MEETING HELD ON THE 26th DAY OF April Is 4$
A regular meeting of the City Council of the City of Elsinore was held on the
above date, The meeting was called to order at the hour of 7:30 P,M. with Nayor J.A.
Tarpley in the chair.
Councilman: T.J. Hudson, i^Sm. R. Morton, Fred E. Penrod, Thomas R. Yarborough
and Mayor J.A. Tarpley answer roll call.
Thereupon the clerk read the minutes of the adjourned meeting of April 20th,
194$ and there being no errors or ommissions were approved as read.
Thereupon Mayor Tarpley appointed Councilman T.J. Hudson as acting Mayor to
act when he was unable to be present.
thereupon it was moved by Councilman Yarborough second by Councilman Morton
that said appointment be accepted by the City Council, which motion upon vote was
carried.
Thereupon Mayor Tarpley appointed Councilman Hudson and Councilman Morton on
the Auditing Committe also appointed City Engineer D.R. Crane and City Clerk Paul
Kuenzli as Ex-officio members of the Planning Commission and asked that he be accepted
as Committee man in charge of City Hall Ordinances and Finance.
Whereupon it was moved by Councilman Hudson second by Councilman Morton that
the above appointments made by Mayor Tarple;,r be accepted by the Council, v~nich motion
upon vote was carried,
Thereupon the clerk read the resignation of La Verne Heersema member o£ the
City Police Department.
6inereupon it was moved by Councilman Hudson second by Councilman Yarborough
that the resignation of Officer Heersema be accepted, which motion upon vote was
carried.
4hereupon it was moved by Councilman Hudson second by Councilman Yarborough
hat John Mc Gregor be appointed for a two week period to replace Officer Heersema on
he Police Dept,, which motion was carried by the following vote.

Councilman Yarborough reported that he had been informed that there were a
number of dead trees in parkways in different parts o£ the City tivhich he had not had
time to investigate but would do so and report at next regular meeting.
Mayor Tarpley reported that he had been informed that the Council table
could be extended ~o as to make more room, also stated that new Council chairs should
be purchased.
Whereupon it was moved by Councilman Hudson second by Councilman Yarborough
that t4ayor Tarpley investigate the cost of extending table and cost of chairs and re-
port back at next regular meeting, which motion upon vote was carried.

Councilman Morton, Park Commissioner reports that new garbage cans are neede
at the Park, also stated that large rubbish cans should be placed on the City Beach so
it could be hauled away by Garbage Dept. Stated that a number of floodlights at the
Ball Park were burnt out and would have to be renewed.
Whereupon it was moved by Councilman Penrod second by Councilman Yarborough
that the Park Commissioner be authorized to purchase the garbage can for the park and
have the burnt out lights replaced at the ball parks also to investigate regarding
rubbish can at Cite beach and report back at next regular meeting.
Thereupon Building Inspector ~~Tm. Meyer asked thB. City Council to pay member-
ship dues in the 4destern Plumbing Officials Assn. at a cost of twenty-five dollars
per year. This membership would intitle the Cit~r to receive information on new plumbi.
latias and other valuable information from time to time.
Whereupon it was moved by Councilman Yarborough second by Councilman Hudson
that the Cit?r become a member of said Assn. and a warrent in the amount of twenty-
five dollars authorized, which motion upon vote was carried.
This being the time and place as advertised to open bids for the purchase of
gasoline for the coming year starting May 16th, the Clerk opened and read the followin
bids.

'~dhereupon it was moved by Councilman Hudson second by Councilman Morton that
the accepting of one of the Gasoline bids be tabled until next regular meeting, which ~~
motion upon vote was carried.
Whereupon it was moved by Councilman Penrod second by Councilman Morton that
the first day of each month be declared as the date to issue monthly warrents to all
City employees employed as full time, (regular) employees, which motion upon vote was
carried.
Thereupon the Clerk read a letter from the Department of Health regarding
issuing of a permit to Phil Wagner for use of Sewer Farm.
Whereupon it was moved by Councilman Penrod second by Councilman Yarborough
that the above letter be tabled and the clerk instructed to write to Dept. of Health
asking their representative to meet with the City Council at which time the Sewer Farm
question would be brought up, which motion upon vote was carried.
i^Jhereupon it was moved by Councilman Yarborough second by Councilman Penrod
that the Clerk be authorized to purchase stationery wit Ys the names o£ the new Council
with the advise o£ Councilman Hudson, which motion upon vote was carried.
Whereupon it was moved by Councilman Penrod second by Councilman Hudson th
the Clerk be authorized to have the City Attorney draw up an Ordinance pertaining to
numbering of the houses within the City of Elsinore, which motion upon vote was carri
Thereupon the Clerk read a letter from the Calif. Electric Power Co. in
regards to their Franchise, inclosing a check for X270.33.

Whereupon it was moved by Councilman Penrod second by Councilman Yarborough
that the letter be filed and the check accepted and clerk instructed to credit the pr
fund with same, which motion upon vote was carried.
Thereupon Commander Robertson of the Local Legion Post took the floor and
asked the City Council to form a civilian disaster relief program and adopt a resolu
and ordinance covering by insurance without cost to the City. Proposed forms that
Commander Robertson had being turned over to Deputy City Attorney Gediman to draw up
in proper form.
Mr. Tavis being present asked the City Council for perriiission to use the
City Park for a political meeting.

that said permission be granted, which motion upon vote was carried.
~4hereupon it was moved by Councilman Penrod second by Councilman Yarborough
that as the City Ball Park needed leveling before the ball season started Councilman
Morton Park Commissioner be authorized to have this work done with City equipment and
?+Im. Gettemy and Carl Torbett as operators of said equipment, which motion upon vote
was carried.
Whereupon it was moved by Counci~man Penrod second by Councilman Yarborough
that the bills be allowed as audited by auditing committee and clerk instructed to
issue warrents £or same, which motion upon vote was carried.
Whereupon it was moved by Councilman Hudson second by Councilman Yarborough
that the meeting adjourn to meet again on Monday May 10, 1948 at the regular time and
place, which. motion upon vote was carried.
