The meeting was called to order at the hour of 7.30P.M. with Mayor Tarpley in the chair. Councilmen ; Samuel Farber, Fred Penrod, J.J.Tavis, T.R.Yarborough, and Mayor Tarpley answer roll call. .Thereupon the Clerk read the minutes of the September 26th. meeting and there being no errors or omissions were approved as read. Thereupon the Clerk read a letter from the Riverside County Health & Tuberculosis Assn, they requesting permission to park their Y.-ray unit on Main Street, on October 13th. and 14th. '-thereupon it was moved by Councilman Farber, second by Councilman Yarborough, that t}reir request be granted, and Police informed so as to have space clear of cars on them dates, i~]hich motion upon vote was carried. Thereupon the Clerk read a letter from the Division of Highways in regards to pedestrian lanes, School zone, and double-lines on idest Graham Ave. they stating that a survey would be made on this matter in the near future. Letter ordered filed. Thereupon the Clerk read a letter from ii4r. Collett, regarding plate glass insurance. Council requested Clerk to write Mr. Collett that this insurance had been turned over to another agent. Mayor Tarpley reported that the Youth Center had asked him if they could get a free permit to pperate a Jute box at their Clubhouse. 67}iereupon it was moved by Councilman Yarborough, second by Councilman Penrod that their request be granted. ;~]hich motion upon vote was carried. Thereupon the Clerk read a letter from the County Health Dept. in regards to the upkeep of the Elsinore Valley Health Center, located on south" Spring Street, Elsinore. The~,r asking that the City Council make arraingements to keep it open. ?rhereupon it was moved by Mayor Tarpley, second by Councilman Yarborough that the City Council take no action at this time for the upkeep of said Center as it i>>as a Valley prograza, and not up to the City*. 4irhich motion was carried by the following vote. Councilman Farber Yes " " Penrod Yes Noes Plone " Tavis Yes " " Yarborough Yes Absent None Mayor Tarple~r Yes Thereupon the Clerk read a letter from City Attorney Best, he informing the Council that the Garbage, ~;daste matter charge was to be collected along with and at the same time as the water bills and failure to pay this was cause to shut-off water until paid. No. 269 (;Dater Ord.). i,'hich motiom upon vote was carried. Thereupon the Clerk reported to the Council that-the check for .the property sold to ilr. Patterson had been received. :Thereupon it was moved by Councilman Farber, second by Councilman Penrod that this money less the expense of the sale be credited to the Library fund and to be used for a new Library building only. T~fann asked that when available, some funds be set aside for recreation as tlx~t vaas needed even more than a new library, also reported a bad break in the pavement in front of his property. ;Ihich Councilman Yarborough, Street Couunissio- ner stated he would take care of right away. ?~Irs. Sullivan again asked ablaut the Bus Trailer, on the Jarret property. This matter turned over to Deputy Attorney Gediman to send groper legal notice to remove. Dr. Curtiss King, who owns a section o£ property in the northwest part of the City asked that dead end streets on his property be vacated. As some of the Councilmen tiaere not sure as to just where these streets entered his property the matter was tabled until the next meeting. B1rs. Adams reported that there were property owners in her section of the City that we_,e willing to pay for the cleaning of their lots. This turned over to Councilman Tavis,'-'"ire and e~7ater Commissioner who would contact the sire Dept. Thereupon the Clerk read Resolution ido. 584, a resolution authorizing the l4ayor, and Clerk to sign a franchise granted to the Calif, Electric Power Co., to cross City property with their lines. Said line to furnish electricity to the new Sewer disposal plant and other users.. dhereupon it was moved by Councilman Penrod, second by Councilman Tavis that Resolution PJo.584, be passed, and adopted as read. Dhieh motion was carried by the following vote. Electric Power Co., £or additional straet lights. Said petition having the proper number of valid signatures for the calling of an election. Thereupon the Clerk read Resolution No. 587, a resolution calling a special election on the 6th. day of December, 1949 to put to the vote of the people if Ordinazxce No. 315, should be repealed or not.8aid resolution also appointing election board, and nanxeing to voting precints. ~Ihereupon it was moved by Councilmarx Yarborough, second by Councilman Farber that Resolution No.~i87, be passed and adopted as read. ?7ich motion was carried by the following vote. Ted Nelson, as this fifth member. Members of the Council stated that they had been informed that Mr. Nelson did not have the time to accept the position, and recommended that this be tabled until the next meeting, whereupon Mayor Tarpley withdrew his appointment. ':dhereupon it was moved by Councilman Penrod, second by Councilman Tavis that two fileing cabinets be purchased, one for the Police Dept. and one for the City Court, also a heater for the Police car be purchased.
