DRY OF September, is 49 ;dhereupon it was moved by Councilman Yarborough, second by Councilman Farber that two thousand five hundred dollars (~ 2,5UO.U0 ), be transferred from the Water £und to the General fund, said monies to be used for the extention o£ sewer lines, where cesspools now exist, and as property owners connect to these lines and pay for same, said .monies to be refunded to the .^dater fund. No sewer lines to be installed except upon 'motion by the City Council. Nfliich motion upon vote was i carried, Whereupon it was moved by Councilman Penrod, second by Councilman Yarborough that Councilman Farber be authorized to draw up a deed to the American Legion for Lots one, two, and part of lot three in Block 15, which motion upon vote was carried. Whereupon it was moved by Councilman Farber, second by Councilman Yarborough that Ordinance No. 319, which has had its first reading be rejected by the Council which motion upon vote was carried. Whereupon it 4aas moved by Councilman Yarborough, second by Councilman Farber that the bills be allowed as audited by the auditing conuaittie and the Clerk be instructed to issue warrents for same, which motion upon vote was carried. Whereupon it was moved by Councilman Yarborough, second by Councilman Farber that the report o£ the City Treasurer and City Clerk be accepted as read and D~dered filed, which motion upon vote was carried. Whereupon it ,~ias moved by Councilman ,"artier, second by Councilman Yarborough that the report of the City water and license clerk be accepted as read and ordered Filed, which motion upon vote was carried. Mayor Tarpley reported that the League of Calif. Cities,were to have a diruier on September 23, 1949, at the Women~s club building, and requested all members of the Council to plan to attend, and welcome the visitors to our city. Whereupon it was moved by Councilman Yarborough, second by Councilman Penrod that the meeting adjourn to meet again on Monday September 26, 1949 at the regular time and place, which motion upon vote was carried. _____+!~ - Mayor City Clerk Page # 1 MINUTE RECORD OF Regular Meeting ofthe City Council City o£ Elsinore MEETING HELD ON THE 26 th. DAY OF September 1s 49 A regular meeting of the City Council of the City of Elsinore was held on the above date. The meeting was called to order at the hour of 7;30 P.M. with Mayor Tarpley in .the chair. Councilman; Samuel Farber, Fred Penrod, J.J. Tavis, T.R. Yarborough, and Mayor Tarpley. answer roll call. Thereupon the Clerk read the minutes of the meeting held September 12, 1949, and there being no errors or omissions were approved as read. 'fhereupon the .Clerk read a letter from the State Department of Health informing the City Council that no permit could be issued for the instal]ing of the sewer force line, until the complete project was ready to be let to bids which should be within a month. Also read a letter from the County Health Dept, informing the City Council, that no permits were to be issued for swimming pools until a County permit had been issued. Letters ordered filled. t+irs. Adams asked the Council in regards to the Van Dame, building permit she having a drawing of the proposed building. This matter referred to the build- ing inspector. Painting of a pedestrian lane at Heald and Poe Streets where school children crossed was brought up by P-Myor Tarpley*. Whereupon it was moved by Councilman Tavis, second by Councilman Yarborough that the Street llepartment be authorized to paint said pedestrian lane, which motion upon vote was carried. vThereupon it was moved by Councilman Tavis, second by Councilman Yarborough that Mr. Dean Fletcher be authorized to install a gas storage tank at the City yard, said tank to be used for storage of ethyl gasoline for the police dept. 6~Ihich motion upon vote was carried. Thereupon it was moved by Councilman Tavis, second by Councilman Yarborough. that the bid of the Lakeside Chevrolet Co., which had been tabled at the July 11th. ; meeting be accepted. Said bid being for a one half ton pickup truck, new 1949 model for the water department. tdhich motion was carried by the following vote. Sullivan again brought up the subject of the bus trailer being used as a week-end residence next to her property on Test Lakeshore Drive. Was informed that this roJOU1d be taken care