The meeting was called to order at the hour of 7:30 P.M. with acting ~jMayor W.P. Smith in the 8hair. I; ~' Councilman John Allen, Leslie Merrifield, James A. Tarpley, Fred Stokes and ~I' ii Mayor W.P.. Smith answer roll call. I i Thereupon the Clerk read the minutes of the January 26th, 194$ meeting and ~Iwere approved as corrected, The correction being, regarding the. remarks made by illCouneilman Stokes adding to the statement made in previous meeting, that Mr. Tarpley Ili had made remarks„antagpx~iistic towards City and County Employees and the majority of the l~;City Council and disregard to the wishes of the majority of the City Council. ,,. Whereupon it was moved by Councilman Merrifield second by Councilman. Stokes that Councilman W.P. Smith be appointed as Chairman of the City Council, which motion was carried by the following vote. Councilman Allen ~~ Merrifield ~~ Tarpley " Stokes Mayor Smith No Yes Noes One Yes Absent None Yes Yes .Thereupon Councilman Allen, Street Commissioner, read an agreement between the City and Department of Public Works concerning maintenance of State HighweZys within the City. Thereupon the Glerk read Resolution No. 493, a resolution authorizing the Mayor and City Clerk to sign said agreement between the City and Department of Public :~Jorks. Whereupon it was moved by Councilman Allen second by Councilman Merrifield that Resolution No. 493 be passed and adopted as read, which motion upon vote was carried. Thereupon the Clerk read resolution No. 494 a resolution authorizing the Mayor and City Clerk to enter into an agreement with the Department of Commerce, Census Bureau for a special census of the City of Elsinore. Whereupon it was moved by Councilman Allen second by Councilman Stokes, that Resolution 494 be passed and adopted as read, which motion upon vote was carried. Thereupon the Clerk read Resolution PJo. 495, a resolution setting the time and place for regular Municipal Election April 13, 194$, appointing the Election Board and setting their salary. Whereupon it was moved by Councilman Allen second by Councilman Merrifield that Resolution No. 495 be passed and adopted as read, which motion .upon vote was carried. Whereupon. it was moved by Councilman Merrifield second by Councilman Stokea that the Clerk be authorized to advertize Yor bids for a pump and motor to be installed on the General Petroleum Corp. Well on W. Franklin'St. Said bids to be opened on the meeting of March 8th, 194$ at 8:00 P.hf. Which motion upon vote was carried. R. ~$ERVIGr ~fRC FO RM SJ'L STAHDARO MIN YTE PECOPO the Clerk be instructed to write the Elsinore Union Grammer School Board and inform them that the City was financially unable to do the street improvement they had asked for, at this time. _Wht~h motion upon vote was carried. l Whereupon it was moved by Councilman Allen second by Councilman Tarpley that the Clerk be instruct$d to write a letter of appreciation to the Elsinore Culture and !.Social Club for their improvement to the-City by bailding a nice Club House near the j~;proposed Civic Center of the City. Which motion upon vote was carried. ila ~~ Thereupon Mr. A.J. Miller made application for a Pool and Card Room at his jplace of business on 311 W. Pottery St. Making a verbal as we],1 as a written request, ~i;this being in accordance with Ordinance No. 21g of the City of Elsinore. Whereupon it was moved by Councilman Stokes second by Councilman Allen that I~the application of Mr. Miller be .turned over to the Police Dept. for investigation and j~;report back at the next regular meeting, which motion upon vote was carried. Whereupon it was moved by Councilman lkerrifield second by Councilman Tarpley that the City Council have City engineer D.R. Crane make a survey for grade for side- walk and curb on South Scrivener Street from Graham Ave, to Iakeshore Drive, which motion upon vote was carried. Mayor Smith rejarted that the Cafes where City Prisoners were being £ed were unable to continua at the seventy-seven cent per meal rate. Whereupon it was moved by Councilman Stokes second by Councilman Merrifield that fifty-cents for Breakfast and one dollar per meal for other two meals be allowed for prisoners working, if not working only breakfast and one dollar meal. Which motion was carried by the following vote. Mr. Wilson asked again regarding a sewer system on North Poe Street. Was told that the Council was working on a sewer project. Mr. Tavs, Mrs. Carpenter and others asked regarding the reason of changing Council Chairman and that some of them were under the impression that Mr. Tarpley had been elected to that position. Were informed that members of the Council appointed the Chairman and had the right to `.. . make a-change at any time by vote of Council. .Whereupon it was moved by Councilman Stokes second by Councilman Merrifield that Mayor~~th be authorized to make needed, repairs and to paint the office of the Sheriffs Substation. Which motion was carried by the following vote. Whereupon it was moved by Councilman Allen second by Councilman Merrifield that the bills be allowed as audited by the Auditing committee and the clerk be instructed to issue warrents for sae, which motion upon vo'ke was carried. Whereupon it was moved by Councilman Merrifield second by Councilman Stokes that the City Clerk and Treasurer Report be accepted as audited by the Auditing Commi which motion upon vote was carried. Trlhereupon it was moved by Councilman Merrifield second by Councilman Allen that the report of the water and license Clerk be accepted as read and ordered filed, which motion upon vote was carried. Whereupon it was moved by Councilman Tarpley second by Councilman Merrifield that the meeting be e~djourned to meet again on Monday February 23rd, 19y.8, which motion upon vote was carried.
