DRY OF AugUet Z9 49 A regular adjourned meeting of the City .Council of the City of Elsinore was held on the above date. The meeting was called at the hour o£ 7;30 P.M, with Mayor Tarpley in the Chair.. Councilman ; Samuel Farber, Fred Penrod, T. R. Yarborough, and Mayor Tarpley answer roll call. Councilman J. J. Tavis, absent. Thereupon the Clerk read the minutes of the August 22, 1949, meeting and there being no erroas or omissions were approved as read. Thereupon it was moved by Councilman Farber, second by Councilman Yarborough, that Councilman J.J.Tavis, be granted a sixty day leave of absence, which motion was carried by the following vote. Councilman Farber Yes " Penrod Yes Noes None " Yarborough Yes Mayor Tarpley Yes Absent One Thereupon the Clerk read an agreement between the City of Elsinore, and Mrs. Henderson, owner of the Lakeview Hotel. This agreement giving Mrs. Henderson the rigth to fence, and erect a gate on and across Library Street on the west side of Spring Street, said portion of street having not been used in the past twenty five years. Thereupon the Clerk read Resolution No. 578, a resolution authorizing the Mayor, and City Clerk, to sign an agreement between the City and Mrs. Henderson. Whereupon it was moved by Councilman Farber, second by Councilman Yarborough, that resolution Ido. 578 be passed, and adopted as read. Which motion was carried by the following vote. Councilman Farber Yes " Penrod Yes Noes None Yarborough Yes Mayor Tarpley Yes Absent One Thereupon the Clerk read Ordinance No. 321, for its second reading, ari ordinance making certain things, and acts vxnlawfull and for the protection of public morals. " , ,,.::_~ `_, ,.., @~Ihereupon it was moved by Councilman Yarborough, second by Councilman Penrod, that Ordinance No. 321, be passed and adopted as read, and Clerk instructed to have same published once in the Elsinore Leader tress. ?ia'hich motion was carried by the following vote. Sam Balin, owner of a lunch stand at corner of Heald & Main St., he asking for a 15 minute parking zone on corner of said streets. "5[nvicC U.e Fo gptg=2_ GThereupon it was moved by Councilman Yarborough,. second by Councilman Farber, that this matter be tabled until Sept. 12 th. meeting. and Councilman Yarborough to investigate. t~lhich motion upon vote was carried. Thereupon-the Clerk read a letter from the League of California Cities, announcing their eonferance being held im San Francisco, October 24-26th, 1949. 'Phis letter ordered filed. Thereupon the Clerk read a letter from City Attorney Best, stating that Attorney Kelley, attorney for Mr. Heffner, owner of the Plaza had asked for a postponement of their hearing and recommended that this be granted. GSihereupon it was moved by Councilman Farberrq second by Councilman Penrod, that said request be granted and the interested parties notified. :1lhich motion was carried by the following vote. Councilman Farber Yes " Penrod Yes Noes None " Yarborough Yes Mayor Tarpley Yes Absent One Whereupon it was moved by Councilman Penrod, second by Councilman Yarborough, that P4r. D,R.Crane, Engineer for the City of Elsinore be authorized. to make a special survey of the Plaza corner, P+fa.in & Peck .Streets to establish proper property lines so as to determine just how far out into City property his building extended. Which motion upon vote was carried. Mr. Jake Sapkin, being present, he being the owner of the property in question was asked. to make a statement. I~Ir Sapkin said he had nothing to say until the hearing on September 12 th, 1949. Mr. Paul Parks, asked regarding photographer that took pictures at the school, if they were getting city license and paying sales tax. bdas informed that this was being taken care of. Mrs Dusek asked the Council about selling her lease she had with the City for the Boat Landing Cafe, was informed that this probably could be worked out but the Council would have to know who she was selling to. Whereupon it was moved by Councilman Yarborough, second by Councilman Farber, that the bills be allowed as audited by the auditing committee and Clerk instructed to issue warrents for same. Which motion upon vote was carried. ehereupon it was moved by Counci]man Yarborough, second by Councilman Penrod, that the meeting adjourn to meet again on Monday Sept. 12, 1949 at the regular time and place.
