A reb lar meeting of the City Council of the City of Elsinore was held on the above date. The meeting was called to order at the hour of q:30 P,M. with Mayor Tarpley in the chair. Councilman: Thomas I-Iudson, i^Lm. ?Morton, Fred Penrod, Thomas Yarborough, and Mayor Tarpley answer roll call. Thereupon the clerk read the minutes of the April 26th, 1948 meeting and there being no errors or ommissions were approved as read. Thereupon the clerk read the folloi~ring letters, letter from Elsinore Union Grammar School asking that a strip between the present blacktopald the curb be black- topped. Latter from E.H. Leonard asking that a hill on the parkway by his property be excavated. This turned over to Councilman Yarborough Street Commissioner. I~s. Harmon, 1`Iaintenance Supt. at this time reported to the Council that the General Petroleum well was in production but the water was very not and that there were some complaints. Recommended the repair of the high reservoir so as to have more storage. 6~ihereupon it was moved by Councilman Penrod second by Councilman Hudson that the clerk be authorized to advertise for bids for the repair of the high reservoir, bids to be opened at 8:00 P.P4. June 14, 1948, which motion upon vote was .carried. Pdhereupon it oras moved by Councilman Penrod second by Councilman Morton that the Maintenance Supt. be authorized to put a building over the pump that had just been installed on the General Petroleum well, which motion upon vote was carried. 6.Ihereupon it was moved b~* Councilman Yarborough second by Councilman Penrod that 1000 letter heads as per sample be ordered from the Lakeside Press,vhich motion upon vote was carried. Thereupon the clerk read resolution IQo. 502 a resolution appointing Irving Abel as a member of the Police Dept. Whereupon it =aas moved by Councilman Hudson second by Councilman Plorton that Resolution No. 502 be passed and adopted as read, which motion was carried by the follovn_ng vote. Thereupon the clerk read Resolution No. 50k, a resolution authorizing the City ^,'.ea,.,, ±o determine the amounts to be paid emplotrees from the various funds relating to the;r departments. :whereupon it was moved b;,r Councilman Yarborough second 'oy Councilman Morton that Resolution No. 50t: be passed and adopted as read, which motion was carried by the following vote, Councilman Hudson Yes " Morton Yes Noes None Penrod Yes " Yarborough Yes Absent None j~a~ror Tarpley Yes Thereupon the Clerk read Resolution No. 505, a resolution authorizing the hia~*or and Cit~r Clerk to enter into an agreement with the Calif. Electric Power Co. to furnish lights for the rest rooms at Dtorth Park. 4~Ihereupon it was moved by Councilman Yarborough second by Councilman Penrod that Resolution j1o. 505 be passed and adopted as read, which motion wqs carried by the following vote. Crane, City Engineer to draw up a map in book form for the proper numbering o£ houses in the City. thereupon it was moved bar Councilman Morton second by Councilman Yarborough that Resolution D;o. 506 be passed and adopted as read which motion was carried by the following vote. Councilman Hudson that Ordinance No. 286 be passed to its second reading, which motion was carried by the folloiring vote. Councilman Hudson Yes ~' Morton Yes Noes None ~' Penrod Yes ~' Yarborough Yes Absent None P4ayor Tarpley Yes Councilman Yarborough, Street Commissioner reports the condition of some of the Cit;,> Streets, Alleys, Parkway=s and City Dump, recomended some repairs where funds were available. ^:rereupon it vras moved by Councilman Hudson second by Councilman Penrod that Councilman Yarborough Street Commissioner be authorized to have City Dump worked on with the bulldozer, also to have sore street patching done and paint .and repair the railing on the bridge on Graham near Riley, :ehich motion upon vote was carried. PSr. Thomson, Garbage Collector at this time asked the Council regarding his being retained as the Garbage Collector, as he ~-ras considering the purchase of new equipment. ?~Ihereupon it was moved by Councilman Yarborough second b~= Councilman Penrod that as Mr. Thomsonrs services as Garbage Collector were satisfactory that he be retained as the Cit;;= Garbage Collector at his present salary, which motion upon vote was carried. i°Iereupon ;t was rnoved by Councilman Yarborough second by Councilman Penrod that Tir. Truiett Street Sweeper be allowed twenty=-five gallons of gasoline and one gallon oil per month for use in his pickup where he was useing said car for City= purposes, which motion upon vote was carried. Thereupon Mr. Farber local real estate broker reported to the Council that he was reopening a sub-division in the Elsinore Heights district and. would like the streets opened. Being willing to pay all expenses for same if the City would furnish eouipment, tractor and grader. iThereupon it was moved by Councilman Yarborough second by Councilman Penrod that the Council grant the use of City equipment £or grading streets, to PZr. Farber, he to use the regular operator that had been operating equipment for the City, which motion upon vote was carried. Mr. ?`4onahan a member of the Elsinore Summer Recreation Program Committee asked the Council regarding the use of ball park under the same program as was had in the past summer program. Also asking financial aid from the City. No action on this matter. Bids for the furnishing the City gasoline £or the coming year that were r at the April 26th meeting as advertised, but the accepting of one tabled until this meeting was brough up, azid said bids reread. iThereupon it was moved by Councilman Penrod second by Councilman Yarborough ;a „r n~hA,-+. Whereupon it was moved by Councilman Yarborough second by Councilman Penrod that the Police Dept. be notified that the Cit~r Prismners were not to be allowed over seventy-five cents for any one meal, which motion .upon vote was carried. whereupon it was moved by Councilman Penrod second by Councilman Hudson that Mayor Tarpley be granted permission to move the City Ha11 flag pole from its present location to the center of the building, which motion upon vote was carried. Whereupon it was moved by Councilman Yarborough second by Councilman Hudson that Mr. Thomson Garbage Collector be allowed to buy gasoline used in his truck while picking up garbage within the City from the City at cost, which motion upon vote was carried. Thereupon the Clerk read Resolution Pdo. 507, a Resolution authorizing the transfer of X67.55 from the General Fund. to the 1938 Improvement Fund. ?dereupon it was moved by Councilman Penrod second by Councilman Yarborough that Resolution No. 507 be passed and adopted as read, which motion was carried by the following vote.
