A regular adjourned meeting of +..he City Council of the City of Elsipore
was held on the above date. The meeting was called"to order at the hour of 7.30
P.2~I. r,rith Pfayor Tarpley iri ,the chair.
Councilman ; Samuel Farber, Fred Penrod, J.J.Tavis, T.R.Yarborongh, and
Mayor Tarpley answer roll call.
Thereupon the Clerk read the ninutes of the October 24th. 1949, meeting
and there being no errors or omissions were approved as read.
Councilman Yarborough, Street Commissioner, reported that the Tax office.
in Riverside would inform the City in regards to tax title property east of the
city limits, which had been under consideration by the City Council as a city
dump site. Courrci7man Farber reported that there were some tax title property -..
inside the city limits in the southeast part of the city.
?;'hereupon it raas moved by Councilman Yarborough, second by Councilman
Tavis, that Councilman Farber get a list of these lots, and turn it in to the
City Clerk who was to take this matter up i,rith City Attorne~r Best, for purchase
of these lots by the city. ?~dhich motion upon vote ,Jas carried.
Thereupon the Clerk read Ordinance AIo. 323, for its second reading,
an o¢idinance for the installing of separate vrater meters for each business
house.
i:rhereupon it was moved by Councilman Yarborough, second by Councilman
Penrod that Ordinance ido.323, be passed, and adopted as read, and Clerk be
instructed to have same published once in the s'lsinore Leader Press. ?•which
motion ~,ras carried by the following vote.

Proposed Ordinance No. 324 was brought up at this time, this being
an ordinance to start proceedings to close certain streets in the city.
I~ir. Roy 2~Iacy being present protested this action, and, asked. that it be
tabled for the present time.
U7k:ereupon it was moved by Courxcilman Farber, second by Councilman
Penrod that the matter of closing streets in the northwest part of the city
be tabled. idhich motion was carried by the following vote.

Thereupon the -0lerk road. a letter from the Riverside County Health
Department, in regards to the local health center. The County being willing
to pa~r<~~ 17.50 per month rent, if the City of Elsinore would pay `~ 12.50 to
make up the rent o£ 5 30.00 per month. This matter having been passed by the
City Council at a previous meeting, no action was taken and Z-Mayor Tarpley is
to contact Dr. 'destphal_, County Health Dept. and have an agreement drawn up.
4Thereupon it tJas moved by ilayor Tarpley, second by Councilman Tavis
that the Cit,}r Council recind the motion made at a previous meeting, that the
citz,~ would pair janitor's fee for cleaning health center. ',dick motion upon
vote was carried.
`,dhereupon it tiaas moved by Councilman Farber, second by Councilman
Yarborough that the trees in front of the property sold to i~ir. Patterson, ~
located on Graham between Langstaff arrd Riley, be removed as requested by
i+ir. Patterson. Air. Patterson to remove the trees with equipment used getting
ready to build their. ne=.a building. Thich motion upon vote was carried.
44hereupon it was moved by Councilman Yarborough, second by Councilman
'Tavis that the City f3aintenance Dept. be instructed to remove a tree, which
was to near sidewalk on Prospect street. ~nihich motion upon vote was carried.
.9hereupon it was moved bar Councilman Penrod, second by Councilman
Tavis that the Police Commissioner, and Police Dept, be authorized to purchase -
a new set of tires, a desk lamp, typewriter stand, and a settee for the depart-
ment. i~Rrich motion upon vote was carried.
Thereupon the Clerk read a letter from the State Dept, of Health,
stating that the sewer disposal plant permit was granted. The Clerk at this
time turned over to tkre Citq Council plans, specifications, and maps made up
by Engineer Bulot, £or their inspection. These papers being very lenghty the
members of the City Council made plans to get togBther on Friday night P1ov.
11 th. to study same. City~ngineer Crane to cohtact Idr. Bulot and try to
have him present at this meeting to answer certain questions.
?thereupon it was moved by Councilman Tavis, second by Councilman
Penrod that the bills be allowed as audited by the auditing committie and
Clerk instructed to issue warrents for same. ~7hich motion upon vote was
Carried.
'vJhereupon it was moved by Councilman Penrod, second by Councilman
Tavis that the meeting adjourn to meet main on Pidnday Plovernber 14, 1949.
At the regular time and place, which motion upon vote was carried. ^ /~