of within a few days by the Duilding Inspector. Thereupon the Clerk read proposals as tp price for installing blinker at corner of i4ain & Graham, proposals having been turned in by D,R.Crane, and Mapes Electric Shop. ~rJhereupon it was moved by Councilman Penrod, second by Councilman Yarborough that as the price quoted by D.R.Crane was the lowest, he be authorized to install the blinker, to be wired to operate 24 hours a day. j~Jhich motion upon vote was carried. Councilman Farber Yes " Penrod Yes Tavis Yes Noes None " Yarborough Yes P4ayor Tarpley yes Absent None Mr. George Moore, being present asked the Council in regards to zoning where his motel is located at Spring & Pottery Street, as he was thinking of stating a home for the aged, l~das referred to the City Attorney, and Building Inspector, for this information. Mr. iKoore also asked when the street in front of his property on Scrivner Street, would be graded. ?~Tas informed by Councilman Yarborough, Street Commissioner, that this would be done as soon as it rained, as the ground was to hard at this time. Thereupon the Clerk read the resignation of 4dilliam Beach, as a Police Officer, effective as of September 26, 1919. tidhereupon it was moved by Co~mcilraan Penrod, second by Councilman Yarborough that the resignation of Mr. Beach be accepted with regrets. 'aJhich motion upon vote was carried. ^t hereupon the Clerk read Resolution No. 580, a resolution employing P+Lr. Edward J. De Lorene, as a regular Police Officer. ~dhereupon it was moved by Councilman Penrod, second by Councilman Farber that Resolution No. 58U, be passed and adopted as read, which motion was carried by the following vote. Charles Runnels, as City Hall Janitor, effective October. 1, 1y49. Thereupon it was moved by Councilman Yarborough, second by Councilman Farber that resolution no. 582, be passed and adopted as read. Mr. Harmon, i+Iaintenance Supt., asked regarding netir sewer laterals, and a new water main line, that needed to be installed. ~dhereupon it was moved bTr Councilman Tavis, second by Councilman Yarborough that sewer mains be installed on Langstaff, north o£ Potter,T,r, on Flint and Riley also on alley westerly from Riley Street, and Mai.nt. Supt. Harmon to commence work as soon as possible. alhicix motion upon vote was carried. ~:dhereupon it was moved by Councilman Yarborough, second by Councilman Tavis that Maintenance Supt. Harmon be authorized to install a new water line from reservoir No. 1 to Flint street, r;dhich motion upon vote was carried. ~ Thereupon the Clerk reported the following recommendation from the Planning Commission as follows. That a survey be made showing grade level on Spring Street as requested by Santa Fe officials so as to pet street over tracks paved. DRY OF September zg 49 .s r oams.z p M "~,~ Whereupon it was moved by Councilman Farber, second by Councilman Penrod that the recommendation of the Planning Commission regarding Spring Street survey be tabled, :which motion upon vote was carried. City engineer D.R.Crane at this time showed the members of the Cduncil maps of the proposed sewer disposal plant, and suggested that they be signed by the Clerk, and Mayor as soon as they-got back from the State Board of Health, in that .way a few weeks could be saved. ?+Iereupon it was moved by Councilman Yarborough, second by Councilman Farber that the Clerk, and Mayor be authorized to sign sewer disposal maps as soon as they got back from Dept. of Health, and before they were returned to the State Finance Dept., which motion upon vote was carried. Councilman Yarborough brought up the matter of operating the garbage dept. with only two men during the winter months. He stating, that they were doing a good job, and keeping the City clean of all rubbish, the City should keep them all on the pay roll. General discussion on this subject by members of the Council and some property owners present. Whereupon it was moved by Councilman Yarborough, second by Councilman 'Tavis that the garbage dept. be left as at present with three employees, and if at any time one man could be spared he could help out vaith the Street or ~~later Dept. Which motion upon vote was carried. ',+lhereupon it was moved by Councilman Penrod, second by Councilman Tavis that the Police Dept. be given a raise of ~ 10.00 a man per month.
