A regular meeting of the City Council of the City of "'lsinore was held on above date. The meeting was called to order at the hour of 7:30 P.M, with Mayor W.P. Smith in the chair. Councilman John Allen, Leslie Merrifield, J.A. Tarpley, Fred Stokes and Mayor W.P. Smith answer roll call. Thereupon the Clerk read the minutes of the February 9th, 1948 meeting and were approved as corrected. (Correction being withdrawal of the motion and second of the action taken regarding the repairs to be made in the Sheriffs Substation.) Whereupon it was moved by Councilman Stokes second by Councilman Merrifield that the Mayor and acing Police Cormnissioner be authorized to have all necessary re- pairs and alterations that are needed in the office of the Sheriffs Elsinore Substati which motion was carried by the following vote. Miller for a Pool Room and Card Tables at 311 W. Pottery St., also asking the Council to adopt a police uniform, Highway Patrol type, for the Elsinore Police Dept. Whereupon it was. moved by Councilman Stokes second by Councilman Merrifield that a license be granted to A.J. Miller for Pool Room and Card Tables and Clerk instructed to issue same, which motion was carried by the following vote. Councilman Allen Yes " Merrifield Yes Absent None " Tarpley Yes " Stokes Yes Nones None Mayor Smith Yes Whereupon it was moved by Councilman Merrifield second by Councilman Tarpley that the matter of Police Uniforms be tabled for further investigation, which motion upon wte was carried. Whereupon it was moved by Councilman Merrifield second by Councilman Stokes that the Council recess for fifteen minutes, which motion upon vote was carried. . Council recessed at 8:10 P.M. Reconveaned at 8:x.6 P.M. Councilman John Allen, Leslie Merrifield; Fred Stokes and Mayor Smith answer roll call, Councilman J,A, Tarpley absent. ~ Thereupon the Clerk read a resolution presented to the Council by the Lake Elsinore Contractors Association. The resolution asking the Council to enforce City Building, Plumbing and Electric Ordinances and Codes. Have plans and specifications left with the City Clerk to be checked by Building Inspector and that the City Clerk then issue all permits after the approval of Inspector. Also Clerk to have extra copies of Codes on hand for sale. MINUTE RECORD OF REGULAR MEETING CITY COUNCIL SHEET #2 MfiETING HfiLD ON THE 24th D$Y of February Z9 48 Thereupon the Clerk read Resolution No. 496, a resolution authorizing the City Clerk to issue all Building,. Plumbing and Electrical Permits. Whereupon it was moved by Councilman Allen second by Councilman Stokes that Resolution No. 496 be passed and adopted as read, which motion was carried by the following vote. Councilman Alleh Yes !~ Merrifield Yes Absent None v Tarpley Yes ~~ Stokes Yes Noes None Mayor with Yes Whereupon it was moved by Councilman Merrifield second by Councilman Allen that the Clerk be authorized to purchase a supply o£ Codes, Building, Plumbing and. Electrical, to be sold to those wanting same at costs which motion upon vote was carried. Thereupon the Clerk read a letter from the Chamber of Commerce asking the Council to pass Ordinance or other laws to stop undesirable buildings from being moved into the City either whole or knocked down. Clerk instructed to inform the Chamber of Commerce that this matter was covered by the Cities present building Ordinance and Code. Thereupon the Clerk read a second letter from the Chamber of Commerce reques ing that the City issue permits for Carnivals in the City during the month of June and that the Chamber of Commerce planned on putting on a Carnival during the week of July 9th, to 17th. 4+Ihereupon it was moved by Councilman Allen, second by Councilman Stokes that the Clerk be instructed to write the Chamber of Commerce that the present City Council would do all in their power to support this program of the Chamber of Commerce, but could not take any legal action on the matter this far ahead of planned Carnival. Which motion upon vote was carried. ill Thereupon tha Clerk read a petition from the residents of Country Club and j Elsinore Heights district asking that the Council appoint a committee to meet with their committee to discuss the subject of their City Water, which they now were ~ getting i.n the water mains. I; Whereupon it was moved by Councilman Merrifield second by Councilman Stokes I~~that the Mayor appoint a committee to meet with this above mentioned committee at ~~ 2:30 P.R9. Saturday February 28, 1948, which motion upon vote was carried. ill Mayor Smith thereupon appoints Councilman Merrifield,.Couneilman Stokes and Iii Water Supt. Harmon as a conunittee to meet with their committee. i lij Thereupon the Clerk read a letter from Morris Washington and Sons asking for ~i a permit to operate a Boat Landing and Mobile Chuck Wagon on property owned by Mrs.. '; Carrie Young on the Lakeshore near Lowell. Street. i ' Whereupon it was moved by Councilman Stokes second by Councilman Merrifield that the Comunication from Morris Washington & Sons be tabled, which motion upon vote ~ was carried. ,) Thereupon the Clerk read a letter from the Bureau of. Census acknowledgeing MINUTE RECORD OF REGULAR MEETING CITY COUNCIL SHEET #3 _ MEETING HELD ON THE ,24th ....DAY OF, February Z9 4g .'the receipt of a resolution Prom the City authorizing a special census, and asked that the sum of $4.00 be sent for preparation of Maps. ii Whereupon it was moved by Councilman Stokes second by Councilman Merrifield ~ithat the Clerk be instructed to mail the Bureau of Census the amount requested, which emotion upon vote was carried. ~~ j~ Thereupon resolution No. 497 was read, a resolution authorizing the Mayor and City Clerk to inter into an agreement with the California Electrical Go. for the I' installation of ten Street Lights on Lakeshore Drive and two Street Lights on So. ~~Poe Street, 100 watt lights to be used, at /,~.5 which rate to include insta$.3atio all maintenance and operation and lamp renewals necessary. ~I Whereupon it was moved by Councilman Allen second by Councilman Stokes that ~I resolution No. 497 be passed and adopted as read, which motion upon motion was carried Thereupon the Clerk read Resolution No. 498, a resolution authorizing the i Mayor and City Clerk to enter into an agreement with the California Power Co, to 'furnish power to operate a twenty-five horse power motor For pumping water at the ~, General. Petroleum Co. well leased by the City. Whereupon it was moved by Councilman Stokes second by Councilman Merrifield that Resolution No. 498 be passed and adopted as read, which motion upon vote was carried. Thereupon the Clerk read a Bulletin from the League of Calif. Cities in regards to the money aupropriated by the State for Public works. Whereupon it was moved by CozuZCilman Merrifield second by Councilman Allen that the Clerk be instructed to write the State Senator and Assembly Man as to the plans the City had made for using said monies, which motion upon vote was carried. Whereupon it was moved by Councilman Allen second by Councilman Merrifield that the Clerk be instructed to draw up a Resolution in regards to the condition of Lake Elsinore, to be presented at the next regular meeting, which motion upon vote was carried. Mrs. Mona Lesse being present was called on and she asked the Council regard ing a teen-age program she was planning at the place on East Flint Street, was assured that the program she had in mind would get the full support of the Council and Police Department. Whereupon it was moved by Councilman Allen second by Councilman Merrifield that the bills, be allowed as audited by the auditing committee and the Clerk instruc ~o issue wabrents for same. 4~Ihereupon it was moved by Councilman Allen second by Councilman Stokes that the meeting adjourn till the next regular meeting March 8th, 1948 at the regular time and place, Mayor City Clerk
