, which practice had been ordered discontinued
by the City Council.
Fire Chief Brady being present spoke on the subject ar~d stated that he thou
they s hould be allowed to go out side City Limits in case of a drs~Hming. Was told by
ithe Council that the ruling of the Council of a thirty day limit had not been changed.
~ Mr. Harmon City Maintenance Supt. asked the Council to sell or loan him a
motor owned by the City which was not in use and could not be used by the City.
Whereupon it was moved by Councilman Penrod second by Councilman Yarborough
that the motor be loaned to N1r. Harmon for his present emergency, and to find out a
(fair price £or same in case the city cared to sell it, which motion upon vote was
;carried.
I Whereupon it was moved by Councilman Yarborough second b~= Councilman Penrod
~~,that a notice be published in the local newspaper asking all property owners to clean
jup their property of grass, weeds and rubbish which were a fire hazzard and looked
',unsightly, this to be done within thirty days or Ordinance No. 172 would be enforced
which motion upon vote was carried.
Calendar No. 1^~. This being the time and place fora public hearing on the
proposed rezoning of Lots 1,2,3,20,21,22,23,40,41,42,43,44 and 61 of Elsinore Heights
Unit No. 5, City of Elsinore, the City Clerk reported that notice of said hearing had
bean published in the Elsinore Leader Press on June 17, 1948.
Thereupon Mayor Tarpley asked if there were any present-who wished to object
to said rezoning. There being none the Clerk read Ordinance No. 267 for its first
Reading.
Whereupon it was moved key Councilman Yarborough second by Councilmani Morton
that Ordinance No. 267 be passed to its second reading. Which motion was carridd by
the following note.

thereof, recommending tha£ said Ordinance be amended as follows:
To provide for anew subsection to be added to Section 1 of said Ordinance,
to provide that the following described property should be placed in Zone B 1-A:
That portion oP the City of Elsinore,. described as follows:
Coam:eneing at the intersection of the westerly line'of Poe
Street with the southerly city limits of said City; thence.
northerly along the westerly line of Poe Street and said
westerly line extended to a point 120 feet southerly from
the southerly line of Graham Avenue; thence easterly on a
line parallel with the southerly line of Graham Avenue and distant
120 feet therefrom to the westerly line of Langstaff Street;
thence northerly along the westerly line of Langstaff Street
to a point 165 feet north of the northerly line of Graham
Avenue; thence westerly on a line parallel with the northerly
line of Graham Avenue and distant 165 feet northerly therefrom
to the center line of Lindsay Street; thence southerly along
the center line of .Lindsay Street to its intersection with
center line of Lakeshore Drive; thence westerly along the
center line o£ Lakeshore Drive to the easterly line of IAt 19,
Block 8 of Lakeshore Drive Addition extended northerly; thence
southerly along the easterly line of said Lot 19, Block 8 and
Lot 19, Block 7 in said Lakeshore Drive Addition to the southerly
city limits; thence easterly along the southerly city limits to
the point of beginning; and
That said property fie removed from Zones R-1 and R-3; and that said
Ordinance be further amended by adding a section to be number$d 92, reading as follows:
Section 92: In retail districts of Z one B 1-A, no building
structure or premises shall be erected, constructed, altered
or maintained except as provided in Section 17, which shall be
used or designed for any purpose other than a use permitted in
Zones Rl, R2, R3, and C, or for a store or shop to conduct a
retail selling business, office, dank, laboratory, theatr®,
place of amusement, park, dance hall, restaurant, :newspaper
printing office, photo gallery, barber or beauty shop, real estate
broker's office, bath house, sTrim_ming pool, hotel, motel, auth
court or professional offices was received.
Whereupon it was moved by Councilman Hudson second by Councilman Morton
that the reeomendation of the Planning Go~ission be accepted and that a public heari~
before the City Council of the City of Elsinore on said matter be set for Monday July
12, 1948 at the hour of 8:00 o'clock P.M. which motion was carried by the following
vote.

Chief of Police R.G. Copeland being present asked the Council regarding the
beach situation and was told it was being taken care of. Also recommended to the
~~Couneil the purchase of extra radio equipment.

