MIN UTE RECORD OF REGULAR MEETING OF TI-G CITY COUNCIL CITYOF ELSINORE
MEETING HELD ON THE 12 th.
DRY OF September 1949
A regular meeting of the City Council of the City of Elsinore was held on
the above date. The meeting was called to order at the hour of 7.30P.M. with
Mayor Tarpley in the chair.
Councilman ; Samuel Farber, Fred Penrod, T.R.Yarborough, and Mayor Tarpley
answer roll call, Councilman J.J.Tavis absent,
Thereupon the Clerk read the minutes of the Adjourned meeting of August
29, 1949, and there being no errors or omissions ware approved as read.
Thereupon the Clerk read a letter from the State Recreation Commission,
said etter stating that if the Schools, and County Board of Supervisors would
write requesting a survey of recreation Facilities, that they would send a
representative out.
i~Ihereupon it was moved by Councilman 'r'arber, second by Councilman
Yarborough, that the Clerk be instructed to write said letters and ask the
co-operation of the Schools and Board of Supervisors which motion upon vote
was parried. ,
Thereupon the Clerk read a letter from the :4ater Rescources Board in reply
to a letter wrote by the City Council protesting the spreading of waters in
Batteasta Canyon. They stating that this letter of protest had come in late but
still would be considered if the regular forms were made out and sent in,
[dhereupon it was moved by Councilman Penrod, second by Councilman
Yarborough, that these forms be sent in and that Councilman Farber be appointed
to take care of this rnatter, which motion upon vote was carried.
Councilman Yarborough, Street Commissioner reported that he had invest-
agated the request of Sam Balin, For time limit parking at the corner of Heald
and Main Streets, and was not in Favor of a time limit parking as there seemed
to be plenty of parking space at all times.
Whereupon it was moved b;,* Councilman Farber, second by Councilman
Yarborough, that the request of Sam Balin be rejected, which motion upon vote
was carried.
Mayor Tarpley reported that the annual conferance of the League of CaliY-
ornia Cities was being held in San Francisco, October 24-25 and 26th., and that
the City Clerk should attend to represent the City..
'nihereupon it was moved by Councilman Farber, second by Councilman Penrod
that the City Clerk be allowed to attend this conferance, and paid expenses not
to exceed ~ 75.U0, which motion upon vote was carried.
Mayor Tarpley reported that he had contacted Afr. Runnels regarding the
janitors job, and he was tidlling to take same,
inlhereupon it was moved by Councilman Yarborough, second by Councilman
Farber, that Mr. Charles Runnels, be employed as City Hall janitor effective
October 1, 1y49, which motion upon vote was carried.
i~4rs. Feinstein reported that she had made a survey of the people living
in the sections proposed to be annexed to the City, but had not got a very good
response, very few being willing to be annexed.

Mr. Mann asked the City Council about getting water for a swimming pool at
his place, stating that the first filling would be when most of the water would
be used, after that with the filter circulating system it would take very little
water.
?dhereupon it was moved by Councilman Penrod, second by Councilman Yarborough
that Mr. Mann be allowed to £ill said pool with City water as reouested, which
motion upon vote was carried.
Mrs. Gelber of East Graham, also asked regarding a swimming pool at her place
and was told by the CoLmcil that as so many requests were cormning in the ?dater
Superintendent would hare to be consulted before any more requests were granted.
Mr. Jake Sapkin and Son were present, and spoke on the widening o£ Main
Street in front of the Plaza I3ar, some discussion by the Council on this matter
but no action as to the sidewalk and building located on property where proposed
sidewalk would be laid. It being suggested that the curb be installed and Street
paved so as to nave the Street paved all the way through.
Whereupon it was moved by Councilman Penrod second by Councilman Yarborough
that Maintenance Supt. Melvin Harmon, be instructed to install said curb and
finish black-toping Main Street at the corner of Main and Peck Streets, which
motion upon eote was carried.
~:dhereupon it was moved by Councilman Yarborough, second by Councilman Farber
that the Valley Youth Center, be granted a free permit for their programs at their
Club House, at the old Town House building, with the exception of when they gave
public dances, then a permit would have to be obtained the same as other organ-
izations, which motion upon vote was carried.
Thereupon the Clerk reported td~the Council the recomendations of the
Planning Commission, which report was accepted and ordered filed for Future
referance, with the exception of the railroad recommendation.
~n~hereupon it was moved by Councilman Farber, second by Councilman Penrod
that the recommendation From the Planning Commission in regards to the Santa Fe
Railroad be refered back to the Commissioner for more de£inate plans, which
motion upon vote was carried.
Thereupon the Clerk read Ordinance Pdo. 322, an ordinance to make it a
misdemeanor to tresspass or s*.aim in any City Reservoir.
Whereupon it :Jas moved by Councilman Yarborough, second by Councilman Penrod
that Ordinance No. 322, be passed to its second reading, *shich motion was carried
by the following vote.

Whereupon it ~.aas moved by Councilman Penrod, second by Councilman Farber
that the Fire Department, be asked to burn off the City owned lots on Lakeshore
Drive, west of the high School, and to contact other property owners on the
lake front and get them to clean of£ their lots, which motion upon vote was
carried.

;dhereupon it was moved by Councilman Yarborough, second by Councilman Farber
that two thousand five hundred dollars (~ 2,5UO.U0 ), be transferred from the
Water £und to the General fund, said monies to be used for the extention o£ sewer
lines, where cesspools now exist, and as property owners connect to these lines
and pay for same, said .monies to be refunded to the .^dater fund. No sewer lines to
be installed except upon 'motion by the City Council. Nfliich motion upon vote was

Whereupon it was moved by Councilman Penrod, second by Councilman Yarborough
that Councilman Farber be authorized to draw up a deed to the American Legion for
Lots one, two, and part of lot three in Block 15, which motion upon vote was
carried.
Whereupon it was moved by Councilman Farber, second by Councilman Yarborough
that Ordinance No. 319, which has had its first reading be rejected by the Council
which motion upon vote was carried.
Whereupon it 4aas moved by Councilman Yarborough, second by Councilman Farber
that the bills be allowed as audited by the auditing conuaittie and the Clerk be
instructed to issue warrents for same, which motion upon vote was carried.
Whereupon it was moved by Councilman Yarborough, second by Councilman Farber
that the report o£ the City Treasurer and City Clerk be accepted as read and
D~dered filed, which motion upon vote was carried.
Whereupon it ,~ias moved by Councilman ,"artier, second by Councilman Yarborough
that the report of the City water and license clerk be accepted as read and ordered
Filed, which motion upon vote was carried.
Mayor Tarpley reported that the League of Calif. Cities,were to have a
diruier on September 23, 1949, at the Women~s club building, and requested all
members of the Council to plan to attend, and welcome the visitors to our city.
Whereupon it was moved by Councilman Yarborough, second by Councilman Penrod
that the meeting adjourn to meet again on Monday September 26, 1949 at the regular
time and place, which motion upon vote was carried.
