SUBJECT: DESIGN OF CITY OF LAKE ELSINORE SIGN TO BE
INSTALLED ON NEW 7- ELEVEN CONVENIENCE STORE'S
FREEWAY PYLON SIGN AT 515 N. MAIN STREET
Background
At its regular meeting on June 18, 2013, the Planning Commission considered
Commercial Design Review No. 2013 -02 and Conditional Use Permit No. 2013 -
regarding the construction of a new 7- Eleven convenience store at 515 N. Main Street.
The proposed 7- Eleven was approved by the City Council on July 9, 2013.
As part of the project's signage, the applicant proposed updating the freeway pylon sign
by replacing the old round sign with a round sign featuring the 7- Eleven logo. Space
was also provided on the pylon sign for a separate "City of Lake Elsinore Historic
Downtown" sign. There was much discussion regarding this sign at both the Planning
Commission and the City Council. As a result, the City Council adopted Condition of
Approval No. 21 which states:
21. No individual signs are approved as part of this approval. The applicant or
designee shall submit an application for a sign permit, pay appropriate fees and
obtain approval from the Community Development Department for any sign
installed at the project site. All signs shall generally conform with the signage
shown on the approved floor plans and elevations and shall incorporate the
following changes:
• The "City of Lake Elsinore Historic Downtown" sign located on the existing
freeway pylon sign shall be redesigned by the City with final approval by
the Planning Commission. The applicant shall without charge to the City

provide space on the existing freeway pylon sign as depicted by the
placeholder "City of Lake Elsinore Downtown Historic District" sign and
shall provide electrical conduit to and utilities for such "City of Lake
Elsinore Historic Downtown" sign. The rights and responsibilities of the
applicant and the City as to the design, fabrication, installation,
maintenance, repair and utility costs shall be set forth in a License
Agreement to be prepared by the City Attorney and approved by the City
Council. The license agreement shall incorporate the following provisions:
(a) the "City of Lake Elsinore Historic District" or alternate City
identification sign shall be designed and fabricated by the City; (b) 7-
Eleven or successor -in- interest shall provide airspace, access, conduits,
and electricity for the sign; and (c). 7- Eleven or successor -in- interest shall
install and maintain said sign and be responsible for obtaining any
required permits.

On November 19, 2013, the City entered into a Professional Services Agreement with
The Bloomfield Group, Inc. to develop and refine a final design for a 2 -sided illuminated
sign to be mounted beneath the new 7- Eleven sign located at Main Street and Interstate
15. George Bloomfield helped the City develop its City Identity Standards Guide which
were implemented in 2008.
Last week, City staff meet with Mr. Bloomfield and several stakeholders to share
concerns and creative suggestions. The attached draft sign designs were developed
using the suggestions discussed at the meeting. They are also consistent with those
City's identity standards.
Pursuant to Condition of Approval No. 21, the "The `City of Lake Elsinore Historic
Downtown' sign located on the existing freeway pylon sign shall be redesigned by the
City with final approval by the Planning Commission. The draft sign designs prepared
by The Bloomfield Group are being presented to the Planning Commission for the
Commission's consideration and approval.
License Agreement
Condition of Approval No. 21 also requires that a License Agreement is to be prepared
by the City Attorney regarding the rights and responsibilities of 7- Eleven and the City
regarding the City Sign that will be installed on the freeway pylon sign. The Planning
Commission's preferred option will be made an attachment to that agreement. The City
Council will consider approval of the agreement on December 10, 2013.

Recommendation
It is recommended that the Planning Commission review the draft designs for the City of
Lake Elsinore sign and select the preferred option.
