'$LRYIOC C FOR B-/E ST/~N OARO MINUTE RECORD A regular meeting of the City Council of the City o£ Elsi:iore was held on I~ the above date. The meeting was called to order at the hour of 7:30 P.NY. with Mayor ICI it Tarpley in the chair. III Councilman: John Allen, Leslie Merrifield, 'rd.P. ~Ynith, Fred Stokes and Mayor Tarpley= answer roll call. Thereupon the Clerk read the minutes of the Januar~* 12th 1945 meeting-: and there being no errors or ommissions were approved as read. Mr. Pielvin Harmon, Maintenahce Superintendant-was called on and he recom- mended to the Council that a line locater be purchased as it would. save its cost in a short time in saving extra digging to find water pipe lines. Also reported that the sewer for the Boy Scout Bldg. had been installed. Thereupon it was moved by Councilman Smith second by Councilman Merrifield that the water Oommissioner, Fred Stokes be authorized to purchase a 4^~Ii.lkinson Line Locator for the ?dater Dept. and Clerk order same right away, which motion was carried by the Following vote. Mr. Pergins of the Cab Co. of lilsinore asked regarding the parking of the New Cab Co. for a long time in yellow zones. Police Dept. instructed to look into thi complaint. Thereupon the clerk read resolution No. 491, a resolution to have put on Ballot at April Elsection, shall members of the Council receive a salry of twenty-five dollars per month. ?thereupon it was moved b„= Councilman Allen second by Councilman Stokes that resolution 491 be adopted and passed as read, which motion was carried by the following vote. '~ Whereupon. it was moved by Councilman Berrifield second by Councilman Allen~~! ,) that Ordinance No. 285 be passed and adopted as read and clerk instructed to have same ~~~ published once in the Elsinore Leader Press, which motion was carried by the following! > ~~ vote. ~ ~ I I i ! Stated that this work I II "j would have to be done a little at a time as the cost was too great zoo be all done at I „ !I this time.. No action on this matter, but a further report at next meeting. j~ Building Inspector Meyer asked regarding the c6llecting of money for stre repair where it had been dug up by Plumbers in the connection of sewers. This matter tabled until next regular meeting. Matter of property owners connecting onto sewer lines laid by property owners where no city sewer lines had been laid, tabled. Whereupon it was moved by Councilman Allen second by Councilman Stokes th the recommendation of the Planning Commission on Calendar No. 12, (rezoning to allow parking lots in Zone "R3"~ be rejected and that the Clerk be instructed to write Mrs. Nall a letter explaining the reason amd thanking her for her interest to help the parking situation, which motion upon vote. was carried. Councilman Stokes asked the Council and Deputy City Attorney regarding the legality as to the holding of political meeting in the Council Chambers. It seemed the opinion of those present that it was a public building and any open meeting could be held. Whereupon it was moved by Councilman Stokes second by Councilman that the Chairmanrs Chair be declared vacant, which motion was carried by the vote.
