MEETING HELD ON THE 24th DAY OF TQay 19 24
A regular meeting o£ the City Council of the City of Elsinore was held on the
above date. The meeting was called to order at the hour of 7:30 P.M. with Mayor
Tarpley in the chair.
Courici]man; Thomas Hudson, ~Jm. Morton, Fred Penrod, TI-iomas Yarborough and Mayor
Tarpley answer roll call.
Thereupon the Clerk read the minutes of the May 10th, 1948 meeting and there
being no errors or ommissions were approved as read.
Thereupon the Clerk read a letter from the 12-20 Canteen Club asking that the
City Council lease them City property For a Club House.
'udhhereupon it was moved by Councilman Penrod second by Councilman Morton that th
request of the 12-20 Canteen Club be tabled,vhich motion upon vote was carried.
Thereupon the Cleric read a recommendation from the Chief of Police that the cur
east of the A11e~* by Post Office be painted ,*ellow and signs posted no parking between
6 A.Ni. and 6 P.A'I.
ti~dhereupon it was moved bar Councilman Hudson second by Councilman Yarborough tha
the recommendation of the Chief of Police be accepted and the Clerk authorized to order
signs, which motion upon vote was carried.
Thereupon the Clerk read a recommendation of the Planning Commission that the
streets be opened up in the district bounded b~* Heald Ave. Chaney St. Pottery St. and
Silver St. inhere being no objections this matter oras tabled.
Thereupon the Clerk read a recommendation from the Planning Commission that the
Citt~ Council request o£ the Public Utilities Commission the installing crossings across
the~Santa Fe Railway tracks on Avenue 10 and 12 Elsinore Heights Unit Dlo. 5.
Plhereupon ;t was moved by Councilman Penrod second bzr Councilman Yarborough
that the Clerk be authorized to send a request to the Conunission for said crossings,
which motion upon vote was carried.
Mr, Ellsvrorth Brady Fire Chief was called on at this time and suggested that an
Ordinance be drawn up regulating incinerators in the City. Asked to be allowed to sell
some used hose that could not be used any more by the Department. Also explained
regarding a County Co-ordinating Program, where the departments of the Cities and State
rr^ire Organiz~.tions could help each other out in emergencies.
Shereupon it .vas moved by Councilman Penrod second by Councilman Hudson that th
Fire Chief be authorized to sell the hose for the sum of 4710.00, which motion upon vote
was carried.
?dhereupon it was moved by Councilinan Penrod second by Councilman Hudson that th

subject and report same back to the Cit~* Council, vrhich motion upon vote was carried.
Thereupon the Clerk reada recommendation From the Planning Commission, that th
Cit;r Council enforce City Ordinances regarding people living in trailers other than in
trailer camps, also a number of fire hazzards that were not being enforced.
P~:r. Harve~r:Living in the Elsinore Heights district asked that water be piped to
his place. Mr. Harmon irlater Supt. explained the pipe situation and that about 1800 ft.

Planning Commission Calendar Aro. 12
A tentative report of the Planning Commission recommending the rezoning of Lo
1,2,3,20,21,22,23,40,41,42,43,44 and 61 of Elsinore Heights Unit No. 5 City of Elsino
b~= removing the same from a "R3" zone and placing sane in a "B1" zone together r2th a
request for an order fixing the time for hearing before the Planning Commission and
specify*ing the notice to be given thereof was received.
GJhereupon it was moved by Councilman Penrod second by Councilman Hudson that t.
time for hearing said matter be set for Thursday June lObki, 1948 at 8:00 P.M. and that
notice of said hearing be given by posting the same ;n the front window of the City
Hall in the Cit~r of Elsinore at least ten days before the date of said. hearing, which
motion was carried by the following vote.

Thereupon the clerk read Resolution No. 508 a Resolution setting the general
prevailing rate of per diem wages in the Cit;,* of Elsinore for the repair of City res
Thereupon it was moved by Councilman Penrod second by Councilman Morton that
Resolution No. 508 be passed and adopted as read, which motion was carried"by the

Alhereupon it was moved by Counci]man Penrod second by Councilman Morton that
D.R. Crane, City Engineer be authorized to draw up bid form and specifications for the
proposed repair of City Reservoir, which motion upon vote was carried.
Thereupon the Clerk read Ordinance No. 286 an Ordinance to cause all places
facing streets, alleys etc. to be numbers according to map on file in the office ofi
City Clerk.

that Ordinance No. 286 be passed and adopted and the Clerk instructed to have same
published once in the Elsinore Leader Press, which motion was carried by the following
vote.

Air. Hensley called on and he requested the City Council to open up the Street
~ I to his property on North Lowell Street.
Thereupon it was moved by Councilman Yarborough second by Councilman Morton I

I Councilman Morton Park Commissioner be authorized to see about garbage .cans on beach I
' ias suggested by Mr. Thomas Wilson and purchase same if he could find cans suitable for
purpose, which motion upon vote was carried. ii j
~~ ilk Thereupon James Truiett City Street. Sweeper asked the Council for a two weeks
j (vacation on pay starting June 1, 1948, stating he had been employed by the City for
(over one year. j

i ~~that the request of Mr. Truiett be granted and Street Commissioner Yarborough to get ~
~, Ia man to work two weeks in l~s. Truietts absence, which motion upon vote was carried. ~

Building Inspector Meyer reported parties living in tent in restricted zone,
was instructed to inforce Ordinance taking care of siad matter. Mr. Meyer also asked
;that he be paid mileage or get a raise ;n Salary, this matter tabled.

j D4r. Hunt of the Chamber of Commerce proposed to the Council the leasing by the
City of City Beach property for consessions and showed a proposed blueprint of build-
ings. This matter referred back to Planning Commission.

j that the City rent equipment from Dean Fletcher also useing his operators on City Pay
~IRoll, to surface streets under State Highway Project No. 9, if it met the approval of
lI i,the Division of Highways, which motion upon vote was carried.

{ UThereupon it was moved by Councilman Hudson second by Councilman Yarborough
that Mr. Rossen be appointed as a special police officer and issued a badge, which
~ motion upon vote was carried.

between the hours of 11:00 A.hi. and 12:00 noon on June 20,27 and July 11, 1948, which
motion upon vote was carried.