Ithe Police Dept. be authorized to purchase an extra receiver for the .Police car radio
at a approximate cost o£ ~p103.00 which motion upon vote was carried.

the City Clerk be instructed to adv@rtise for bids for a new police car, present car
Abe traded in. Bids to be opened on Monday.Ju3y 12, 19k8 at the hour of 8:00 o'clock
I,iP.M. which motion upon vote was carried.
Thereupon the clerk read the resignation of Building Inspector Wm. Meyer
effective July 1, 194H.
Whereupon it was moved by Councilman Penrod second by Councilman Hudson that
the resignation of i~Tm. Meyer be accepted with regrets and that he be given a weeks
vacation with pay, which motion upon vote was carried.
Thereupon the Clerk read Resolution No. 520, a resolution employing A.A.
Colyar as Building Inspector at a salary of X75.00 per month not to be increased for at
least three months.
Whereupon it was moved by Councilman Morton second by Councilman Penrod that
Resolution N 520 be passed and adopted as read, which motion was carried by the

Thereupon the clerk read a request from Mrs. Gertrude Henderson asking that
the west 110 feet of Library Street be closed.
Whereupon it was moved by Councilman Hudson second by Councilman Morton tha'
the requeat of Mrs. Henderson be tabled untill such a time. as the Council Found out he
reasons for requested closing, which motion upon vote was carried.
Thereupon the clerk read a request of the St. Frances Parish for the closin,
of an alley on their property in Block 11 City of Elsinore.
Thereupon the clerk read Ordinance No. 288 an ordinance declaring the Counc:
intention to vacate the following Alley located in the city of Elsinore, to-wit:

~I Elsinore, County of Riverside State of California as shown i.n Map Book 6
~ Page 302 thereof San Diego County Record thence N 710 30' 30" W 150::0-feet
along the southerly line of said Lot 5 to a point: Thence S 180 29' 30"
15 feet. Thence s 710 30~ 30" E 150 feet. Thence N 18° 29~ 30" E 15 feet

thereupon it was moved by Councilman Yarborough second by Councilman Penrod
that Ordinance No. 288 be passed to its second reading, which motion was carried by
the following vote.

City Treasurer H.C. Scott being present asked the City Council for a leave c
(labsence from. the State from July 15, 1948 to September 15, 1948•
Whereupon it was moved by Councilman Penrod second by Councilman Yarborough
that the request of City Treasurer H.C. Scott be granted., which motion upon vote was
il':earried.
Mayor Tarpley reported t':~:at he.had contacted the Power Co. regarding higher
voltage lights throughout the entire street light system and could be done at a small
additional cost.
Pdhereupon it was moved by Councilman Penrod second by Counei]man Merton that
the Street Light ~estion be tabled which motion upon vote was carried.
Thereupon the clerk read Resolution No. 521, a resolution authorizing the
City Treasurer H.C. Scott to mail in to Treasurery Dept. the Series G. bonds held by
City for payment to City. 1}
Whereupon it was moved by Councilman Penrod second by/Councilman Yarborough
that Resolution No. 521 be passed and adopted as read, which motion was carried by the
following vote.

Mr. Kolkey of the Hal Construction Go. asked the Council regarding the layin
of a sewer line in alley back of City Hall, stating that they would pay $500,00 towards
the installation. cost, approx. cost being $600.00
Whereupon it was moved by Councilmah Hudson second by Councilman Yarbough
that Mr. .Kolkey+s offer be accepted by the City, which motion upon vote was carried.
Councilman Hudson Police Commissioner brings up the matter of Police salarie
saying that the two new officers had been informed that they would get a raise after th
first thirty days, although the plicy of the Council was not to give raises for the
first ninety days.
Whereupon it was moved by Councilman Hftdson second by Councilman Morton that
Police officers, Abel and Bittle salaries be increased from ~17~.OO dollars per month
to X185.00 dollars per month, which motion was carried by the following vote.

Whereupon it was moved by Councilman Penrod second by Councilman Yarborough
that the City Water Clerk be authorized to employ extra office help up to $85.00 per

month, which motion upon vote was carried.
Whereupon it was moved by Councilman Penrod second by Councilman Yarborough
that the bills be allowed as audited by the.additing Committee and clerk instructed to
issue warrents for same which motion upon vote was carried.

the meeting adjourn to meet again on Monday July 12, 1948 at the regular time and place
