The meeting was called to order at the hour o£ 7:30 P.M. with Mayor Smith in the chair. Councilman: John Allen, Leslie Aerrifield, I.A. Tarpley, Fred Stokes and Mayor 'd.P. Smith anskrer roll call, Thereupon the clerk read the minutes of the April 12th meeting and there being no errors or ommissions were approved as read. This being the time fixed by law for canvassing the returns of the General Municipal Election, held on Tuesday April 13th, 194a in the City of Elsinore, the City Council proceeded to canvass said Election, and submitted the fo]lowing report relative thereto:- That the whole number of votes cast in said General Municipal Election was Eight Hundred and Sixty-eight (a6a). Votes £or said measure 281 Votes against said measure 417 ?n~hereupon it was moved by Councilman Merrifield second by Councilman Stokes that the tabulation be accepted as read and the persons with the largest number of votes be declared. elected, which motion upon vote was carried. The retiring Councilman then adjourned sine die and the new officers took charge of their respective offices, then the £ollowing proceedings wereheld. Councilman: F9illiam Morton, Fred Penrod, Thomas Hudson, J.A. Tarpley and Thomas Yarborough answered mll call. ~~Ihereupon it was moved by Councilman Tarpley second by Councilman Yar that Councilman Hudson be appointed temporary chairman, which motion was carried by following vote. Councilman Morton Yes ++ Penrod Yew Noes None ++ Hudson Yes ++ Tarpley Yes Absent None ~+ Yarborough Yes Thereupon temporary Chairman takes the chair and entertains a motion for the appointment of a permanent chairman, (D4ayor). Whereupon it was moved by Councilman Morton second by Councilman Penrod that Councilman J.A. Tarpley be appointed a permanent chairman (Mayor) of the City Council of the City of Elsinore, which motion was carried by the .following vote. Councilman Morton Yes ++ Penrod Yes Noes None ++ Hudson Yes ++ Tarpley Yes Absent None ++ Yarborough Yes At this time Harold Robertson, Commander of the local Post of the Ameri Legion took the floor and formerly presented to the City Council a flag, staff and standard on behalf o£ John Allen outgoing Councilman. Thereupon it was moved by Councilman Hudson second by Councilman Yarborough that Commander Robertson be asked to properly distroy the old flag, which motion upon vote was carried. Whereupon it was moved by Councilman Hudson second by Councilman Penrod that a flag salute be given at the opening of all meetings, which motion upon vote was carried. Mayor Tarpley at this time appointed the following Committeeman to have charge of the various departments, Councilman Hudson, Police Conunissioner _ Councilman Yarborough, Street Councilman Morton, Park Commissioner @ommissioner Councilman Penrod, Ldater & Fire Commissioner Councilman Morton and Hudson, Auditing Committee ~4ayor Tarpley, City Hall & Ordinances. MIhTUTE RECORD OF MEET7IYG HELD 01Y THE SHEET # 3 ... !. 20th DRY oF_ April Is 48 Whereupon it was moved by Councilman Yarborough second by Councilman Penrod that the committees for the various departments appointed by the Mayor be accepted, which motion upon vote was carried. Whereupon it was moved by Councilman Penrod second by Councilman Hudson that all City Employees be retained at their present salaries until further action by the City Council, which motion upon vote was carried. Thereupon the clerk read the resignation. of D.R. Crane from a member of the Planning Commission. ~4hereupon it was moved by Councilman Hudson second by Councilman Yarboro that the resignation of Mr. Crane be accepted with regrets, which motion upon vote was carried. Thereupon Mayor Tarpley appointed the following as members of the Plannir Commission, replacing expired terms and resignations. Joseph Tavis £or four year term, Samuel Farber for a four year term. Jack Coxon for a one year term and Mayor Tarpley for a one year term. ?dhereupon it was moved by Councilman Penrod second by Councilman Morton that the appointments on the planning commission made by P4ayor Tarpley be accepted by the Council, which motion upon vote was carried. Thereupon the Mayor called on the members of the outgoing Council, the members of the new Council who all made short remarks expressing their support to the betterment of the City, others present were called on and made short talks. Mr. Tavis stated that he wanted to compliment the members of the Elect' Board. for the work on the Election Board. Whereupon it was moved by Councilman Penrod second by Councilman Yarboro that the Clerk be instructed to write each member that served on the Election Board a letter of appreciation for their work, which motion upon vote was carried. ?+Jhereupon it was moved by Councilman Hudson second by Councilman Penrod that the meeting be adjourned to meet again on Monday April 26th, 1948 at the regular time and place, which motion upon vote was carried. ,/~ / ,-~ M or `
